KS제품표시인증이 제조기업의 경영성과에 미치는 영향평가 연구 = A study of the Effect of KS Certificate on the Manufacturing Enterprise Management Performance

국문 초록 (Abstract)

우리나라의 대표적인 인증제도는 1961년 9월 산업표준화법이 제정되어 KS표시허가 제도를 도입 47년 동안 시행되어 온 KS표시 인증 제도를 들 수 있다. 이 후 2008년 6월 산업표준화법이 개정되어 KS표시 인증이 제품인증 및 서비스인증으로 세분화됨으로써 국민의 안전과 더 나은 써비스의 질을 받을 수 있게 되었다.
KS표시 인증제도는 한국산업표준 수준 이상의 제품 및 서비스관련으로 나뉘어 소비자가 요구하는 품질을 적정하게 공급함으로써 국민의 안전 및 환경을 보호하고 국민 경제 발전에 크게 이바지하고자 하는 제도이다.
본 연구에서는 제품인증과 서비스인증으로 구분된 KS표시인증에서 제품인증에 관련한 KS제품표시인증을 취득한 기업을 중심으로 KS제품표시인증의 실질적인 효과를 다양한 측면에서 고찰하고, KS제품표시인증이 제조기업의 경영성과에 어떠한 영향을 미치고 있는지를 연구하기 위해 실증적인 접근 방법을 이용하여 연구하고, 궁극적으로는 KS제품표시인증이 제조기업 발전에 도움이 될 수 있는 방안을 찾아보고자 한다.
조사 연구 방법으로 설문조사를 실시하였으며, 설문조사의 주요 내용은 일반사항, KS품질시스템, 최고경영자의 의식 및 조직 관련부서의 협력, 영업경쟁력, 기업경영성과 등의 5부문으로 나누어 접근하였고 연구 내용으로는 설문지의 항목별 응답현황을 1차적으로 분석하였으며, KS제품표시인증 효과에 대한 의미 있는 내용을 정리하면서 KS품질시스템의 적정성 및 운영상태 등을 포함시켰다. 이와 함께 KS제품표시 인증 취득 후의 기업경영성과를 5가지 관점에서 종합하여 실증적 분성을 통해 유의성을 확인하였으며, 이들을 종합하여 최종 결론을 도출하는 방식으로 접근하였다.
연구결과를 요약하면 다음과 같다.
첫째, 준화일반, 자재의 관리, 공정관리, 제품의 품질관리, 제조설비의 관리, 검사설비의 관리가 효율적으로 이루어질수록 제조기업의 경영성과는 높아지는 것으로 나타났으며 특히 자재관리, 공정관리, 제조설비의 관리가 제조기업의 경영환경 및 경영성과에 큰 영향을 미치고 있는 것으로 분석되었다.
둘째, 최고경영자 및 부서장의 의식, 책임과 권한, 관련부서의 협력, 품질경영활동 참여도 등 모두 제조기업의 경영성과에 영향을 미치는 것으로 나타났다. 또한 KS제품표시인증이 해당 기업의 생산성을 제고하는데 대단히 유효한 수단이 되고 있음을 알 수 있었다.

다국어 초록 (Multilingual Abstract)

The KS mark certification is one of the major certifications in Korea, which has been in force for 47 years since the industrial standardization policy has been acted in September 1961. Afterwards, the revision of the industrial standardization policy in June 2008 allows Korean customers to receive safer and better services as KS mark certification was ramified into two areas; the product certification and the service certification. The KS mark certification is for providing Korean customers adequate quality of products and services, namely, those above the Korean industrial standard, to warrant customers' safety, to protect the environment, and furthermore, to contribute to Korean economic growth.
In this study, we examined the substantial effect of the KS product mark certification, one of the ramifications of the KS mark certification, on the pertinent company from various angles, and took empirical methods to determine the correlation between the KS product mark certification and managerial performances. Ultimately, we would find the way that the KS product mark certification could boost the manufacturer's capability.
To draw the conclusion, we conducted five questionnaires for the survey - general terms, KS quality systems, the awareness of top-level managements and cooperation from related departments, sales competitiveness, and the managerial performance of the organization - and scrutinized those answers. We drove the appropriateness of the KS quality system and the condition of operations by reviewing meaningful effects of the KS product mark certification. Also, the managerial performance of the organization after acquiring the KS product certification were measured based on the five view points. We integrated all those factors to conclude our study. This study can be summarized as follow;
Firstly, it is shown that managerial performances of manufacturers are improved as materials, process, quality and facilities for production and inspection are managed and controlled efficiently. Especially, material managements, process controls and manufacturing facility managements are crucial.
Secondly, the responsibilities and authorities of the top-level managements, the support from related departments, and the quality management participation are also proved to play great roles to enhance the managerial performance.
Finally, it is obvious that the KS product mark certification is the effective means to raise productivity of the pertinent company.
