교원들이 인식하는 수석교사제의 문제점, 원인 및 개선 방향 : Bolman & Deal의 조직 프레임을 활용한 분석

본 연구는 수석교사제의 문제점, 원인 및 개선 방향을 Bolman & Deal(2003)의 네 가지 조 직인식 프레임, 즉, 구조적, 인간자원적, 정치적, 문화상징적 프레임들을 통해 심층적으로 진 단하였다. 이를 위해 일반교사, 수석교사, 교감, 교장 그룹별로 중점 집단 면담(Focus Group Interview)을 수행하였고, 이를 바탕으로 각 프레임별로 드러난 문제점, 원인 및 개선 방향을 도출하였다. 분석 결과, 구조적 프레임에서 참여자들은 법제도상의 뒷받침 부족으로 인한 수 석교사 지위 및 역할의 불분명성과 불안정성을 매우 심각한 문제로 보고, 수석교사의 교내 법적 지위와 역할을 보다 명확하고 근본적으로 규정하는 노력이 필요함을 역설하였다. 인간 자원적 프레임에서는 수석교사의 선발과정에서 보다 엄격한 기준의 마련을 통하여 준비되고 역량 있는 수석교사의 선발과 지속적인 연수를 통한 수석교사 역량의 함양이 필요함을 확인 하였다. 정치적 프레임에서는 수석교사와 교감과의 관계 및 권한 상의 갈등을 큰 문제로 지 적하였고, 해결책으로 수석교사의 전문성 고취와 함께 갈등 해결을 위한 리더십 및 대인관계 기술·기법의 함양이 필요함을 발견하였다. 문화상징적 프레임에서는 수석교사제가 위계적·연 공서열 문화와 학교조직의 이중적 속성으로 인해 제약받고 있으며, 대안으로 수업중심 학교 문화 조성과 이를 주도할 수 있는 수석교사의 교수 리더십(instructional leadership)의 함양이 필요하다고 보았다. This study intended to examine the issues, causes, and possible solutions of Master Teacher System using Bolman & Deal’s reframing approaches, which are developed to provide solutions for issues and problems occurring at an organization. To this end, five focus group interviews (FGI) were conducted within a group of each position such as general teacher, head teacher, master teacher as well as principal and deputy principal. Based on the findings from the FGIs, the issues, causes and possible solutions for those issues were revealed. First, in terms of the structural frame, the FGI participants raised the issue of unclear status and roles of master teachers due to an unclear law regarding master teacher system, and then suggested to bolster a law to support master teachers’ legal status and roles. In terms of the human resource frame, the teachers and school administrators argued to make a system for selecting master teachers more rigorous so that teachers and school administrators can acknowledge master teachers’ professional abilities. From the political frame, the participants pointed out the issues of politics and conflicts between master teachers and deputy principals, who have had the most similar status and roles with master teachers. As a possible solution for the issue, master teachers were suggested to have leadership skills to establish good relationships with others including deputy principals in schools. From the symbolic frame, the master teacher system, which includes the nature of horizontal culture, has conflicted with hierarchical and seniority-based culture which has dominated Korean schools. As a solution for the issue, the FGI participants suggested for master teachers to foster instructional leadership in order to lead teaching-oriented culture.

학교운영위원회의 조직정치적 역학에 관한 탐색적 연구

An Exploratory Study of Organizational Dynamics of School CouncilsJang, Deokho(Ministry of Education & HRD)This paper is to analyze power dynamics of school councils by exploring school council members’ perceptions about patterns of power, social influence, and conflict. Although school-based management policy implies redistribution of power, activating politics at school levels, and encouraging participation and empowerment of all stake-holders, frequently the central power is still being retained and even intensified at the center, and traditional influence patterns at the site level has not changed as it was intended. Surveying to school council members revealed that the school council constituents are likely to become frustrated when principals do not give them recognition for their contribution to the councils and rely on positional power, especially when based on coercion and authority. The moderately harmonious and collaborative image of the school councils ironically have resulted from the fact that the council constituencies did not appear to have strongly distinct interests, preferences and perspectives and were not as inclined toward conflict. The externally prescribed governance structure, if not fitted into the culture, is not likely to generate deep and meaningful change for school improvement. Unclear role definition of school councils and uncertain technologies that figured in organizational politics of school councils have constrained capacity-building of school councils. 본 연구에서는 학교운영위원회 구성원들이 인식한 학교장이 구사하는 권력기반의 양태, 구성원 상호간의 영향력, 그리고 심리적 갈등간의 관계를 분석함으로써 학교운영위원회 내의 조직정치적 역학 관계를 탐색하였다. 서울 시내 학교운영위원회 위원들에 대한 설문조사 결과, 학교운영위원회 위원들은 대체로 낮거나 보통 수준의 갈등을 겪고 있으며, 학교운영위원회는 주로 준거적 및 전문적 권력을 구사하는 학교장들에 의해 주도되고 있는 것으로 나타났다. 일견 조화롭고 협력적인 이미지의 학교운영위원회는 학교공동체 형성을 위한 긍정적인 사회심리적 기반이 형성된 것으로 볼 수도 있겠으나, 오히려 조직정치적 시각에서는 학교운영위원들이 학교교육에 대한 분명한 이해관계 내지는 선호하는 입장을 보유하지 못하는데서 비롯된 미약한 미시정치수준을 보여준다고 볼 것이다. 따라서 교육행정기관의 학교운영위원회에 대한 권한의 확대, 분명한 운영 목표 설정, 그리고 위원들의 보다 자유로운 활동을 촉진하기 위한 학교장의 리더십 강화를 제안하였다.

The Politics of School-Based Management: Revisiting the Policies and Practices of Korean School Councils

This paper purports to discuss the political aspects of school-based management(SBM),drawing upon a literature review of the theories and practices of the approach, with a look into the experience of Korean school councils in particular. Although the SBM approach implies the broad participation of stake holders, decentralization of power and transformational leadership of principals, school councils in Korea have not seen much success in these aspects as compared to the outcomes of other countries. Despite the strong rationales and internationally growing popularity of the approach, a review of studies on Korean school councils has revealed a number of interesting findings, including contradicting research results according to different methodologies, limited participation in council activities, disfavored conditions, eschewed politics, and insufficient principal leadership. Measures identified for the improved implementation of SBM are capacity building, restoration of the school council as a basic decision-making body, an efficient administrative system, and sufficient support for schools.

최근에 컴플렉스 오브젝트 개념을 이용한 자동설계 데이터베이스 연구가 활발한데, 연구되고 있는 대부분의 설계 데이터는 그 데이터가 비교적 구조적이며 간단한 논리설계 데이터에 국한되어 왔다. 본 논문에서는 VLSI 설계의 물리적 도면(physical layout)데이터에 관해서 모든 설계 및 공정기술을 수용할 수 있도록 유연성있게 컴플렉스 오브젝트로 정의하고, 이의 오퍼레이션 및 내부구조에 관한 기법을 제시하였다.

The main features of HILO-3 logic simulator are introduced. It is regarded as one of the most powerful logic simulator available now in electronic industry. The major functions and concepts are reviewed with some examples; circuit description using HDL (Hardware Description Language), waveform description using WDL (Waveform Description Language) and fault-free simulation for static RAM circuit. This program is expected to help the system designers, integrated circuit designers and test engineers.

The purpose of this study is to compare the key research-related constructs, research insterest, research self-efficacy, research productivity, and research outcome expectation of the graduate students, who are participating in Global Ph.D Fellowship(GPF) and Brain Korea(BK) 21 projects. The overall results show that the mean scores of GPF students in research interest, research self-efficacy, research productivity, and research outcome expectation are higher than those of BK21. However, the higher mean scores of doctoral students in both GPF and BK21 projects imply that the longer you stay in graduate program, the better researcher you can be. Although GPF program selected higher potential students and they seem to work very hard with high expectation to be competent researchers, compatible outcome also could be possible by BK21 project.
