It is essential to extend port area to ODCYs which are situated 1-2km from the container terminal in order to activate on-dock system in Pusan port. On the basis of this concept, four scenarios are set. The result of estimating the additional logistics cost and sensitivity analysis show that there will be a sur-cost of 94.9billion won per annum in case of Keeping ODCY system that is being operated at the moment(scenario 1). If all ODCYs which are scattered in downtown Pusan city are withdrawn and move to Yangsan ICD. 44.27million won of additional logistics cost can be created annually(scenario 4).
The consequence of demand analysis regarding on-dock system shows that the best solution is to include the port=adjacent ODCYs into on-dock CY. Meanwhile, in order to fully handle containers on-dock in Pusan port, at least 80% of the total container volume should be handled by within the-now container terminals. for the activation of on-dock system in Pusan port, it is necessary to promote the rate scheme of terminal handing charge, to increase the utilization ratio of direct Port clearance System, and to expedite the construction of port inside road. together with the promotion of port intelligence system for the benefit of smooth and efficient terminal operation.
