충북 곤충사육 및 희망농가 실태조사

충북지역 곤충사육 및 희망농가를 대상으로 조사한 결과, 전업 사육농가 12, 부업농가 26농가, 곤충사육 희망 29농가 등 67농가를 대상으로 조사하였다. 곤충사육 희망농가의 가장 큰 관심 항목은 곤충사육(86%)으로 가장 높았다. 곤충사육 희망농가의 사업시작 계획은 향후 1년 이내 54%, 2~3년 이내 28%, 당장 시작하거나 6개월 이내는 18%로 나타났다. 곤충 사육농가의 사육시설 초기 투자비용은 81%가 500만원 이하의 영세 농가였다. 사육시설은 73%가 야외 사육이었고, 그 다음은 판넬 조립이였다. 충북의 곤충사육 총 면적은 30,400㎡로 영동 16,004㎡로 53%를 차지하여 가장 높게 나타났으며, 청주 3,915㎡(13%), 충주 3,593㎡(12%), 옥천 2,543㎡(8%), 기타 4,345㎡(14%) 순으로 나타났다. 사육농가의 추가 사육 희망 종으로는 왕사슴벌레와 갈색거저리가 가장 높았으며, 쌍별귀뚜라미, 거미, 장수풍뎅이 순으로 나타났다. 곤충사육 농가의 연간 매출액은 500~1,000만원 (47%)에 가장 많이 분포했으며, 다음으로 100~500만원(34%), 1,000만원 이상(19%) 순으로 조사되었다.

해양환경보전을 위한 해양환경의 개념과 범위 설정에 관한 연구

우리 헌법상 기본권의 하나로 규정되고 있는 환경권은 개별 법령을 통하여 구체적 권리로 인정될 수 있다. 개별 법령에서 환경의 개념을 설정할 때, 지나치게 포괄적인 환경개념을 추구하는 것은 자칫 환경의 보전을 위한 노력을 공허하게 만들 우려가 있다. 이는 해양환경의 개념 설정에도 동일하게 적용될 수 있다. 다만, 해양환경은 육상 환경과 구별되는 특성이 두드러지는 바, 해양환경의 보전을 위한 해양환경정책은 기존 전통적인 환경정책과는 달리, 해양환경의 보전과 친환경적인 개발 그리고 참여와 협력의 거버넌스를 포함하는 통합적인 접근을 추구해야 한다. 따라서 해양환경의 독자성에 대한 이해를 기반으로 한 해양환경정책의 수립은 향후 육상과 해양을 아우를 단일 법전의 통합 환경법 제정에 있어 해양환경의 보전을 위한 실효적 법체계 구축의 초석이 될 것으로 기대한다.

난총채벌레의 발육과 생식에 미치는 온도의 영향

최근 국내에 유입된 해충으로서 시설재배 난을 가해하는 난총채벌레(Dichromorhrips smithi)의 발육생태 및 생식을 구명할 목적으로 온도별 알, 유충, 전용, 용의 발육기간, 성충수명 및 산란수를 조사하였다. 알에서 우화까지의 발육기간은 13$^{\circ}C$에서 44.0일이고, 32$^{\circ}C$에서 8.7일이었다. 온도가 높을수록 짧은 발육기간을 보였다. 알, 유충, 전용, 용, 알에서 우화까지의 발육영점온도와 유효적산온도는 각각 9.4$^{\circ}C$, 8.9$^{\circ}C$, 10.5$^{\circ}C$, 10.8$^{\circ}C$, 9.5$^{\circ}C$ 그리고 46.1, 90.1, 23.9, 41.2, 204.4일도이었다. 암컷 성충수명은 15$^{\circ}C$에서 28.3일이고 3$0^{\circ}C$에서 14.3일로 온도가 높을수록 짧았으며, 암컷 한 마리당 산란수는 $25^{\circ}C$에서 69.3개로 가장 많았다. 내적자연증가율(r$_{m}$ )은 3$0^{\circ}C$에서 0.241, 1세대당 순증식율(R$_{o}$ )은 $25^{\circ}C$에서 56.56로 가장 높았다. 결과적으로 난총채벌레의 성장에 적합한 온도범위는 25-3$0^{\circ}C$이었다. Development and reproduction of Dichromothrips smithi were investigated under different temperatures, Durations of the development from egg to pre-adult of D. smithi were measured under 11 temperature ranges and it was 44.0 days at 13$^{\circ}C$ and 8.7 days at 32$^{\circ}C$. Developmental zero point and total effective temperature for the development of egg and larva, prepupa, pupa and for the complete development (egg to emergence) were 9.4, 8.9, 10.5, 10.8 and 9.5$^{\circ}C$, and 46.1, 90.1, 23.9, 41.2 and 204.4 degree days, respectively. The adult longevity was 28.3 days at 15 C and 14.3 days at 30$^{\circ}C$. The highest average fecundity per female was 69.3 at 25 C. The highest intrinsic rate of natural increase (r$\_$m/) and the highest net reproduction rate (R$\_$o/) were 0.241 at 30$^{\circ}C$ and 56.56 at 25$^{\circ}C$. The optimum temperature range for the growth of D. smithi was between 25$^{\circ}C$ and 30$^{\circ}C$.

時事 資料를 활용한 발표와 글쓰기 수업 방안 연구

Many colleges have partially used current topics as supporting teaching materials in undergraduate liberal arts courses. It is, however, really rare to use them fully in class. Today the topics in undergraduate liberal arts courses have a vital role in helping students to discuss and think about a lot of social problems that we are facing every day. From this perspective, some ways are suggested in this dissertation to use the topics of the day as supplementary teaching materials in undergraduate Korean language class which is important but has been evaluated critically. There are over fifty sorts of teaching materials covering social issues that students can use in the class. For students to give a presentation on those current issues, first of all, they should prepare the proper materials for it and interpret them accurately, and be able to make them into simple format for presentation. Before they present, the professor in charge of the class must inform them that they also have to prepare their opinions previously to some questions suggested by their peer students. If the students read the materials systematically, they can notice that the materials on social issues are dealing with personal, social and national troubles at the same time. After presentation, the students together with their professor can evaluate their attitude and contents of presentation by themselves. Nextly, six factors are also suggested in this dissertation when a professor leads them to write essays based on some researchers' arguments. Students can be taught effectively, when social events are utilized in writing process such as collecting articles about social issues-> designing contents-> setting main ideas- > making an outline -> writing - > proofreading- > revision - > correction - > evaluation. If professor uses supplementary materials like pictures or images, it will be more helpful in students' understanding contents. Lastly, professors have to make chances for students to write better essays through correction after they complete them. 주차장 부대시설의 법적 문제에 대한 시론적 고찰 - 대법원 2015. 7. 9. 선고, 2015두39590 판결 -

Recently the Supreme Court made important judgment on the case of 'Naegog-dong Audi Service Center' which is the case related to the subsidiary facility of an urban planning facility. This article introduces the purpose and contents of the subject precedent of the Supreme Court and aims at reaching to effective settlement of the pertinent dispute in the future through theoretical review on the legal issues related to it. The subsidiary facility of an urban planning facility means the facility which is subordinate to a main facility as a facility necessary for the functioning and use of the main facility designated as an urban planning facility. On the land for urban planning facility, the facilities other than urban planning facilities in question are not allowed to be installed in principle. However, on an exceptional basis, the facility, which may supplement the utility of the main facility being incidental to it, is allowed to be installed in the name of subsidiary facility. The automobile maintenance service facility in question in this case is the facility installed incidental to a parking lot which is an urban planning facility. The judgment of the Supreme Court made in this case seemed to have clarified the purpose and intent of the legal fictitious system of permits and approvals and to have established comparatively strict requirements and procedures for the allowance of an automobile maintenance service facility installed as a subsidiary facility of an urban planning facility. It is anticipated that this judgment will get over conceptual ambiguity related to the installment of subsidiary facilities under current laws and regulations, eradicate diversified aspects of law evasions which have been tacitly practiced so far and have big significance in setting clear standards for the deviation and abuse of discretionary power of an administrative agency as a subject of control and regulation. 최근 대법원에서는 도시계획시설의 부대시설과 관련된 사건인 소위 ‘내곡동 아우디 정비센터’에 대한 흥미로운 판결을 내렸다. 이 글에서는 대상 대법원 판결의 취지와 내용을 소개하고 쟁점화 된 법적 문제를 이론적으로 검토하여 향후 관련 분쟁의 효과적인 해결을 도모하고자 한다. 도시계획시설의 부대시설은 ‘도시계획시설로 정해진 주된 시설의 기능발휘와 이용을 위하여 필요한 시설로서 주된 시설에 종속되는 시설’을 의미한다. 도시계획시설부지에는 원칙적으로 당해 도시계획시설 외의 시설물을 설치할 수 없으나, 예외적으로 주된 시설에 부대해서 그 효용을 보완해 줄 수 있는 시설물을 부대시설이라는 명분하에 허용하고 있는 것이다. 본 사안에서 문제된 자동차 정비시설은 도시계획시설인 주차장에 부대해서 설시된 시설이다. 이번 대법원 판결은 인․허가 의제제도의 목적과 취지를 명확히 하고 도시계획시설의 부대시설로 설치된 자동차 정비시설의 허용 요건과 절차를 비교적 엄격하게 수립한 것으로 보인다. 이는 현행법령상 부대시설의 설치와 관련된 개념적 모호성을 극복하고 그간 암묵적으로 이루어져 왔던 다양한 탈법적 양상을 근절하여 관리․규제의 주체로서의 행정청의 재량권 일탈․남용의 기준을 명확히 설정함에 큰 의의를 가질 것으로 기대된다.

창작 영웅소설의 치유 스토리텔링과 의미

In this book, I saw that the most fantastic and schematical novel of the Joseon Dynasty had a lot of healing functions for the people of the time, and divided the healing storytelling of creative hero novels into three categories and examined how healing storytelling according to type appears. The narrative writing method of these hero novels was seen as self-writing for healing as part of healing through sharing similar wounds or experiencing proxy through works to the people of the Joseon Dynasty at that time. Therefore, this book has been trying to understand the new part of the hero novel by expanding the missing part. Creative hero novels overcome and solve the pain by realistically portraying the pain of the public through the main character and the surrounding characters. The type of healing is seen as three phenomena of affection, family, and social healing, and in this part, the excellent heroism of the hero novel can be a means of internal healing of the people at that time. First, the healing story of love destruction symbolizes the affection marriage of the family and shapes the life of the protagonist who experiences the extreme hardship in various human relationships caused by the marriage disorder, and presents the affection problem as a problem of realistic life, and finally heals the wound by securing the reality that overcomes the hardship and achieves affection. The healing storytelling of the fall of the family also came from the parents' doom for no apparent reason, and the family whose main character was born was a prestigious family, but it was forced to fall. In the end, the fall of the family utilizes storytelling, in which the protagonist experiences the absence of the father as a reality, realizes the insecurity, and finds a family symbolized by the father and builds a new family. Finally, as a healing storytelling of social confusion, the people's rebellion consciousness is figuratively storytelling about the opposition of the hostile forces that the protagonist confuses the nation. In these works, I saw that the desire for healing of the people who were hurt by the recovery of the existing world was expressed. 본고에서는 가장 환상적이고 도식성이 강한 조선시대 창작 영웅소설이 당시대인들에게 치유적 기능을 많이 가지고 있다고 보고, 창작 영웅소설의 치유 스토리텔링을 세 가지로 나누어 유형에 따른 치유 스토리텔링이 어떻게 나타나는가를 살펴보았다. 이러한 영웅소설의 서사적 글쓰기 방식은 당시의 조선시대 사람들에게 유사한 상처를 공유하거나 작품을 통하여 대리체험을 통한 힐링의 일환으로 치유를 위한 자기 글쓰기라고 보았다. 따라서 본고는 그동안 영웅소설이 놓친 부분을 확대 조명하여 새롭게 이해하고자 하였다. 창작 영웅소설은 주인공과 주변인물을 통하여 대중의 아픔을 그대로 리얼하게 묘사하여 아픔을 극복하고 해결해 간다. 치유의 유형으로는 애정적, 가정적, 사회적 치유의 세 가지 현상으로 살펴보았으며, 이러한 부분에서 영웅소설의 주인공이 보여주는 탁월한 영웅담이 당시대인의 내적 치유의 수단이 될 수 있다고 보는 것이다. 먼저, 애정 파괴의 치유 스토리텔링으로는 양반가문의 애정혼인을 형상화하여 혼사장애로 야기된 다양한 인간관계 속에서 극한의 고난을 체험하는 주인공의 삶을 형상화함으로써 애정문제를 현실적인 삶의 문제로 제시하여 마침내 고난을 극복하고 애정을 성취한다는 현실성을 확보하면서 상처를 치유해 나가는 스토리텔링으로 형상화하고 있다고 보았다. 또한 가문 몰락의 치유 스토리텔링으로는 가문의 몰락이 뚜렷한 이유 없이 부모의 구몰에서 비롯되었다. 주인공이 태어난 가문은 명문거족이었으나 불가항력적으로 몰락하였다. 결국 가문의 몰락은 주인공이 아버지의 부재를 현실로 경험하고 그 불안전성을 깨닫게 되며, 아버지로 상징된 가문 찾기와 새로운 가문 세우기가 수행되면서 가문 몰락의 상처를 치유해가는 스토리텔링을 활용하고 있다. 마지막으로, 사회 혼란의 치유 스토리텔링으로는 주인공이 국가를 혼란으로 빠뜨리는 적대세력의 역모 행위에 대하여 민중의 반항의식이 비유적으로 스토리텔링 되고 있다. 이러한 작품에서는 기존세계상의 회복에 대한 상처받은 민중들의 치유욕망이 표출되었다고 보았다.
