서울特別市 生活體育 擔當者들의 社會體育 行政業務 實態에 대한 調査 硏究 = (A) Study on the present status of individual works and job characteristics in the department of sports for all in Seoul city

국문 초록 (Abstract)

본 논문은 사회체육 행정업무 추진기관으로 신설된 서울시 생활체육과에서 분야별 업무를 담당하고 있는 공무원들의 사회체육 행정업무 수행에 관한 실태를 분석하기 위하여 설문지에 의한 실태를 조사한 결과, 다음과 같은 결론을 얻었다.
첫째, 부서 근무년한 연장과 처우개선을 위한 직무 전문화와 사회체육에 대한 교육기회 부여 및 자격증 획득 기회를 제공하여야 한다. 즉, 사회체육 행정업무의 특수성을 고려 관련 연수교육을 통한 전문성을 지닌 요원의 임용 확대로 단계적 이동배치롤 통해 행정능력과 사회체육에 대한 전문성을 겸비한 전문행정 요원화가 확대되어야 한다.
둘째, 체육부, 서울시, 구청 및 동사무소 및 각종 사회체육 관련 단체간의 업무체제 확립을 위한 사회체육 행정의 체계화로 일관성있는 정책교환과 정보교환의 지속성을 민, 관차원에서 유지토록 해야한다.
셋째, 민간단체와의 유기적인 유기적인 협조체제를 확립 객관성 있는 행정 지원을 더욱 공고히 해야한다.
넷째, 지역사회 차원에서 체육시설의 확충을 최우선 순위로하여 예산을 확보(확대)하고, 지도자 양성을 한 자원봉사자의 확산 및 지역특성에 맞는 프로그램 개발 등이 포함된 주민 사회체육 참여 확대를 위한 장기 종합정책을 세워야 한다.
다섯째, 사회체육 저변 확대를 위한 체육행정 조직 차원에서의 현황파악 및 활동이 강화되어야 한다.
여섯째, 사회체육에 대한 정보란 고정, 반상회보 지면확대 및 지역별 세미나 개최, 지역별 유선방송 자막을 통한 사회체육 시책 홍보등으로 구체적인 홍보계획이 수립 시행되어야 한다.
일곱째, 지역특성에 맞는 스포츠, 레크레이션교실의 상설 운영과 사회체육 관련 각종 체육대회를 개최하여 현장 참여를 유도하여야 한다.

다국어 초록 (Multilingual Abstract)

As a result of researching on the realities through the questionnaire survey method so as to make an analysis of the actual condition concerning the execution of sports for all administration business of the civil servants in charge of the business by brandh in the department of sports for all of seoul city established as the implementing body of sports for all administration business, the following conclusion was obtained ;
first of all, opportunities of education for job specialization and sports for all as well as opportunity to acquire a certificate for qualification should be provided for the civil servants in charge of their service and vetter treatment. That is, specialized administrative personnel with specialty concerning sports for all and administrative ability through step-by-step transfer and posting should be expanded by means of the expansion of the nomination of personnel with specialty through in-service training education concerned with the specificity of the social sports(physical education) administration business under consideration.
second, the consistent exchange of policies and the persistence of information exchange should be made to sustain at civilian and governmental dimensions through the systematization of the social physical education administration for the establishment of business among the Ministry of Physical Education, and Youth, Seoul city, ward office and Dong office(village office), and groups relevant to sports for all.
Third, the organic system of cooperstion with the nongovernmental groups should be established and objective administrative support should be further consolidated.
Fourth, the budget should be expanded by giving the highest priority to the expansion of athletic facilities at a demension of the local community, and the long-term comprehensive policy should be established for the expanded participation of residents, in sports for all including the cultivation of athletic leaders, proliferation of voluntary servants and development of prograns tailored to regional characteristics.
Fifth, the present situation of sports for all should be grasped at a dimension of athletic administration organization for the expansion of the bottom of sports for all and the actibity should be strengthened.
Sixth, information on sports for all is concerned with civilian greivances, expansion of the space of bansanghoe's gazette, hosting of the seminar by region, publucuty of sports for all policy through the caption of wire broadcasting by region, and so on and specific publicity plans should be established and implemented.
Seventh, residents should be induced to participate in the sport for all by permanently operating sports and recreational facilities tailored to regional characteristics and by husting the athletic meeting of all sorts relevant to sports for all.
