북한 영유아･아동 지원사업 네트워크 분석 = Analysis of Network for Supporting Infants and Children in North Korea

We investigated developmental plans of North Korea infants and children supportingprojects using network analysis on them. We analyzed the structure andcharacteristics of the network by focusing on the domestic and overseas supportorganizations, actors of the support project in North Korea. As a result, it is dividedinto an international network centered on UNICEF and a domestic network centeredon the Korea Sharing Movement, in which the Korean government is in a positionto connect the two networks. As a result of the MCMC network significance test,the actual network is not a structure in which information can spread quicklybecause the distance between the networks is larger than that of the random networkon average. Anova analysis proved there is a statistically significant differencein the degree of linkage and centrality between domestic and foreign organizations,the centralality between the central and public organizations, and the closenesscentrality and prestige centrality between the public and private organizations.
The Korean government is expected to play a leading role in establishing a domesticand international support network for North Korea.

국문 초록 (Abstract)

본 연구의 목적은 북한 영유아･아동 지원사업의 네트워크 분석을 통해 영유아･아동 대북지원사업의 발전 방안을 모색하는 데 있다. 이를 위해 네트워크 분석방법을 활용하여 대북 영유아･아동 지원사업의 행위자인 국내외 지원기구에 초점을 맞추어 네크워크의 구조와 속성을 해석하였다. 네트워크 분석결과, UNICEF를 중심으로 한 국외 네트워크와 우리민족서로돕기운동을 중심으로 한 국내 네트워크로 양분되며, 이때 한국정부는 양분된네트워크를 연결하는 위치에 있다. MCMC 네트워크 유의성 검정결과, 실제 네트워크는랜덤 네트워크보다 평균적으로 서로 간의 거리가 멀어서 정보가 빨리 퍼질 수 있는 구조가 아니라고 할 수 있다. Anova 분석 결과, 국내 기구와 국외 기구 간의 연결정도, 연결정도 중앙성 및 공공기구와 민간기구 간의 인접중앙성, 위세중앙성에서 통계적으로 유의한 차이가 있는 것으로 검증되었다. 한국 정부의 국내외 대북 지원사업 네트워크 구축에서 주도적 역할이 요청된다.
