Systematic classification system for standardization in telecommunication is essential to the standardization R&D strategy. This paper suggests a new reference model for development of work area and classification scheme related to the telecommunications standardization. : Cubic and matrix approach. Standardization Work Areas (SWAs) that are upper level of the reference model are classified by its main role and function reflecting the market trends and user needs. Standardization expertise is lower level sheme, which can be regarded as the different possible layers of standardization to be applied to each one of the SWAs grouped under upper level sheme. A new reference model consists of two planes that are SWAs plane and Standardization layer plane. Finally the reference model for classification of SWAs in telecommunication mapping onto matrix table that row and column are defined by SWAs and standardization layer respectively.
정보통신 중점 기술 표준화 로드맵(2004 판)(초안) 수립

TTA에서는 2002년부터 매년 Rolling Plan으로서 정보통신기술 표준화 특성을 고려한 국내 중점 표준화 대상기술을 선정하여 기술표준화 로드맵을 수립하고 있다. 본 고에서는 지난 9월 18일$\~$19일 100여명의 전문가가 참가한 가운데 한국전산원에서 성황리에 끝난 정보통신 중점 기술 표준화 로드맵(2004판)(초안) 검토워크숍 결과를 토대로 현재까지의 진행 현황 및 향후계획을 소개한다.

This paper focuses on the method of setting priorities for telecommunications standardization work areas (SWAs) and standardization work items (SWIs), detailed sub-areas of each SWA. It is based on prioritization of SWAs to make a strategic plan that usually includes prioritization, resource allocation and standardization schedules for each SWA in telecommunications field. We applied the simple Delphi technique and the Analytic Hierarchy Process (AHP) to the prioritization process. We also introduce 0-1 integer programming for resource allocation using the AHP result. We present analyzed results according to the proposed process. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.
WWW상에서의 온라인 정보통신표준 개발 시스템 설계 및 구현

정보통신 표준화 기구들은 최근 동 분야가 국가 및 시장 경쟁력제고에 있어 전략적 수단으로 부상됨에 따라 더 많은 새롭고 복잡한 표준들을 보다 짧은 시간 내에 개발해야 한다는 문제에 직면하고 있으며, 이러한 문제 의 해결을 위해 이들은 표준개발절차의 많은 부분들을 전자화 시킨 소위 전자적 표준개발시스템 혹은 전자적 문서처리시스템의 구현을 꾀하고 있다. 본 논문에서는 이러한 정보통신분야의 환경변화에 효율적으로 대처하기 위해 국내 표준화 환경 및 표준화 순기(표준(안)연구개발표준(안)제안의견수렴표준화위원회 승인표준(안)확정)에 따른 Workflow기반 표준(안) 개발 환경을 WWW상에서 설계 구현한 표준정보유통망(SICN : Standards Information Cooperation Network) 시스템을 소개한다 구현된 온라인 표준개발 시스템은 기존의 인터라넷(Intranet)기반의 시스템과는 달리 개념적으로 인터넷의 제3물결이라 할 수 있는 엑스트라넷(Extranet) 개념의 Workflow 기반 시스템이라 할 수 있으며, 이는 향후 '가 상 표준 개발망(VSDN : Virtual Standards Development Network)'으로 확장 구현될 예정이다. Recently Standards Developments Organizations (SDO$\_S$) in the field of Information and Communication recognize that "More new and more complex standards should be developed in shorter time". To cope with this challenge they try to construct Standards Information Cooperation Network (SICN) or Electronic Document Handling (EDH) systems for efficient standards development process. This paper presents the design and implementation of an Extranet based Web system dedicated to effective on-line standards making environments. The system, which is called SICN (Standards Information Cooperation Network), is a workflow-based network application created with a view to fostering faster standards development with functionalities such as an electronic signature mechanism, electronic voting, comment gathering and dynamic links for ready retrieval of standards information stored in a database. This paper also describes the concept of a VSDO (Virtual Standards Development Organization) that supports all the features needed by the relevant standards making bodies to carry out their activities in dynamic on-line environments.ironments.

In this paper we present an integrated methodology for strategic planning in telecommunications standardization. Especially this paper focuses on the method of setting priorities for telecommunications SWAs(Standardization Work Areas) and related SWIs(Standardization Work Items). To make a strategic plan for telecommunications standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs, Our methodology integrated various existing methods including the Analytic Hierarchy Process(AHP) and a modified Delphi technique. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of those technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAs and SWIs are being increased constantly. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding standardization bring about new challenges and opportunities. Due to all these trends, strategic planning for telecommunications standardization grows more and more important. To cope with these challenges and also to make the more efficient use of the limited standardization resources including time, financial, human resources, we suggest more logical and rational approach that will be a backbone of strategic plan for telecommunications standardization. The telecommunications standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approaches. Our method is based on a combination of a modified Delphi technique and an application of AHP(Liberatore's spreadsheet model). Analyzed data from Delphi technique is used as inputs to AHP. In addition, we also focus on the technique how to combine group judgments and to handle a large number of comparisons. We present analyzed results including Pilot and Full Scale Survey according to the proposed process. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.
