In order to successfully implement government policies, it is necessary to establish clear policy goals and secure the appropriateness of instruments to realize them. From this point of view, this study was conducted with the aim of exploring the improvement task of establishing an all-day care system currently being performed. To this end, a focus group interview (FGI) was conducted on 14 researchers and officials in charge of local governments and education offices who had experience directly or indirectly participating in establishing a care system all day long.
As a result of the analysis, the study participants recognized that the goal of the policy was ambiguous, and the debate on the nature of care (education, welfare) still remained. It also pointed out the difficulties of not having sufficient institutional foundations to establish an integrated care support system at the regional level, the limitations of support methods that do not take into account the regional context, the problem of integrated support organizations, and the problem of provider-centered care support. Based on this, it suggested that the image of care for the integrated system construction project should be organized all day, institutional support methods that can work effectively when various caregivers in the community work together to build a single care ecosystem, and that a customized regional approach is needed in a way that does not harm the interdependence of members.
