거래비용관점에서의 정부신뢰와 공직부패와의 관계 = A Study on Relationships of Public Sector Corruptions and Trusts in Government via Transaction Cost Theory

국문 초록 (Abstract)

좋은 정부란 국민이 신뢰할 수 있는 정부이다. 정부신뢰는 좋은 정부의 필요조건이며, 정책성공에 중요한 요소로서 즉 정부에 대한 신뢰가 낮다면 정책수행에 필요한 국민의 지지와 순응이라는 자원이 부족하게 되어 성공적인 정책의 집행이 어렵다. 따라서 좋은 정부가 되기 위해서는 높은 정부신뢰가 요구된다. 그렇다면 정부에 대한 신뢰란 무엇이며, 정부신뢰에 영향을 미치는 요인은 무엇인가? 본 연구에서는 정부신뢰에 대한 요인을 정부와 국민간의 관계에서 발생하는 것으로 간주하고 거래비용적인 관점에서 사전적, 공급자적인 제도측면과 사후적 수요자측면인 참여적 측면을 변인화 하고, 더불어 신뢰하락, 불신의 요인인 부패를 매개변인으로 하여 부패와 정부신뢰, 거래비용간의 관계를 살펴보았다. 이를 구조방정식 모형을 통해 검정해본 결과 정부신뢰에 가장 중요한 영향력을 미치는 변인은 사후적 거래비용요인이지만, 공직부패를 낮추는 데는 사전적 정보비용요인이 보다 영향력이 상대적으로 높게 나왔다. 이는 정부신뢰와 불신에 영향을 미치는 요인이 달랐고, 정부신뢰와 불신은 영향이 서로 독립적으로 나타난다는 것을 알 수 있었다. 또한 집행비용을 낮출 수 있는 감시기제로서 시민참여나 모니터링은 정부신뢰에 큰 영향력을 가질 수 있음을 본 연구에서도 확인해 볼 수 있었다.

다국어 초록 (Multilingual Abstract)

'Good government' is reliable and trustworthy government. Trust upon government is requisite of being a good government. On the other way, distrust in government may make a policy failure. Then, how to define a trust on government, and what are key factors influencing it? We assumes trust in government are result from government-citizen relationship. Therefore various types of transaction cost affect trust on government. We examine the relationship among corruption, government trust, and transaction cost. Within the variables, transaction cost stands for institution(ex-ante, supply-side transaction cost) and participation(ex-post, demand-side transaction cost) while corruption as a parameter is a factor of distrust. Verified by structural equation model, the most significant factor to government trust is ex-post transaction cost, while ex-ante transaction cost factor is more effective at alleviating public corruption. From the result, it is found that different factors affect government trust and distrust independently, and those two factors are also affected independently. This research suggests citizen participation and monitoring as surveillance mechanism have considerable impact on government trust, as well.
