문재인·트럼프 행정부의 대북정책과 한국의 북핵 대응방안 = The Regime Change of ROK-US Alliance and the South Korea’s Countermeasure against Nuclear Development of North Korea

국문 초록 (Abstract)

본 연구는 김정은 정권에서 빠르게 고도화되고 있는 핵개발의 동기를 북한 내부의 문헌과 외부의 평가를 중심으로 분석하고, 2017년 한미 양국에서 새롭게 집권한 문재인 정부와 트럼프 행정부의 대북 정책을 평가함으로써 정책적 제안을 제시하는데 목적이 있다. 연구결과, 북한의 핵개발은 미국에 대한 최소 억제 수준까지 계속될 것으로 전망된다. 트럼프 행정부는 최대 압박과 관여를 대북정책으로 추진하고 있으며, 군사적 옵션이 포함된 대북 제재를 우선한다. 핵태세검토에서 공표한대로 트럼프 행정부는 비확산 규범보다 미국의 핵억제력을 강화하고자 한다. 한편 문재인 정부는 대화를 견인하기 위해 미국의 대북정책과 국제사회의 제재에 동참하고 있다. 향후 문재인 정부는 군사적으로는 억제, 방어, 경제적으로 제재를 넘어 북한의 행동 변화를 강요하는 강압까지 추진할 필요가 있다. 북한 비핵화라는 최종 목표는 일괄 타결될 문제가 아니라 핵동결이라는 단계적 목표를 통해 추진되어야 하며, 핵동결을 위한 대화의 문턱을 넘어 비핵화에 이르기 위해, 한미 양국은 다양하고 과감한 조건까지 미리 검토해야 한다. 결과적으로 억제, 방어, 제재, 강압을 통해 북한을 대화와 협상으로 견인할 수 있도록 일관되고 지속적인 대북정책이 필요하다.

다국어 초록 (Multilingual Abstract)

The purpose of this research is twofold. One is to analyze North Korea’s motives for their rapidly advancing nuclear weapons development, by evaluating North Korea’s internal documents, and outside assessments. Another is to evaluate the Republic of Korea, and the United States leaderships’ changing North Korea policies of the year 2017. Policy recommendations will be made for the Republic of Korea’s government based of the findings. The results of this study forecast that North Korea’s nuclear weapons development will continue until it reaches a level that can provide minimal deterrence against the United States. Trump administration maintains applies the policy of “maximum pressure and engagement”, which prioritizes sanctions including the possibility of utilizing military options. As they released the Nuclear Posture Review 2018, Trump administration prefer the U.S. nuclear deterrence to nonproliferation regime. Moon government is participating in sanctioning North Korea in order to foster dialogue. In military terms it will be necessary for the Moon government to go beyond deterrence, defense, and sanctions by pursuing coercive measures that could coerce changes to North Korea’s behaviour. Denuclearization of North Korea is not something that can be achieved in one sweep. It must be pursued through an intermediate goal of freezing North Korea’s nuclear weapons program, and to do this, the Republic of Korea and the United States must examine various measures including bold ones that could bring about dialogue for the eventual denuclearization. To summarize, a coherent and consistent North Korea policy that can precipitate dialogue and negotiation with North Korea through deterrence, defense, sanctions, and coercion is necessary.
