행정자료를 활용한 조사방법 개선 방안 연구 : 광업제조업조사 중심으로

국문 초록 (Abstract)

본 논문은 행정자료를 활용한 조사방법 개선방안 연구로 광업제조업조사 중심으로 효율적인 행정자료 활용방안을 제시하고자 하였다.

연구방법은 2012년 기준 광업제조업조사 중 단독법인에 대하여 법인세 자료와 조사자료 간의 일치성 검토를 위해 RMSPE를 활용하였으며, 사업체의 출하액, 급여액, 주요생산비, 유형자산, 재고액 등 5개 항목에 대하여 일치도 분석을 하였다.

분석결과 제조업 전체로 볼 때 각각 항목에 대하여 법인세 자료가 조사 자료로 대체시 적합한 것으로 나타났으나, 산업 중분류별로 볼 때 RMSPE가 상대적으로 높게 나타난 음료, 담배, 인쇄 및 기록매체 등은 자료정제가 필요한 것으로 보이며, 그 외 산업 중분류는 우선적으로 자료대체를 고려해 볼 수 있을 것으로 판단된다.

그동안 회사법인에 한해서 자본금, 자본잉여금, 자본총계 등을 대체용으로 활용하는데 그쳤으나, 이번 연구를 통하여 단독법인의 법인세 자료가 조사자료 대체용으로 적합한 것으로 나타나 좀 더 폭넓게 활용할 수 있는 방향을 제시한 계기가 되었다. 이와 같이 법인세 자료를 폭넓게 활용할 수 있다면 사업체 응답부담 경감 및 조사비용 절감에 크게 기여할 것으로 기대된다.

Abstract

This is study on the improvement of survey method with administration data, and aims to propose the efficient and practical ways of utilization focused on Mining & Manufacturing Survey.

The RMSPE method is used in order to review how it match up between the data sampled from the corporate tax data of the Sole Corporation list and surveyed data, which are from Mining & Manufacturing Survey executed in 2013. And the degree of accuracy of 5 items such as Value of shipments, Wages and salaries of employees, Major production cost, Tangible assets, Inventories is analyzed.
Overall, it is considered that corporation tax data is good enough to substitute the survey data in the whole manufacturing industry, however it needs revision of some data to mid-level classification which results relatively high in the RMSPE. It shows that especially Beverages, Tabacco and Printing & reproduction of recorded media require revision to substitute the survey data. The other manufacturing industries except 3 mentioned above, it seems to be possible being replaced with corporation tax data.

Until now, only corporate enterprises, Capitals, Capital-surplus, Capital total values have been used as a partially. This paper shows that corporation tax data is suitable for making use of not only company Corporation but also Sole Corporation. If we can take advantage of a wide range of tax data is expected to contribute significantly to reduce the response burden and survey costs.
