새만금보존운동의 전개, 특성, 과제 = 토건국가, 지역주의, 생태적 전환

국문 초록 (Abstract)

새만금간척사업은 국민적 불만대상이며 불안대상이다. 추진측은 그것을 발전의 상징으로 제시한다. 그러나 대다수 사람들에게 그것은 조금도 발전의 상징으로 여겨지지 않고 있다. 오히려 새만금간척사업의 중단이야말로 낡은 시대의 종언이자 새로운 역사의 발전으로 여겨지고 있다.<br/>
새만금간척사업에 대한 불만과 불안이 큰 만큼 새만금보존운동에 대한 기대는 크다. 그동안 많은 사람들이 새만금보존운동에 참여하여 많은 애를 썼으며, 적지 않은 것을 이뤘다. 그러나 새만금간척사업을 중단시키는 데까지 이르지는 못했다. 지역주의 정치와 토건국가의 장벽을 넘어서지는 못하고 있는 것이다.<br/>
새만금보존운동의 가장 큰 자원은 국민의 관심과 성원이다. 정치적 의도로 시작되고 진행돼온 사업인 만큼 국민의 정치적 압력은 새만금간척사업의 중단에 큰 영향을 미칠 것이다. 해양부나 환경부와 같은 관련 중앙부서에서도 새만금간척사업에 불리한 의견을 계속 밝히고 있다. 이런 점에서 새만금보존운동이 새만금갯벌을 살리고 이 지역에서 지속가능한 발전을 이룰 가능성은 아직 크다.

다국어 초록 (Multilingual Abstract)

The Saemangeum reclamation project is an object of national discontent and anxiety. The driving force of this project presents it as a symbol of advance. But most people do not consider it as a symbol of advance. Rather, most people say that stopping the project is the end of old age and development of new history.<br/>
Expectation to the Saemangeum preservation movement is as strong as discontent and anxiety to the project are. Very many people have been participating in the movement, and they have had many achievements. But they have not been able to stop the project. The wall of regionalist politics and construction state is too strong to break. The project is a historical result of regionalist politics and construction state.<br/>
The biggest resource of the movement is people's concern and support. People's political pressure is the most important to stop the project. Related central offices such as Ministry of Maritime Affairs and Fisheries, Ministry of Environment have presented suggestions that the project is wrong in terms of environment and economy. So, it is not yet impossible for the movement to stop the project and to achieve sustainable development in the area.
