This study analyzed the implementation process of Korean University Resource United System(KORUS) project from the perspective of policy implementation from 2015 to 2017; it considers the project implementation as a part of whole policy process while most previous researches on IT projects lean on project management perspective for achieving policy goals. The findings of this analysis are as follow. First, as KORUS project failed to secure appropriate financial resources for the whole project, it faced with huddles of responding the needs of the universities and securing the conformity of the vendors. Second, the composition and the expertise of the system implementing vendors were considered as a source of inefficient implementation. Third, problems with the constructing organization and personnel procurements brought difficulties in cooperation, coordination and conformity among the project implementation participants and university-level users. Most of the problems were innate and few option could be found to resolve them during implementation process. If the decision makers had paid more attention on it since inception, they could have resolved the problems in part.
