제주도 산업 구조의 질적 성장을 위한 다각화 정책 방안 = A Study on Jeju Island's Industrial Structure Diversification Policy : A Sustainable Development Strategy through Analysis of Success Cases

국문 초록 (Abstract)

제주특별자치도는 화산섬이라는 지리적 특수성과 천혜의 자연환경 등으로 인해 연간 1,300만 명이 넘는 관광객이 방문하는 대한민국의 대표적인 관광지이다. 그러나 산업 구조가 관광서비스업(70% 이상)과 농수산업(10~15%)에 편중되어 있어, 계절적 요인과 자연재해에 따른 경제적 변동성이 매우 크고 일자리 부족 등의 구조적인 문제가 발생하고 있다. 최근 인구 유입이 감소세로 전환되고 있는 상황에서, 제주도는 지역 특성에 맞는 다양한 정책을 통해 경제 안정성 확보가 시급하다. 본 논문에서는 제주특별자치도가 가지고 있는 고도의 자치권을 바탕으로, 첨단산업 육성과 신재생에너지 개발, 우주항공 등 미래 성장동력 산업 육성 등을 통한 산업구조 다각화 정책을 제언하고자 한다. 이를 통해 제주도 경제의 생산성 향상과 기업 경쟁력 강화를 도모하며, 궁극적으로 제주도민의 삶의 질 향상에 기여하고자 한다.

Jeju Special Self-Governing Province is a representative tourist destination in South Korea, visited by over 13 million tourists annually due to its unique geographic characteristics as a volcanic island and its natural environment. However, the industrial structure is concentrated on the tourism service industry (over 70%) and the agricultural and fisheries industry (10-15%), so the economic volatility due to seasonal factors and natural disasters is very high, and structural problems such as a lack of jobs are occurring. In a situation where the recent population inflow is turning into a downward trend, Jeju Island urgently needs to secure economic stability through various policies suited to the regional characteristics. In this paper, based on the high degree of autonomy that Jeju Special Self-Governing Province possesses, we propose a policy of industrial structure diversification through fostering cutting-edge industries, developing new and renewable energy, and fostering future growth engine industries such as aerospace. Through this, we aim to improve the productivity of Jeju Island’s economy and strengthen corporate competitiveness, and ultimately contribute to improving the quality of life of Jeju Island residents.
