한국의 이주배경 청소년 정책은 탈북 청소년정책, 국제결혼가정 자녀로 대변되는 다문화 청소년 정책 등으로 나뉜다. 이는 이주민을 포괄적인 카테고리로 보기 보다는 이주민의 한국 입국 시의 ‘법적 지위’ 혹은 ‘정책적 이름’에 따라 ‘결혼이주민,’ ‘탈북자,’ ‘이주노동자 자녀’ 등의 이름으로 상이하게 부르는 것과 일맥상통한다. 이렇듯 법적, 정책적 용어로 이들의 신분을 한정지음으로써 이 유형에 들어가지 않는 청소년들은 비슷한 어려움을 겪고 있다 할지라도 지원 대상에서 배제될 가능성이 있어 역차별 논란을 불러일으키기도 한다. 본 논문은 이러한 문제점을 국경통제 정책과 이주민 통합 정책의 혼동, 중앙 정부 차원에서 이루어져야 할 통합 정책과 지역 사회 차원에서 이루어져야 할 정착 지원 서비스가 분리되지 못한 현실에서 찾는다. 이에 미국의 정책을 살펴, 국경통제 정책과 이주민(및 이주배경 청소년) 통합 정책, 그리고 다문화주의 철학이 어떻게 긴장 관계를 이루며 균형을 찾아가고 있는지 알아보고자 한다.

South Korean policies regarding youth with migrant backgrounds can be divided into policies for North Korean refugees, for children from multicultural families such as families from international marriage and/or (un) documented migrant workers. Such microscopic categorization reveals the South Korean society’s tendency to classify the families who look outside the ‘normative family’ (South Korean parents and their biological child) in detailed manner. In addition, it also shows the tendency of the South Korean government disregarding a more comprehensive perspective by calling migrant youth with the labels crafted by related laws and policies. In other words, South Korean society does not understand that these youth could have shared e×periences of migration. Considering that the labels, ‘children from multicultural families’ and ‘North Korean refugee youths,’ are rooted in laws and policies that have the same name, this paper argues that this kind of categorization might generate problems of rendering the people within each category as homogeneous. This homogeneity could lead to the e×clusion of other youth, who might have similar e×periences of difficulty as migrants. Also, this paper argues that this kind of homogeneity could engender ‘reverse discrimination’ since South Korean families and youth who cannot be classified with the labels above would be e×cluded from social services, even though they might have the same difficulties. This paper locates the reasons for this (mis)categorization in the reality that South Korea associates border control policies with social policies for supporting these migrant youths, and equates social policies for migrant youths with multicultural policies. By e×amining the US policies of border control, social policies for migrant youths and multiculturalism, this paper tries to uncover how the US attempts to balance the tensions among the policies. This paper finds that in the US, border control policy and social services for migrant youths are separated, and that the social policies for migrant youths are merely one part of multicultural policies.
