ICT와 글로벌 거버넌스: 인터넷 레짐에 대한 함의 = ICT and Global Governance in Comparative Perspective: Some Implications for the Internet Regime

This paper aims to highlight the main issues of the internet regime and provide an alternative perspective that identifies ICT in global governance. To disentangle complexity concerning the role of ICT with developmental factors, it examines the determinants of governance that makes contribution for understanding the mechanism, which leads to the power shift between developed and developing countries as well as between the state and civil society. The regression result shows that the effect of ICT is great as much as economic growth and income distribution on governance, leading to the changing nature of the internet regime. It also suggests that the values of happiness and tradition increase governance whereas competition propensity may have a disadvantage in governance efficiency. The new global governance system in the information age, based on the common denominator of each country, requires an inclusive cultural foundation, which is embraced by various values system and decentralized network structure of the international society rather than the hierarchical structure by the major powers to maintain the status quo.

국문 초록 (Abstract)

글로벌 거버넌스에 미치는 ICT의 효과를 규명하는 작업은 각국의 사회발전경로를 둘러싼 전략과 특성을 비교, 분석함으로써 연구모델을 확장시킬 수 있으며, 정보통신기술의 영향력이 점차 커지는 국제지형에서 새로운 공동체를 가능하게 하는 인터넷 레짐에 대한 경험적 실증연구로서 의의를 가진다. 이에 본 연구는 국제사회의 거버넌스를 결정하는 요인을 추출하기 위해 기존의 핵심요소인 경제성장과 군사력 등 객관적인 차원에서 나아가 정보화 및 문화적 가치체계를 포함하는 통합적인 분석틀을 제시하고자 한다. 국가간 횡단분석의 결과는 거버넌스를 증진시키는 ICT 효과가전통적인 요소인 경제성장 및 소득분배의 조건에서만큼 크다는 것을 보여준다. 거버넌스의 주관적차원에서는 전통주의, 개인주의, 행복수준의 가치요소가 일정한 영향력을 행사하는 것으로 나타나문화적 가치체계의 중요성을 말해 준다. 객관적 및 주관적 요소를 통합한 모델에서는 ICT발전과 경제성장 및 소득분배가 정의 효과를 가지며, 전통주의와 행복수준이 거버넌스 수준을 높이는 데 비해 경쟁추구의 성향이 높을수록 거버넌스의 수준은 낮아진다고 추정된다. 요컨대 정보화시대의 새로운 글로벌 거버넌스 체제는 각국의 공통분모를 바탕으로 하되 기존의 지배적인 세력인 강대국이나 국제기구에 의한 위계질서적인 구조보다 국제사회의 다양한 가치체계와 분권화된 네트워크 구조에 의해 포용적인 문화적 토대가 필요한 것이다.
