The purpose of this paper is to examine the factors that affect the outpatient use of tertiary hospitals by diabetic patients after the implementation of the chronic disease management system. This paper is based on data from the Korea Medical Panel (2013-2017) for adults diagnosed with diabetes over the age of 30. Multivariate logistic regression analysis was performed by dividing patients into tertiary hospital users and non-use groups. As a result of the analysis, the likelihood of outpatient use of tertiary hospitals was high: college graduates or higher compared to elementary school graduates, high-income households compared to low-income households, higher Charlson’s comorbidity index, and Seoul compared to the province, the case of 15 years or more Compared to the case of less than 5 years, the case of cerebrovascular disease, hyperlipidemia, or ischemic heart disease, the number of chronic diseases increased, the case of diabetic complications. It was found that the probability of outpatient use of tertiary hospitals was low in those over 65 compared to those under 65.
Even after the implementation of the chronic disease management system, income and educational background were found to be statistically significant factors affecting outpatient use of tertiary hospitals. It is thought that policy supplementation in the direction that can increase the preference of diabetic patients in choosing a primary medical institution is necessary.
