탄소규제 전략으로서 녹색도시주의: 성찰적 재검토 = Green urbanism as a strategy for carbon control: a reflexive reconsideration

다국어 초록 (Multilingual Abstract)

Economic depression with the neoliberal process of glocalization on the one hand and energy drainage and climate change deepened on the global scale on the other have led strategy for carbon control both on the national and the local levels which presupposes decoupling between economic growth and environmental degradation. With this kind of problematic, this paper tries to see the recent pursuit of strategy of carbon control on the urban level in terms of ‘green urbanism’. The term green urbanism, as it has been suggested by some scholars, means more or less normatively a renewable, carbon-neutral, and eco-efficient city. But this concept seems to presuppose a transformation from sustainable development to low-carbon green growth as we can see the development process of environmental policies in Western countries. The concept of green urbanism as well as that of green state which has emerged in this transformation process can be seen as a strategy to contribute capital accumulation through neoliberal environmental fix and to construct a new regime through carbon control governance. In recent Korea, this kind of strategy for carbon control has been introduced in a similar manner.
But the strategy for low carbon green growth and low-carbon green city(or urbanism) in Korea seem neither to recognize the importance of urban scale for the strategy nor to understand the social and environmental context on the structural level, and hence not only the Lee Myung-Bak’s central government mobilized this strategy in a highly distorted manner, but also most of the local governments could not see the necessity for pursuing the strategy voluntarily.

국문 초록 (Abstract)

한편으로 신자유주의적 지구-지방화 과정에 동반된 경제침체와 다른 한편으로지구적 차원에서 심화된 에너지 고갈과 기후변화는 국가 및 도시 차원에서 경제성장과 환경퇴락의 탈동조화를 전제로 한 탄소규제 전략을 요청하고 있다. 이와관련하여, 이 논문은 특히 도시적 차원에서 탄소규제 전략의 추진을 녹색도시주의의 개념으로 이해하고자 한다. 녹색도시주의라는 용어를 제안한 학자들은 이를다소간 순수한 의미에서 재생가능하고 탄소중립적이며 생태효율적인 도시를 의미한다. 그러나 실제 서구 국가들의 환경정책의 전환과정을 살펴보면, 이 개념은 기존의 지속가능발전에서 저탄소 녹색성장으로의 부정적 전환을 전제로 한다. 이과정에서 등장한 녹색국가 및 녹색도시(주의)는 한편으로 신자유주의적 환경조정을 통한 자본축적에 기여하는 한편 탄소규제 거버넌스의 구축을 통한 새로운 통치 레짐을 모색하기 위한 전략으로 이해된다. 한국에서도 이러한 탄소규제 전략이 2008년 도입되었으며, 도시 정책에도 반영되었다. 그러나 한국의 저탄소 녹색성장 또는 이를 반영한 저탄소 녹색도시(주의)는 개념적으로 도시 차원에서 시행할 필요성과 그 구조적 배경으로 사회-환경적 상황을 제대로 이해하지 못했으며,이로 인해 이명박 정부는 이를 왜곡되게 활용했을 뿐만 아니라 지자체들도 이를자발적으로 추진할 필요성을 느끼지 못했다.
