This study presents a traffic management strategy for driving stability in poor weather conditions. Vehic1e driving stability level is derived from the lateral deviation and reduction of side friction factor caused by cross wind on the icy road. In the case study, the relationship between windy days and rainfall days are studied by using the
weather data of the Gunsan Standard Meterological Station.
From the measured data, traffic management strategy in poor weather conditions is proposed. The strategies are divided into freeway planing and design step, freeway operating step and the alternative plan of minimizing traffic control.
