사전 환경성검토 및 환경영향평가를 통한 자연경관심의제도의 고찰 및 분석 -영산강유역환경청을 중심으로-

본 연구는 영산강유역환경의 자연경관 분야의 심의제도와 문제점을 파악하기 위한 방법으로 환경영향평가와 관련한 자연경관 심의제도의 현황과 도입의의, 그리고 자연경관 현황을 조사 후, 지역별 세부 심의대상의 범위와 환경영향 분야별 엔진니어링 업체의 경관전문가 현황을 조사 및 분석하였다. 내용적 측면에서 영산강유역환경청의 시스템 검토에 따른 행정적 문제점, 심의대상의 내용 및 범위적 검토면에서의 제도적 문제점, 운영상의 정책적 문제점과 엔지니어링 업체의 전문성 검토면에서의 제도적 문제점, 사전 환경성검토에 따른 환경영향평가의 효률적 운영 관리방안을 제시하였다. This study focused on consideration and Analysis of Youngsanggang Basin Ministry of Environment`s Natural Scenery Deliberation System through Pre-Environmental Feasibility and Impact Studies The study explored the current status, introduction meaning of natural scenery deliberation system related to environmental impact as a means to grasp the problems at the deliberation system at the natura] scenery area of Youngsanggan Basin Ministry of Environment. Finally, the study revealed content problems in drawing up natural scenery deliberation reports were revealed, and the effective operation management plan according to preliminary environmental review in natural scenery deliberation system.

산림경관의 자원적 특성을 고려한 효율적인 경관개선 방안 연구

경제성장과 국민소득의 증가 의식수준 향상과 삶의 질을 중요시하는 가치관의 변화, 쾌적한 생활환경과 웰빙 추구, 야외 휴양활동 증가 등으로 자연스럽게 산림경관에 대한 관심을 불러오고 있다. 우리나라 국민의 여행지 선택 시 고려요인은 ``자연경관``으로 가장 순위가 높았으며 산림휴양 수요의 지속적 증가와 더불어 산림의 다양한 기능이 최적 발휘되도록 ``지속 가능한 산림경영``으로의 산림정책의 변화 등에 따라 앞으로 산림경관에 대한 중요도 및 요구는 더욱 커질 것으로 예상된다. 본 연구의 목적은 산림경관에 대한 관심과 중요도가 증가함에 따라 체계적인 보존·형성·관리를 위한 정책적 시점을 찾기 위하여 전남 22시·군 별로 산림경관자원 가지고 있는 자원적 특성을 조사하고 이에 대한 효율적·관리적 측면에서 필요한 구역을 세부적으로 분석함으로써 산림경관자원의 개선방안을 제시하고자 한다. Economic growth, increase of national income, improvement of awareness level, change of values stressing life quality, pursuit of pleasant livelihood setting and wellbeing, and increase of outdoor recreation activity properly invoke concern about forest scenery. Our people`s consideration factor in choosing a travel destination showed the highest rank in ``natural scenery``, and with the steady increase of forest rest, and ``change of forest policy to sustainable forest management`` importance to forest scenery is expected to be far larger. This study looked into resource characteristics forest scenery resources in 22 cities, and guns in Jeollanam-do to look for any policy clue fir systematic preservation, in which it will analyze necessary district in managerial aspect, and suggest the improvement plan of forest scenery resources.

해안도시 『WATER FRONT』공간특성 및 정체성 향상에 관한 연구 -전라남도를 중심으로-

인식의 변화 과정에서 과거, 워터프론트는 무역과 운반을 위한 항만시설과 교역의 장으로서 기능적인 측면 강조했으나 현재 워터프론트는 경제적, 사회적, 문화적으로 뛰어난 가치를 지닌 공간으로 변화되면서 사람들이 즐길 수 있고, 휴식할 수 있는 친수공간으로 기능전환 요구가 높아지고 있다. 또한 개발이 도시 및 지역활성화에 기회요소로 부각되면서 해안이나 하천을 끼고 있는 도시들은 워터프론트 개발이 도시에 활기를 불어넣고 새로운 정체성을 창조할 수 있는 도시활성화의 기회 제공하고 있다. 친수공간(親水空間, Waterfront)으로서 물에 대한 인간의 환경친화적 접촉이 증대되면서 물리적 공간으로부터 인간 내면의 심상에 긍정적 영향까지 가져올 수 있는 수경관水景觀)의 잠재 가치가 인식에 변화를 가져오고 있다. 따라서 공간의 최종 피경험자인 지역민과 관광객의 요구 도를 최대한 충족하면서 현황별 특성적 사례 분석에 의해 전라남도를 중심으로 한 해안친수공간에 대한 체계적이고 지속가능한 관리 및 활용방안을 제시하고자 한다. In the past at the changing process of perception, Water Front stressed a functional respect as a harbor facility and trading Field for trading and transport, but current Water Front has changed as a space with economically, socially and culturally excellent value, in which is demanded to convert its function to a hydrophile space to provide access and rest for people. Also development comes to the fore as a opportunistic factor in urban and local activation, cities bordering on coastline or river give a chance to urban activation to make cities to life and create new identity through Water Front development. Increased human contact with eco-friendliness to water as Waterfront(親水空間), has the potential value of water scenery able to bring positive effect on physical space and human internal nature change perception. Thus this study intends to meet the demand of the final experienced hand, residents and tourist to the utmost, and present an organized, sustainable management and use plan to coastline water Front focusing on Jeollanam-do by characteristic case analysis by current status.

지방자치단체의 주민참여형 마을만들기 사업추진 현황 및 개선방향에 관한 실증 연구 - 전라남도 및 해남군의 관련사업 사례를 중심으로 -

This study aims to examine the type of residents' participation in village making including the case of "Making Happiness Village" -in the Jeollanam-do province and "Village Making" -in Haenam-gun. The study examines the potential and effects of these projects, draws conclusions and suggests the future direction of village making projects. The results of this study are summarized below. "Making Happiness Village" should be evaluated in detail as it has contributed to the successful and development of traditional Korean residential culture, and has helped to activate and develop agricultural and fishing villages through the improvement of the residential environment and attraction of urban people into the rural area. It also showed the possibility of a project to be settled as a representative of Namdo satisfying the demand for sustainable development. In order to enhance the integrity of a village making project, its master plan must be established and utilized by considering the current status and characteristics of a village, improving its physical environment and seeking a method for economic activation. Policy and economic support from central government and local governments are also required for such a project. The residents' autonomous organization,necessary for unifying the residents' capacity, must organize their own group, such as "Residents' Conference for Village Making (tentative name)" to integrate the existing organizations (women's association, youth group, etc) and establish a conference system to discuss and solve the current issues of the village.
