다문화가족지원센터의 다문화가족 사회통합 지원사업의 성과와 개선방안* = A Study on the Improvement and performance of social integration service of Multi-cultural Family Support Center

The purpose of this study is to diagnose the performance of support programs for multicultural families and that is to explore the development direction in the future. Multicultural families has increasing in Korea. But all that multicultural families do not include to a member of Korea society. Many married immigrants are experiencing difficulties in adapting to Korea society. The role of the Multi-cultural Family Support Center is necessary for the social integration of multicultural families.
According to the analysis results, public service area of the Multi-cultural Family Support Center has performed approximately 23% of the 2nd Multi-cultural Family-Support-Policy-Action-Plan. Programs of Multi-cultural Family Support Center has focused on limited targets and specific time. Subjects to marriage immigrants and their families are concentrated in the initial period adaptation process.
There is a need to support a stable settlement of multicultural families and the difficulties of marriage immigrants. Suggestions for Multi-cultural Family Support Center in developing a plan to expand the role of the Multi-cultural Family Support Center as a complex space for the promotion of social acceptability index. The second proposal is a strengthening of the linkage program. Depending on the period of settlement of multicultural families are changing social needs. To reflect this by strengthening the interfaces between the program and the program for the new needs for adaptation to provide continuous service to the user.

국문 초록 (Abstract)

본 연구의 목적은 다문화가족을 위한 다문화가족지원센터의 사업성과를 진단하고, 미래의 발전 방향을 모색하는데 있다. 다문화가족이 지속적으로 늘어나고 있지만, 다문화가족들 모두가 한국사회의 일원으로 적응하고 있는 것은 아니다. 많은 결혼이민자들이 한국사회에 적응하는데 어려움을 경험하고 있다. 변화하는 다문화가족의 욕구와 인구사회적 변화에 부합하는 다문화가족지원센터의 역할이 필요하다. 분석결과, 다문화가족지원센터가 수행하는 사업범위는 다문화가족지원정책 기본계획내 정책과제의 약 23%를 수행하고 있다. 다문화가족지원센터가 수행하는 정책과제의 경향을 살펴보면, 대상자와 시기적 측면에서 결혼이민자의 한국사회 적응에 편중된 경향을 보인다. 대상자는 결혼이민자와 그 가족에 한정되며, 시기적으로 초기적응과정에 사업이 집중되어 있다. 사업실적에서도 유사한 경향이 나타났다. 결혼이민자의 한국사회 적응과 관련된 수요는 정체 또는 감소인 반면, 문화의 다양성과 성평등과 같은 다문화주의적 사업의 수요는 증가하였다.
따라서, 결혼이민자의 안정적인 정착과 다문화가족의 지역사회 융합 등의 사회적 욕구와 다문화 수용성과 같은 다문화증진을 위한 역할을 강화할 필요성이 제기된다. 다문화주의 관점의 사업성격을 강화하기 위해 첫째, 다문화가족지원센터를 다문화가족과 지역사회의 다문화 수용성 증진을 위한 복합공간의 역할로서 확대하는 방안이다. 다문화가족지원센터의 사업 초점을 사회구성원의 다문화이해증진을 위한 공간으로써 확대하는 것이다. 둘째, 지원센터내 프로그램 간의 연계성을 강화해야 한다. 다문화가족은 정착기간에 따라서 한국사회 적응의 정도와 욕구가 변화한다. 이를 반영하여 이용자 중심의 프로그램과 새로운 욕구를 위한 프로그램간의 연계성을 강화하여 이용자에게 연속적인 서비스를 제공하는 것이다.
