독일의 통일과정에서 복지국가의 역할 = The Role of the Welfare State in the Process of Reunification of Germany

다국어 초록 (Multilingual Abstract)

Social Union of the Unified Germany is evaluated to greatly contributing to inner integration and social safety by striving the livelihood security of East German population through institutional integration centering on social security system and drastic increase of income level as buffering device in the system transition period. Economic burden because of the high cost scheme of Social Union, however, brought about side effects such as high unemployment rate and financial dependency on the federal government in the area of East Germany. It needs to keep the discretion and balance in the evaluation of the German reunification policy. Even though they adopted rational social integration policy from the economic as well as theoretical perspective, it can be impossible alternatives from the political perspective if the East German population do not accept the policy. It seems that political promises of expectation and needs fulfillment after the reunification increased the acceptance of East German population ultimately contributed to the birth of the unified Germany. Therefore, evaluation of the outcome of the German reunification policy needs to be conducted according to priorities of policy goals by including various areas with a comprehensive perspective. Implications from the German Unification and Social Union are as follows. First, Social Union was made in a basic consistency based on the fundamental principles of traditional social security. This greatly contributed to testing risk coping capability of German type welfare model and securing the confidence of the people. Second, Unification reserve fund preparing for the anticipating unification may be limited of usefulness at the right time of the unification considering the liquidity problems as well as the impact on the South Korean economy. Third, one negative implication from the unification is that the national task of unification mostly delivers to the solidarity of social insurance and this acts as pressure factor of personnel expenses, leading to high unemployment rate. Therefore, we have to examine both positive and negative perspectives of the German unification and Social Union and consider the unification strategies to integrate reasonable rationality and national identity and solidarity.
