통일을 대비한 접경지역의 군사시설보호구역 개선방안에 관한 연구 - 강원도･경기도를 중심으로 - = A Study on the improvement measures of reserve military border against unification - Focused on the Gangwondo･Gyeonggido -

국문 초록 (Abstract)

현 정부는 경제회복과 국민편익증진을 위해 강력한 규제개혁을 추진하고 있다. 그 동안 낙후된 경제환경과 재산권행사에 제한을 받았던 접경지역에서 군사시설보호법에 의한 범위를 재검토할 필요가 있다. 이 연구에서는 접경지역지원법 및 군사시설보호구역과 실태를 분석하였으며 구체적으로 경기도와 강원도 접경지역을 중심으로 실태를 파악하고 발전방안을 제시하였다. 연구방법으로는 접경지원법에 의한 실태를 분석하고, 군사시설보호구역의 자료를 수집하여 수집된 자료를 중심으로 실태 및 문제점을 분석하여 전문가 입장에서 발전방안을 제시하였다. 연구결과 접경지역의 광역화, 행정관서의 업무기능과 조직 확대, 원활한 물류이동을 위한 기반시설을 보완하고, 재산권 제한 완화, 살기 좋은 정주생활 기반마련이 필요하였다.

다국어 초록 (Multilingual Abstract)

The current government is to promote economic recovery and national benefits to promoting a strong regulatory reform. The deteriorating economic environment and property during the event, which had limited military facilities in the border area by the range of protection needs to be reconsidered. In this research paper, the effects from the Border Area Support Act and Military Establishments on Reservation were researched and analyzed. In order to provide more specific guidance and solutions to improve the systems, military facilities near the border of Gyeonggi-do and Gangwon-do province were used as an evidence. As a research method, data regarding the effectiveness of the Border Area Support Act were collected then analyzed, and by using those data along with the data of Military Establishments on Reservation. Author was able to propose advices to improve the systems as an expert. Wide area of border studies, administrative and business functions of the organization expanded government offices, seamless logistics infrastructure to compensate for movement, easing property restriction, sedentary life livable foundation was needed.
