The number of kindergarten and day care center in Korea has been increased very rapidly in recent decades. In 2007, 79% of children from 3 to 5 are educated and cared in kidergarten and day care center. In this process, the characteristics of education and care in earlychildhood is as follows. First, the expansion of kindergarten and day care center has depended on private sector not public sector. Second, the expenditure of education and care has been burdened on parents. Third education and care in earlychildhood has been compatative market system. As a result, the level of inequality of education and care in earlychildhood is very serious comparing to elementary and secondary education. The opportunity and quality of earlychildhood education and care is determined by parent's economic ability. To solve inequality in earlychildhood education and care, the burget in education and care must be increased to reinforce publicity in education and care, for example, expansion of public kindergarten and day care center and to support free education and care for low class children. In addition, the project of education and welfare priority zone must be reinforced.

On the basis of this study I have analyzed major issues on educational service sectors in DDA negotiations and positive aspects of examples of internationalization of higher education in Australia that could be exploited to strengthen the globalization in the college system in Korea. The study found that the kind of programs of internationalization being practiced in Australia's universities are international student program, internationalization of teaching, offshore and distance education, international technical assistance & training, and international student support program. The benefits of internationalization are seen in terms of economic growth, labor market demands, international relations, intercultural knowledge, and skills, financial incentives for institutions, and increasingly the impact on quality assurance for all stakeholders. Overall, in response to the emerging global realities, higher educational institutions in Korea will need to improve on quality of education to meet the global standard.

This paper is to suggest three kinds of deepening education which can be applied to the college education. The first one is the off-line deepening education. Project based education, Major study groups, Graduate works, Mentoring and Tutoring are examined as methods to support the regular education and evoke a deepening education off-line. The second one is the on-line deepening education. It is a way to strengthen diverse off-line education including the regular education. Establishment of e-classrooms and operation of cyber learning communities using the college website are studied as models of the on-line deepening education. The third one is the residential deepening education. In the residential deepening education, the dormitory is converted from a place to offer students board and lodging to a space of the deepening education to teach students humanity and foreign languages and to foster the leadership of students through a community life. These three kinds of deepening education should be introduced and administered to improve the qualitative competitiveness of the vocational education.
영국의 직업교육훈련에 대한 분석 - Further Education Colleges와 New Universities를 중심으로-

On the basis of this study we have identified some positive aspects of the British vocational education system that could be exploited to strengthen the college system in Korea. 1) The FE colleges and the new universities in the UK not only provide the vocational courses for young people but also a variety of other courses for adults. 2) The British government is taking a central role to ensure the proper running of these vocational training courses through the department of education and skills. 3) Many of the vocational courses offered by the FE colleges and the new universities would lead onto students being awarded relevant nationally recognized certificates at the end. Hence the course curriculums are designed and taught for the attainment of these certificates. It is also worth noting that many students will have opportunities to gain real hands-on experience out in industry through these courses.

산업사회에서 정보화ㆍ지식사회로의 변화는 사람들의 생활 양식을 급격히 변화시킬 것이며, 이러한 변화는 전문대학의 교육목표의 변화를 강요한다. 변화에 적응하면서 새로운 사회에 맞는 인재를 양성하는 방향으로 교육의 목표를 재정립해야한다. 이러한 필요성과 시대적 당위성에 발맞추어 대학이 소장한 신기술의 개발을 통한 창업은 산학협동의 내실을 더욱 공고히 할 것이며, 이는 새로운 교육패러다임의 창출을 위하여 중요한 요인이 될 것이다. 이를 위해 전문대학에서는 학교기업이나 실험실창업을 통하여 실무ㆍ실습위주의 교육을 보다 현장에 밀접 시킬 뿐만 아니라, 교육재정 기반의 안정화라는 측면에서 수익성의 확보가 예상되고, 교수와 학생에 대한 복리증진을 향상할 수 있어 교육의 질적 향상이 보장되도록 한다. 이에 본 연구에서는 각 대학의 구성원들이 학교기업이나 실험실 창업과 정에서 생길 수 있는 시행착오를 최소화하면서 효율적으로 운영할 수 있는 방안을 제시하고자 한다. 학교기업(school enterprise)이나 실험실벤처창업은 대학 구성원들의 창의력개발과 다양한 학습의 장을 마련할 뿐만 아니라, 교육의 질을 향상시키기 위한 재원의 마련에 중요한 요소로서 역할을 할 수 있는 방안이 될 것이다.

20세기 마감을 앞두고 있는 이 시점은 새로운 천년 대를 맞이하기 위한 준비 차원에서, 그리고 그 동안 누적되어 온 경제사회의 모순 타파 차원에서 우리 사회의 거의 모든 부문에서 개혁이 요구되고 있다. 이러한 개혁은 IMF 구제금융체제를 계기로 하여 하나의 사회적 합의처럼 되고 있다. 또한 개혁은 우리 경제사회가 하나의 새로운 패러다임으로 이동하는 것을 지향하고 있다. 이와 같은 개혁의 소용돌이에서 대학교육시장도 일찍이 경험하지 못한 상황에 직면하고 있다. 대학교육 수요자의 과잉에서 대학교육공급자의 과잉으로 대학교육 시장의 구조가 정반대로 변화하고 있다. 즉 대학교육시장은 예전과는 정반대가 되는 구조로 변하고 있다. 한국에서 대학교육공급자는 대학교, 개방대학교,전문대학 등으로 3분되어 있다. 이 세 공급자 중에서 전문대학은 그 동안 그 위상이 불안정하게 자리매김되어 왔기 때문에 대학교육시장 구조의 변화에 따라 가장 큰 영향을 받을 것으로 예상된다. 이 논문은 전문대학교육시장의 공급측면에 대한 분석이다. 전문대학교육 공급현황을 입학정원, 재적생 등을 살피면서 보았다. 그리고 공급능력을 보기 위하여 교원과 강의실 현황을 살펴보았다. 그리고 내용을 요약하면서 결론 부분에서 향후 전문대학교육 공급의 방향을 시사점으로 제시 하였다.

In order to provide the practical and high quality vocational education, the articulation of curricula of vocational high schools and those of colleges should be developed. Since the government funding projects began in 1999, its achievements need to be analyzed to provide helpful suggestions to the directions of the projects toward. Financed by the government, the projects have been generally achieving a positive performence as originally planned, especially highly notable is that the government funds have served as seed money to the strengthened determination on the implementation of the projects for which financial supports are provided by inducing a sort of competition among the colleges and also has provided an opportunity to recognize the general direction toward the evolution of the colleges by invoking to the professors of the colleges a spirit as for the vocational education. It was identified that the inputs, process, outputs of the college education are all on the rise, which is analyzed to have been contributing to the development of the college education. General principles are observed as followed. The first is to secure stable financial resources, and the second is to comply with the principles governing the distribution of education funds: equilibrium among the colleges, autonomy in financial management, efficiency in budget implementation, responsibility in relation to the financial support from the national treasury, sufficiency of the financial assistance, predictability of the financial support. Some directions of funding are suggested as following. Professors involved in the projects shall be allowed to use operating expenses. A compensation system shall be established for the professors involved in the government-financed projects. Manpower to provide assistance to the research shall be expanded.
