Object of this study is to clarify the specific ideological characteristics of the economic reform policies enacted by Kim Dea Jungs government, and to determine if the policies are in accord with the Republic of Koreas Constitution and current economic ideology. This study will also incorporate an Economic Ideology Frame of reference, which will be analyzed and used to determine if the core contents, probable consequences, and the pervasive impact of Kim Dea Jungs economic reform policy would remain consistent with the governments objective to stimulate a market economy, and promote the development of democracy, while pursuing the Constitutions economic ideology.
This study will begin in Chapter 2 with a mutual comparison and analysis of various economic philosophies to identify the fundamental differences and breakpoint in ideology. Chapter 3 will utilize the previous discussion to develop an Economic Ideology Frame of reference. Chapter 4, will use the Economic Ideology Frame of reference to determine if the economic reform policies enacted by Kim Dea Jung s government consistently adheres to the economic ideology of the Constitution set forth by the Republic of Korea. Chapter 5, will identify, and analyze different examples, which will examine the ideological tendency of corporate structural adjustments proposed and implemented by present government.
The results of a comparative analysis of the Constitutions economic ideology, the economic ideology of Kim Dea Jungs government, and the corporate structural adjustment policies enacted by the current government are briefly disclosed in the following paragraphs.
After closely examining the Constitutions economic ideology and Kim Dea Jungs economic ideology, we are able to identify a strong relationship with Order-Liberalism in the government sector. However, there are apparent inconsistencies with the corporate structural adjustment policy enacted by South Koreas government. The ideological tendency of Kim Dea Jungs corporate adjustment policies are more closely related to the government intervention aspects of social democracy.
As a result, Kim Dea Jungs government initially demonstrates market self-control, however, it eventually implements government policies, which are more consistent with market intervention and not the free market reforms initially intended to revitalize the South Korean economy.
In order to stimulate economic growth and reform in South Korea, it is imperative that the government practices a policy that is consistent with its ideology. It is also imperative that the government is patient in its excessive desire to generate reform and stimulate development. The inability of Kim Dea Jungs government to maintain a consistent economic ideology in its policy making has hindered its ability to reduce policy failure and confusion in the face of dramatically diverging circumstances and situations.
