This article develops game-theoretic models of government formation and policymaking in semi-presidential democracies in order to study whether semi-presidential constitutions induce consensual policymaking. Two bargaining games are built to model political processes in premier-presidential systems and president-parliamentary systems. The analysis focuses on equilibria in which the government maintains its confidence in the parliament. The model predicts that, when agents are sufficiently patient, policymaking in president-parliamentary systems is more consensual than that in premier-presidential systems. 이 논문은 준대통령제의 권력구조가 정책결정 과정에서 합의주의적 경향을 유도하는지를 게임이론 모형의 분석을 통해 예측한다. 총리-대통령제와 대통령-의회제의 두 가지 게임으로 준대통령제 하의 정부신임과정, 정부형성과정, 정책수립과정을 모형화하여, 정부가 안정적으로 유지되는 균형을 분석한다. 모형의 예측에 따르면, 준대통령제의 두 하위모형은 대통령과 의회를 서로 다른 정당이 분점하는 상황에서 차이를 보이며, 정치행위자들이 미래를 충분히 중시한다면 대통령-의회제에서 더 합의주의적 정책결정이 이루어진다.

정치적 평등과 민주주의의 위기: 최소주의적 민주주의론 비판

이 논문은 현 시기 지구적으로 중요한 현상인 민주주의의 위기·퇴행을 이해하기 위한 관점으로 민주주의에 대한 최소주의적 이해가 적절하지 않음을 논증한다. 선거의 경쟁성이라는 단일한 변수로 민주주의를 규정하게 되면 공고화된 민주주의가 위기를 맞거나 퇴행하는 원인들을 분석하는 데에 난점이 따르며, 이러한 난점이 곧 민주주의에 대한 최소주의적 정의의 한계를 보여준다. 이 논문에서는 민주주의를 구성원들이 정치적으로 평등한 정치체제로 정의하는 것을 통해 최소주의적 입장이 간과하고 있는 민주주의 위기의 동학과 실천적 대안을 발견하는관점을 확보할 수 있음을 주장한다. This article contends that the minimalist conception of democracy is inadequate to comprehend the current global phenomenon of democratic crises and backsliding. Basing democracy’s definition purely on competitiveness of elections poses difficulties in discerning why consolidated democracies can experience democratic backsliding, which underscores the shortcomings of the minimalist definition of democracy. This study advocates for defining democracy as a political system where its members are politically equal. This broader conception can uncover some important dynamics of democratic crises that are largely overlooked by the minimalist approach.

I develop a model of legislative policymaking and elections in which the legislators are elected in three single-member districts and bargain over allocations of national public goods and local goods. I find that a majority of residents in the district with the lowest median income will be better off in the equilibrium allocation under the assumption that the default levels of public goods and local goods are low. I also compare the cases of naive voters and of strategic voters. When citizens correctly anticipate the equilibrium legislative policymaking and strategically vote, the total government spending will be low compared to the case in which citizens naively vote. 공공재와 지역재화에 대한 시민의 선호는 대의민주주의의 정책결정과정을 통해 어떻게 반영될 것인가? 이 논문은 각 지역에서 선출되는 의원으로 구성되는 의회에서의 협상에 의해 공공재와 지역재화의 배분을 결정하는 이론적 모형을 개발한다. 이 연구의 예측에 의하면, 협상이 실패해 의회에서의 제안이 부결될 때 공급되는 공공재와 지역재화의 수준이 낮은 전략적 환경을 가정할 때, 의회의 과반수 협상을 통한 공공재와 지역재화의 공급은 중위수 소득 기준으로 소득이 낮은 지역의 시민 과반수의 후생을 향상시킨다. 또한, 시민들이 의 회의 정책결정과정을 정확히 이해하고 전략적으로 투표할 경우, 단순히 자신의 소득계층을 대표하는 의원에게 투표하는 경우에 비해, 균형에서의 정부지출이 감소할 것이 예상된다.

The Early Ordovician (early to middle Floian) bioherms of the Dumugol Formation, Korea, are compiled and their paleoenvironmental and paleogeographic implications are discussed. These reefs are mostly made up of microbialite (stromatolite and thrombolite) and lithistid sponge Archaeoscyphia, with subordinate “receptaculitid” calathids. Three types of reefs are identified based on biotic association and texture: 1) lithistid sponge-microbialite, 2) microbialite (thrombolite) with minor lithistid sponge, and 3) lithistid sponge-microbialite-calathid. The first and third type reefs are surrounded by intraclastic-skeletal packstone to grainstone and overlain by lime mudstone, whereas the second type reefs are surrounded and overlain by bioturbated wackestone and nodule-bearing shale. These relationships appear to reflect varying depositional conditions during development of the reefs. The constituents of the Dumugol reefs are roughly comparable to coeval structures of Laurentia and South China with the exception of the absence of incorporated sessile organisms(i.e., Lichenaria, Pulchrilamina, and bryozoan) and delayed arrival (more than 10 myr) of calathids in the Sino-Korean Craton. This temporal disparity of biotic appearance is probably related to differential dispersal rates and patterns of sessile organisms which are largely controlled by the relative position of landmasses, epicontinental seas and major oceans. Further discovery and study of the Early Ordovician reefs from the Sino-Korean Craton will provide crucial information for understanding migration pathways of sessile organisms and paleogeographic reconstruction of the western margin of Gondwana in the Early Paleozoic.

We experienced a peroneal nerve injured patient who has continuing pain, allodynia, hyperalgesia, and edema as a major painful nature developed after acupuncture and moxibustion. After she was referred to our pain clinic, she received combination treatment with medication, lumbar sympathetic ganglion block, continuous lumbar epidural block, peroneal nerve block, and intravenous ketamine infusion. Now, the symptoms have improved enough for everyday life. It seems that early correct diagnosis and appropriate therapy are important in nerve injury and neuropathic pain.
