The study aims to derive applicable planning elements for traffic congestion in Ulaanbaatar by analyzing traffic status. For this purpose, the study analyzed the current status and causes of traffic congestion in Seoul and Ulaanbaatar comparatively. Ulaanbaatar is home to more than half of Mongolia's population. As the population grows, traffic congestion becomes a major problem in the cities and start to give negative impact on economy and environment. Therefore, it becomes urgent and necessary to solve the traffic congestion problem. In the past, the most efficient way to solve increasing traffic was to scale the roads, perhaps the simplest intuitive solution. However, right after the expansion, traffic congestion occurs again as soon as the surrounding traffic moves to an extended section of the road. Traffic congestion problem cannot be solved solely by the flat expansion of the road. Therefore, the government is asked to implement a new transportation policy to reduce the amount of traffic flowing on the road or to transfer the passengers in the cars to public transportation, which is usually referred to as the 'traffic demand management policy'.
Solution for the traffic congestion problem and its consequential problems in Ulaanbaatar is proposed in this research. There are various research with different approaches for concentration in the Seoul metropolitan area, for example, improvement of public transportation and road infrastructure. This study analyzes the demand in traffic management policy of Seoul and Ulaanbaatar in order to derive measures to improve traffic congestion. The differences between the two cities are studied in terms of traffic situation and the traffic congestion status. The solution methods mainly described by the references, literature related to traffic congestion such as research institute reports, papers, newspapers, and magazines. Furthermore, local residents and experts in the Mongolian capital are interviewed regarding what should be resolved first in congested roads. One possible way to decrease road congestion is to control number of vehicles in the central area through the toll collection system, which can work with auxiliary highways by charging drivers for entering the city center. In Ulaanbaatar, it is possible and necessary to reform the current public transportation system in a similar direction as Seoul. It is also concluded that the most efficient and suitable way to improve traffic congestion in Ulaanbatar is to reduce cars by improving public transportation system.
