충북지역 도시방재계획의 도시계획적 진단과 발전방향 : 도시계획서 분석 및 전문가 의견조사를 중심으로

본 연구는 도시방재계획의 현황을 도시계획적 차원에서 진단하고 그 발전방향을 도출하고자 하는 목적하에, 충청북도의 조례와 지침중 도시방재 관련 사항을 정리하며, 충청북도 지방도시계획위원회 회의록 및 관련자료를 검토하여 방계계획의 취급 수준을 파악하였다. 실제 도시계획 상황에 대한 진단은 도시계획 보고서를 대상으로 도시방재계획의 위상을 분석하고 평가하였다. 또한 도시방재계획의 위상과 관련 전문가의 인식수준을 평가하고 이를 바탕으로 향후 바람직한 도시방재계획의 위상을 설정하기 위해 필요한 사항을 분석하고자, 도시방재에 관한 일반의식 수준, 도시재해에 관한 대처방안, 도시방재계획의 평가방향 등을 중심으로 설문조사를 실시하였다. 이상과 같은 충북지역의 방재계획에 대한 도시계획적 진단을 바탕으로 도시방재계획 관리체계의 방향 도출과 도시방재계획의 향후방향 제안을 시도하였다. This paper examines the status quo of the existing urban disaster prevention plans in Chungbuk Province and suggests alternative orientations for the future application. Its methodological themes center around the systematic compilation and accountability of disaster-related ordinances, mostly hinged on evaluation of major disaster items documented in various urban master or revision plans. In addition, it recommends the concrete guidelines and contents in disaster prevention plans, both of which are based on the aggregated results of expert opinion survey in and around Chungbuk Province. In order to tackle with diverse and unpredictable disasters which are well observed in modern urban society, this paper urges that the relatively weak legal and planning standards of the existing disaster prevention plans have to be immediately revised. For instance, the paper vividly shows that the present dimension of disaster prevention plans within the existing master plans and perception of specialist are not satisfactory mainly because of the internal limitation of the existing plans. Secondly, it seems imperative for planners to pay attention to systematic operation and management, even starting from the early development stage of urban disasters. Lastly, it proposes the alternative checklists given to measure the suitability of the disaster plans.

환경적 측면에서의 공간개발 관계법 평가 및 개선방안 연구

본 연구는 지속가능하며 환경적으로 건전한 국토 공간개발을 도모하기 위한 제도적 개선방안 도출을 목적으로 한다. 이를 위해 우리 나라 주요 공간개발 관계법을 대상으로 문제점 분석과 평가 및 개선방안의 도출을 시도하였다. 평가 결과 현행 법규의 환경성이 미흡한 것으로 나타났으며, 특히 개발사업 관련법규와 산업입지 관련법규는 환경성 측면의 고려가 극히 미흡한 것으로 드러났다. 또한 국토이용제도의 환경보전형 개념정립을 위해서는 환경관리계획을 포용한 국토이용관리계획의 위상확립과 공간계획 관련법의 체계화가 중요하다는 점이 도출되었다. This paper examines the status quo of the existing space development laws and ordinances, and suggests institutional improvement devices and alternative orientations for the future application in environmentally sound and sustainable development. For this, we try to analyze the problems of major space development laws and ordinances and find out the proper evaluation and improvement system. As a results, the existing laws are insufficient in environmental standard it recommends improving the national land use system and systematizing laws and ordinances.

재해가 시민의 안전에 미치는 피해에 대비하기 위해 도시계획 차원의 대처방안을 모색하고자 본 연구는 도시계획 차원의 바람직한 방재계획기법을 토지이용 측면을 중심으로 고찰하였다. 현행 법규의 도시방재 관련조항을 분석하고 도시계획입안시 지침을 평가하였으며 도시계획 보고서의 방재계획 실효성 평가를 위한 기초적 틀을 제시하였다. 우리나라에 적용가능한 都市防災計劃의 표준지침 작성과 도시방재시절의 결정 및 설치기준의 작성, 토지이용계획을 중심으로 도시계획의 각 부문계획에 防災計劃의 확대 적용을 위한 준거를 마련한다는 취지의 기초연구로서 의의를 가진다. This paper examines a desirable disasters prevention planning technique focusing urban landuse planning, groping for provision against disasters damaged on residental safety. For this, I analyze items related to the urban disasters prevention for the law in force, evaluates guide for urban planning drafting, presents fundation frame for evaluation about disasters prevention planning of urban planning roports. It is significant for standard preparation, drawing up applicational standard guide for urban prevention planning, drawing up the decisive and establishing standard of urban prevetion facilities, applying urban prevention planning for a setional urban planning centering around landuse.

4차 산업혁명이나 인공지능이 도래하는 미래에 대한 논의는 최근 사회 여러 분야 에서 다각적으로 이루어지고 있다. 이러한 과학기술의 진보는 고도의 지식정보 사 회를 가능하게 할 것이며 축적된 정보와 지식을 보다 효율적으로 분류할 수 있는 인공지능이 인간의 뇌를 대체할 것이라고 전문가들은 예견하고 있다. 때문에 미술 관이나 박물관 같은 문화기관도 단순 지식정보를 나열하는 콘텐츠 중심의 운영이 아니라 창의적인 교육 플랫폼으로서의 참여적 기능을 더욱 요구받게 되었다.

본 연구는 전국 도시공학관련학과가 교과운영상의 당면하고 있는 문제점들을 살펴보고 교과목의 발전방안을 모색하고자 하는 목적을 갖는다. 전국 도시공학관련학과들 중에서 23개 대학을 대상으로 교과목의 개설 현황과 특성 및 졸업생의 취업현황을 조사 · 분석하였다. 사회적 수요를 파악하기 위해 설문조사에 의해 필요교과목을 조사하였으며, 각종 자격시험과 대학원 과목과의 관련하에 바람직한 교과를 도출하였다. 이러한 조사를 바탕으로 중요과목 교과계통을 중심으로 바람직한 교과목 모델을 제시 하였다. This paper aims at examining and searching the appropriate development methods for it's curriculum, the issues in the urban engineering field. For this, the present state of opening curriculum and employment for 23 university in our country are analyzed. Furthermore it is investigated essential curriculum for social demand by sample survey, and examined subjects for qualifying examinations and graduate course. Based on these surrey, desirable curriculum model centering essential subjects and curriculum is suggested as final results.

본 연구는 기존 조적조 주택에 컨테이너를 주요 구조부로 활용한 컨테이너 하우스의 계획, 설계, 시공상 유의점 도출을 목적으로 한다. 바닥구조, 벽구조, 기둥 등에 한하여 주요 구조부재인 수평재의 구조성능 규명과 설계기준 작성을 위한 기초자료를 도출하였다. 조립식 컨테이너의 유형별 활용방안 및 계획, 시공에 관련된 분석을 통해 기업체의 기술개발 및 투자방향을 제공하였다는데 의의가 있다. This paper aims at searching the attentiveness in planning, design and construction procedure of the container house where container is used as core framework. And we try to produce research fundamental materials for the construction performance and design standard. This study is significant in that produces direction of technical development and investment through general analysis in planning, design, and practical use for the prefabricated container house.
