자본주의, 민주주의 그리고 “삼중운동(Triple Movement)”: 하버마스와 슈트렉의 유럽통합논쟁 분석 = Capitalism, Democracy, and the “Triple Movement”: An Analysis of Habermas and Streeck’s Debate on European Integration

This study provides an analysis on the debate between Habermas and Streeck on the nature and prospects of European integration with a theoretical framework of Fraser’s concept of triple movement. The main arguments of this study are as follows: First, the debate between Habermas and Streeck is closely related to their different perceptions of the euro and European financial integration. Second, their debate reflects their different perceptions of globalization. Whereas Habermas conceives globalization as a process of an inevitable transition from modernity to postmodernity, Streeck considers globalization as a self-expanding process of the capitalist market. Third, their arguments reflect different approaches to inclusion of various individuals and groups from which their participation in the modern public sphere has been excluded and now organize their emancipatory movements. If Habermas seeks to expand the territorial boundaries of the public sphere, Streeck argues for reducing inequality in the public sphere through enhancing the public power.

국문 초록 (Abstract)

이 연구는 유럽통합의 성격과 전망에 관한 하버마스와 슈트렉논쟁의 근원을 분석하기 위해 프레이져의 삼중운동 개념을 적용한 분석틀을 제안한다. 이 연구의 중요한 주장은 다음과 같다. 첫째, 그들의 논쟁은 유로와 유럽금융통합에 관한 상이한 인식과 밀접하게 연관되어있다. 둘째, 하버마스와 슈트렉의 논쟁은 세계화에 대한 상이한 인식을 반영한다. 하버마스가 세계화를 근대에서 탈근대로의 불가피한 전환의 과정으로 본다면, 슈트렉은 세계화를 자본주의 시장의 자기 확장적 과정으로 본다. 셋째, 그들의 논쟁은 근대적 공론장의 참여가 배제되었던 다양한 개인과 집단의 해방적 운동의 포괄에 대한 상이한 접근을 반영한다. 하버마스가 공론장의 영토적 경계의 확장을 추구한다면, 슈트렉은 공적 권위의 강화를 통해 공론장에서의 불평등 완화를 주장한다.
