      다국어 초록 (Multilingual Abstract)

      This research investigates the effect of foreign aids provided by the U.S. Bush administration’s Millennium Challenge Account. Particularly it estimates how much the political governance within sub-Saharan African countries has been improved along with the better protection of civil and political rights as they gained assistance from foreign aid of the Millennium Challenge Account. Traditionally, western donors have provided their aid on the basis of the Washington Consensus-based conditionality, which has been futile to make sub-Saharan Africa overcome its crisis of governance. While they have recently switched their strategy into the principle of selectivity and the Millennium Challenge Account has approached Africa with this principle, U.S. efforts rather cause opportunistic behavior such as rent-seeking among African recipients to take a share of U.S. foreign aid, resulting in aggravated governance and human rights protection. Meanwhile, as those who maintain a quality of governance enjoy the protection of civil and political rights regardless of their share of aid, this research recommends that the U.S. should contribute to the self-motivated African attempt to improve their governance instead of unilaterally infusing American values on governance into sub-Saharan African recipients to secure its national interests on the African continent.

      This research investigates the effect of foreign aids provided by the U.S. Bush administration’s Millennium Challenge Account. Particularly it estimates how much the political governance within sub-Saharan African countries has been improved along with the better protection of civil and political rights as they gained assistance from foreign aid of the Millennium Challenge Account.
