Indian Diaspora in an Era of Transnational Migration

이 논문은 현재의 초국적 이주의 맥락에서 인도인 디아스포라 커뮤니티의 도전과 기회를 분석하고 있다. 디아스포라 집단은 주류 사회에 의해 "외부인"으로 간주되며, 또한 그들은 모국 또는 선조의 나라에서도 당연히 "외부인"이다. 어떤 경우에서든 그들은 정착국가에서 차별과 착취의 취약한 처지에 놓여 있으며, 최근까지도 빈번하게 많은 사람들이 출신 국민국가의 관심 밖에 남겨져 있다. 인도인 디아스포라의 사례 연구를 통해 이 논문은 비록 인도인 디아스포라가 전 세계적으로 가장 오래되고 규모가 큰 디아스포라의 하나로 간주되지만 최근에 들어서야 학술적인 그리고 정부의 관심을 받게 된 점을 논의하고 있다. 이 논문은 먼저 상당히 논쟁이 되고 있는 "디아스포라(diaspora)"와 "초국가주의(transnationalism)"의 개념을 살펴본 후, 인도인 디아스포라를 유인하기 위해 인도 정부에 의해 발달되어 온 정책들과 이러한 과정 속에서 디아스포라들이 직면하게 되는 도전들을 비판적으로 검토 한다. This paper tried to examine the challenges and opportunities before the Indian diasporic community in the present context of trasnational migrations. Diasporic groups are often considered as "outsides" by the host societies and are also, by they are vulnerable to discrimination and expolitation in the land of their settlement and not infrequently many of them have also remained outside the concerns of nation-stateds of their origin till recently. Taking Indian diaspora as a case study this paper trieds to argue that although the Indian diaspora in considered as one of the oldest and largest diasporas in the world, it has received the academic and government attention only recently. After examining the much-debated concepts of "diaspora" and "trasnationalism", the paper will critically examine the different policies evolved by the government of India to woo the Indian diaspora and the challenges that the diasporics face in this process.
