하도급제도의 최신 경향과 선진화방안 : 건설업을 중심으로

국문 초록 (Abstract)

건설업 생산방식으로서 하도급체계는 여러 장점을 보유하고 있다. 그러나 원도급자와 하 도급자 간 교섭력의 격차에서 비롯되는 대등하지 못한 관계로부터 많은 문제점이 나타나고 있다. 하도급이 초래하는 가장 큰 문제점을 저가격경쟁이라고 할 수 있다. 가격경쟁은 경쟁의 한 형태로 인정되지만, 동일한 품질이 담보되지 못하는 상황에서의 가격경쟁은 품질의 수준 을 하락시키는 결과로 나타난다. 이를 개선하기 위해서는 지속적인 하도급 폐단 개선방안이 모색되어야 한다. 이와 함께 현재 활용도를 제고해가고 있는 주계약자공동도급제도를 적극적으로 활용하는 방안이 필요 하다.

다국어 초록 (Multilingual Abstract)

As construction contractors production system holds a number of advantages. However, there are a number of problems emerging from the peer failed relationships resulting from disparities in bargaining power between general contractor and subcontractors. The biggest problem that this result can be described as low-cost subcontractors competition. Price competition, but accepted as a form of competition, price competition in the mortgage situation is the same quality does not appear as a result of falling levels of quality. In order to improve this continuous improvement contractors evils must be sought. This is going to improve the current utilization of the main contractor with a plan to utilize the system to actively co-contractor is required.
