商業航空權의 圓滑化

국문 초록 (Abstract)

航空機는 技術的인 面으로 보아서 어느 하늘이고 날을 수있게 되어있지만 國家와 國家사이를 飛行할 때에는 各 나라의 政治的, 經濟的 및 運送力의 背景으로 因하여 그의 統制가 따르게 되는 것이다.
그래서 國際的으로 統合된 體制를 만들었지만 이것이 모든 나라에 合法的이라고 볼 수 없어서 各 나라는 當事國間 卽 二個國間協議體制로 드러가고 있는 것이다.
이러한 復雜한 協議體制下에서 後進國의 航空運送이 圓滑히 發電하려면 現實을 正確히 알고 이에 對應하여야 할 것이다.

다국어 초록 (Multilingual Abstract)

It is a common knowledge that aircraft are so designed as to carry on flying in whatever aerial space on the surface of the earth so far as their technical functions are concerned. But they cannot avoid being controlled and in fluenced by the proper countries in terms with the political and economic conditions as well as transporting capabilities in acse they are to fly over such countries.
From this point of view, there have been created number of systems which are supposedly international and world-wide, but these have not been considered just and legal.
It is for this reason that one country has come to establish a kind of cooperating system with the other concerned. This cooperating system, however, is so complex and confusing, and accordingly an underdeveloped country is expected to observe and grasp its reality if it is in pursuit of a favorable development of its activities in the field of air transportation.
