Korean government has established the Government Funded Research Institutes (GFRIs) for achieving national competitiveness in science, economy, and society areas since 1966. Recently, Korean government pay increasing attention to evaluating GFRIs’ performance for improving their efficiency of research performance and research competitiveness, mainly because the R&D ability of industry and university has been increased dramatically. The purpose of this paper is to suggest the competitiveness analysis model for GFRI. To validate the usefulness of the proposed model, the case study was conducted with the 13 GFRIs included in Korea Research Council of Fundamental Science & Technology (KRCF). In particular, the model adopt four perspectives in Porter’s Diamond model (Porter, 1990) to analyze the competitiveness of KRCF GFRIs from the various perspectives.

Predicting the preferences of users and providing the personalized services/products based on users’ preferences is one of the important issues. However, the research considering users' preferences on context-aware computing is a relatively insufficient research field. Hence, this paper aims to propose a framework for providing the personalized services based on context history in context-aware computing. Based on this framework, we have implemented a prototype system to show the feasibility of the framework. Previous researches have reasoned the preferences of the user considering only the user's input, but this research provides the personalized services using the relationship between users' profile and services.

There is no doubt Six Sigma is an excellent concept to improve quality of product or service. However, limitations to Six Sigma’s implementation process have been discovered that are related to Six Sigma’s foundation in statistical methods. The limitations of Six Sigma are overcome by the advantages of a strategic CoP (Community of Practice). Therefore, this research tries to build a strategic CoP for implementing Six Sigma. The method for building a strategic CoP is suggested, and then a case study of a real company is presented.

There is no doubt Six Sigma is an excellent concept to improve quality. However, the limitation of Six Sigma happened during implementation process are discovered, because the core of Six Sigma is statistical methods. The limitation of Six Sigma is overcome by advantages of strategic CoP (Community of Practice). Therefore, this research tries to build strategic CoP for implementing Six Sigma. The method for strategic CoP is suggested, and then the case study was performed to apply this method to real company.

The importance of collaboration has long been emphasized not only within an organization but also among organizations. Many companies collaborate on a project with partners for the accomplishment of strategic goals. Without collaborations, access to partner’s knowledge or skill would probably be restricted and innovation among organizations could not be realized. However, a research on project management has focused on the tools of management instead of making an effort to increase collaboration between the owners and contractor organizations during the project. The main objective of this paper is to present an inter-organizational collaboration model based on CoP to support successful implementation of engineering projects. The proposed model demonstrates that project management with collaboration is critically essential for not only simple achieving the success of engineering projects, but also reaching strategic goals that eventually enrich the organization’s overall performance and capability. And then a case study was performed with a real company to apply this model. Finally, the effect of the proposed model was validated by the user test.

This paper focuses on method of setting priorities for telecommunications Standardization Work Areas(SWAs). To make a strategic plan for telecommunications standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. We mainly used the Analytic Hierarchy Process(AHP) and a modified Delphi technique as a method for planning process. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAs(Standardization Work Areas) and SWIs(Standardization Work Items) is being increased continuously. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding telecommunications standardization grows increasingly important. To cope with these challenges and to make the more efficient use of the limited standardization resources, i. e., time, financial, personal resources, we will suggest logical and rational approach that is a backbone of strategic plan for telecommunication standardization. The telecommunication standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approach. Our method is based on a combination of a modified Delphi technique and an application of AHP(spreadsheet model). Analyzed data from Delphi technique is used as inputs to AHP. In addition we also focus on the technique how to combine group judgments and to handle a large number of comparisons.
