Performance and Challenges of Workforce Investment Act in the USA

국문 초록 (Abstract)

미국의 인력투자법은 국가경쟁력을 증진시키기 위해 전개되었으며, 국가경쟁력은 효과적이고 효율적인 인적자원의 개발을 통해 향상할 수 있다. 본 연구의 목적은 미국 인력투자법의 성과와 도전에 대한 정책을 살펴보고, 한국의 지역인적자원개발의 정책 추진을 위한 시사점을 도출하는 것이다. 지역인적자원개발을 위한 연구의 주요 시사점으로서는 맞춤형 지연인적자원개발을 위한 정책 개발, 지역인적자원개발 협력체계 구축, 교육-노동-복지의 통합체계 향상, 다양한 교육훈련 프로그램 개발, 지역인적자원개발의 권한과 책임을 지방정부에 위양, 종합적인 지역인적자원개발 성과지표의 개발 등이 제시되었다.

Workforce development in the U.S.A. has been evolved in order to increase international competitiveness. National competitiveness can be improved through the development and utilization of effective and efficient human resources. The purpose of this study was to identify performance and challenges of Workforce Investment Act in order to suggest the implications for regional human resource development (RHRD) in Korea. The following implications for Regional HRD in Korea can be made on this study: develop tailoring RHRD policy, expand RHRD cooperation system, increase education-labor-welfare integrated system, develop diverse training programs, assigned RHRD authority and responsibility to local governments, and develop comprehensive RHRD performance indexes.
