This study deduces, compares and analyzes various planning elements that should be considered in the development of a site for a multifunctional city that is expected to play a pivotal role in the Saemangeum Seawall Project. Planning elements included concerned parties in study organizations, private companies, government employees and residents of nearby areas that could all be called neutral and a comparison of their relative importance was made using the Analytic Hierarchy Process (AHP). The result of the analysis showed that the issue that should be rated as the most important in the creation of the site for a multifunctional city in Saemangeum was its economical aspect. In terms of detail, an evaluation of project feasibility, choice of development scale and actualization in the procurement of funds were found to be important elements. Following the economical aspect, the physical planning aspect was shown to be the next most important. In terms of the physical planning of the development of the multifunctional city site where detailed plans were important, the planning of a road network was shown to be the most important. In terms of the social aspect, it can be said that flexible development that takes into consideration various aspects is important. The significance of this study lies in the extrapolation of various elements that should be considered in the creation of a multifunctional city site making up a part of the Saemangeum Project and quantitatively assessing their importance. It is judged that the level of importance of planning elements that have been extrapolated can be used as an indicator for assessing the various alternatives that will be proposed during the project’s undertaking.
