공공체육시설 장애인 이용권리보장 방안 연구: 우선사용 및 배려공간 지정을 중심으로 = A Study on Plans to Guarantee the Right to Use Public Sports Facility for People with Disabilities: Focusing on Priority Use and Consideration Space

국문 초록 (Abstract)

본 연구는 공공체육시설 장애인 접근권 보장과 장애인 생활체육 활성화에 기여하고자 공공체육시설 장애인 이용권리보장 방안에 대해서 알아보았다. 공공체육시설 장애인 이용권리보장 방안 제시를 위해 공공체육시설 관련 문헌 분석, 법률 분석, 장애인의 공공체육시설 수요 및 관리자의 의견을 분석하기 위한 설문조사, 전문가 회의를 실시하였다. 그 결과 관련 법률 분석에서는 공공체육시설 장애인 우선 이용과 배려공간에 대한 내용이 명시되어 있어 공공체육시설 장애인 이용권리보장 방안을 추진할 수 있는 것으로 판단되었다. 설문조사 결과로는 시설 관리자들은 장애인 우선사용 및 배려공간 지정의 도입이 필요하다고 하였지만, 현실은 장애인 프로그램을 운영하지 않는 곳이 많고 장애인 대상 대관 실적과 장애인 우선사용 및 배려공간 지정 관련 운영지침은 없는 곳이 더 많은 것으로 나타났다. 또한 전문가 회의를 통한 공공체육시설 장애인 이용권리보장 방안으로는 공공체육시설 장애인 우선사용 및 배려공간 지정 가이드라인과 행·재정적 고려사항을 제시하였다. 본 연구의 결과를 바탕으로 제안한 결론은 첫째, 장애인의 생활체육 참여환경 조성을 위해 장애인이 공공체육시설 대관 시 우선권을 부여하고, 공공체육시설 규모 및 형태에 따라 장애인 배려공간을 지정 운영하는 것이 필요하다. 둘째, 공공체육시설 장애인 우선사용 및 배려공간 지정을 위해 운영 기준과 표준조례(안)이 필요하다. 셋째, 공공체육시설 장애인 이용권리 보장을 위해 행·재정적 지원(장애인 생활체육지원사업 선정 및 지원, 장애인생활체육지도자 지원, 용·기구 및 이동차량 지원, 편의시설 개보수 비용 지원)이 이루어져야 한다는 것이다.

다국어 초록 (Multilingual Abstract)

This study investigated plans to ensure the right to access people with disabilities in public sports facilities and to ensure the right to use public sports facilities for individuals with disabilities in order to contribute to activation of sports for individuals with disabilities. In order to present plans to guarantee the right to use public sports facilities for people with disabilities, a survey and expert meetings were conducted to analyze the literature on public sports facilities, related laws, and to analyze the demand for public sports facilities of individuals with disabilities and the opinions of managers in public sports facilities. As a result, in the analysis of related laws, it was judged that it was possible to promote plans to guarantee the right to use public sports facilities for people with disabilities, as the contents of priority use and consideration for people with disabilities in public sports facilities were specified. As a result of the survey, the public sports facility managers said that it is necessary to introduce the designation of spaces for preferential use and consideration for people with disabilities appeared to be more places even though there were not programs and guidelines for use of people with disabilities in public sports facilities. In addition, guidelines for preferential use and designation of spaces for consideration and administrative and financial considerations were presented as a way to guarantee the right to use public sports facilities through expert meetings. The conclusions suggested based on the results of this study were that first, it is necessary to give priority to the people with disabilities when renting public sports facilities, and to designate and operate spaces for people with disabilities according to the size and type of public sports facilities in order to create an environment for individuals with disabilities to participate in sports. Second, operating standards and standard ordinances (draft) are needed to designate spaces for preferential use and consideration for people with disabilities in public sports facilities. Third, administrative and financial support (selection and support for sports support project for people with disabilities, support for sports instructors for people with disabilities, support for equipment and mobile vehicles, support for convenience facility renovation and repair costs) should be provided to ensure the right to use public sports facilities for individuals with disabilities.
