Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

The purpose of this study is to suggest environment-friendly design factors to make environment-friendly outdoor space of apartment complex in Seoul. This study has resulted from the analysis of existing literature, ecological area ratio, and the survey of existing apartment complex in Seoul. Design factors for environment-friendly design of outdoor space of apartment complex include ecological environment, environment- friendly transportation, energy saving and reuse, and community. Hereafter, specific and working-level guideline should be established in detail. Follow up study of design guideline is needed through these design component of this study and its applicability such as design, construction, management side should be considered. These design factors can be used for improving design quality of the environment-friendly design of outdoor space of apartment complex. Apartment complex outdoor space will be transformed as environment-friendly, and ecologically stable and the amenities of living environment can be secured through this.

Korea is not only surrounded by the sea on three sides, but also has national and local rivers extending 26,843 km, so it has a geographical feature in which abundant sea and inland water surface coexist. As the number of ships operating in the inland waters is continuously increasing due to the improvement of national income, the risk of ship accidents and human casualties in the inland waters is also increasing. In this study, a macroscopic plan for the safety management of inland water ships was presented through investigation of inland water related laws and operation status analysis. As an improvement plan, as a hardware infrastructure it is proposed to secure sufficient inland water fire-boats to secure the golden time for early response to accidents and lifesaving, and to operate an institution specializing in the prevention of inland water ships accidents. And as a software infrastructure, establish departure control standards for inland water ships and the safety diagnosis system currently applied only to sea going ships, the introduction of a system tailored to the characteristics of inland water ships. The proposed inland water safety management policy is expected to contribute to the preparation of prompt and systematic countermeasures in the event of an inland water ship accident, and it is hoped that it will serve as an opportunity to continue to pay attention to safety-related research on inland water ships, which was briefly activated after the sinking of M/V Sewol.

선박의 패러다임은 산업기술의 발전과 시대적 환경변화에 따라 변화하고 있다. 특히, 국제적으로 기존의 선박운용시스템에 4차 산업혁명 기술을 접목한 자율운항선박(MASS)의 상용화를 적극 추진하고 있다. 새로운 패러다임의 선박을 상용화하기 위해서는 맞춤형 선박검사기준 마련이 선행되어야 한다. 본 연구에서는 국내 선박검사기준과 중형선박 현황을 분석하고, 선박검사원을 대상으로 자율운항선박의 상용화에관련한 설문조사를 실시하였다. 설문 결과는 AHP 분석법을 활용하여 현존선의 검사항목 중요도(As Is)와 자율운항선박의 검사항목 중요도(To Be)를 결정하고 그 차이(GAP)를 바탕으로 중형 자율운항선박의 검사기준 개발방안에 대한 방향성을 제시하였다. 본 연구의 결과는 중형 자율운항선박의 검사기준 개발에 근거가 될 것이며, 향후 자율운항선박관련 정책수립의 기초자료로 활용될 것이 기대된다.
해양안전 확보를 위한 소형어선 법제도 개선에 관한 연구

대한민국 정부는 해양사고 예방 및 해양안전 확보를 위해 지속적으로 법제도를 개선하고 있다. 그럼에도 불구하고 최근 해양사고는 계속적으로 증가하고 있어, 그동안 정부의 해양안전관련 법제도 개선방안 실효성은 미흡했음을 시사하고 있다. 최근 해양사고의 발생현황을 살펴보면, 전체 해양사고 건수 중 총톤수 10톤 미만의 소형어선이 차지하는 비중은 5년(’13~’17년)평균의 44.9%를 차지하고 있다. 이에 따라 본 연구에서는 해양사고 비중이 높은 소형어선의 해양안전 확보방안을 모색하기 위해, 관련 국내외 법제도의 현황과 특징을 조사 및 분석하였다. 그 결과, 국내 소형어선 관련 법제도는 어선과 비어선의 관련법이 통합(’97)되고 분법(’09)된 이력에 따라 접목교잡(接木交雜)의 현상을 보이고 있으며, 제도의 개선방안은 안전설비의 비치강화라는 단편적인 개선만 이루어 졌다는 문제점이 식별되었다. 또한, 해외 관련 법제도에서는 어선 소유자 및 운항자의 책임강화 및 자율검사제도 도입 등의 특징이 확인되었다. 본 연구에서는 이를 바탕으로 국내 해양안전 확보를 위해 실효성 있는 소형어선 법제도 개선방안을 제시하였다. The Government of the Republic of Korea has been continuously improving its legal system to ensure marine safety as a precaution against marine accidents. However, despite the ongoing improvement of the legal system, the number of maritime accidents has been increasing steadily, suggesting that the efficacy of the legal system is insufficient. As for recent marine accidents, small fishing vessels (less than 10 tons) account for 44.9% of marine accidents over 5 years ('13_'17). Therefore, this study investigated the improvement status of the Korean government’s legal system for small fishing vessels and the characteristics of related overseas legal systems in order to find a way to further improve marine safety for small fishing vessels. Following the results, the Korean government's laws related to small fishing vessels show a hybrid phenomenon due to the history of merging ('97) and separation ('09) of legal systems for fishing and non-fishing vessels, and it has been concluded that only improvements to construct additional facilities are being performed, and those in a fragmentary manner. In addition, overseas legal systems for small fishing vessels were confirmed to have requirements strengthening the responsibility of owners and operators of fishing vessels and introduced a self-inspection program. Based on these results, a plan is suggested to improve the efficacy of the legal system to ensuree marine safety for small Korean fishing vessels.
기대-성과 불일치 분석을 통한 북한산 국립공원 탐방객의 시설물 이용 만족도 연구

The purpose of this study was to analyze user satisfaction for park facilities in Bukhansan National Park and to introduce a new framework of standards for facilities improvement. An initial theoretical model considered possible variables through a case study of user satisfaction for park facilities and eventually 19 variables were chosen. An analysis was conducted of the user's satisfaction based on their expectations before use and the results after use. This expectancy-result disconfirmation was measured for the 19 variables. Statistical methods were applied to determine the reliability of the analysis, the t-test was used to measure disconfirmation between expectations and results, and relationships between the variables were analyzed. The results of the reliability analysis (Cronbach's alpha) were higher than 0.8. Therefore, almost all variables were appropriate for analysis. Statistically significant differences were found between expectations and results for following variables: availability of information facilities and accessibility, convenience of facilities, number of information facilities, appropriateness of information facilities, information offered, safety and convenience. Based on the analysis of the interrelation between variables, it was found that the visitors were more satisfied after their visit than they expected to be. The results of the study suggest which variables make the greatest contributions to facilities maintenance or improvement and which can be adapted to maximize user satisfaction.

This study examines the feasibility of gross tonnage (GT) measurement using 3D point cloud technology as a digital alternative to traditional manual methods. While ships over 24 m follow standardized regulations under the 1969 Tonnage Measurement Convention (TMC), those under 24 m are subject to diverse national rules, often based on simplified formulas. In this study, 3D point clouds were acquired using laser scanners for two Korean vessels—a government-owned ship over 24 m and a fishing vessel under 24 m. After post-processing, the enclosed volume was estimated using a convex hull algorithm and compared with GT values calculated under national standards. The point cloud-based method showed minimal variation, with a maximum difference of 0.30 % in volume and 0.23 TON in GT. These results indicate that 3D scanning provides a reliable and accurate alternative for GT measurement and offers potential for broader institutional adoption through standardized digital workflows.
현장 실무자 인터뷰를 통한 공동주택단지 친환경요소 변경원인과 결과에 대한 연구

Since 1980, many Koreans are interested in environmental problems. As improvement of the conditions of national life with high-income and high-school career, many demands for amenities in the city and housing complex have been increased. The policy which is the liberalization of apartment sales price in 1999 make develope constructions of environment-friendly housing complex. This study is designed to analyze causes and problems by generating the process of construction ecological outdoor space, give alternative solutions the problems for improvement quality of outdoor space in environment-friendly housing complex. Specialists who planned and constructed the cases are interviewed, and then improvement plans are offered on the basis of interview which is analysed. As a result, the levels of the elements in plan and design are similar to each case. In spite of the capacity rates which cases are various. It is becoming intensively to green network systematization, eco-pond creation, stream creation, various plant species, pedestrian road, permeable pavement. Also the contents of elements are similar. There are total eight interviewees who are designers and constructers, and the contents of interview are divided two items. One of them is the their opinion whether the intented environment-friendly design is expressed and the construction is reflected or not. The other one is the cause of problems of construction and charged contents in the process of design and construction.
