        The twice of the oil price fluctuation in 1970s has not only stagnated the world economis but also enlarged the deficit breadth of the international balance. Especially, our country that has facilitated the economial growth by leading the foreign exportation has made backdown of the economical growth to 5.7% entering into 1980 by the influence of such exportation's facilitation and hardly gotten off from the international balance. Thus summarizing the points of improvement of these is as the following: a. Strong support to the agricultural field b. Strengthening the international competition of the export items, and varying the markets. c. Decrease of dependance on the overseaes d. Reformation of the industrial structures consuming the large energy and decrease of the coefficient of the raw material's incorporation. e. Improvement of double economical structures and execution of the more reliable economic policy Since a lot of things to improve other, than things described above, in our economics. incidental to resources, capitals poverty. stagnation, pressure of the oversease exportation and etc, are faced, it is desirable that the more fundamental problems shall be solved one, not by the temporary, emergency action.

      • 韓國 貿易管理의 國際化를 위한 制度的 改善方向 : WTO 體制와 관련하여

        In the world now, the nationalization of economic activities is leaping forword and the necessity for levelling and harmonization of each country's systems and customs followed by market opening and liberalization are inevitable. If the gaps of systems or customs remain unchanged, it is undesirable not only for the problem of unfairness or effectivneness of resourse distribution but also for the enhancement of free trade. Recently WTO makes every effort to adopt the principles of non-discrimination, consultation, reciprocity and transparency to the trade polices and systems of member countries. Especially, in GATT 2 Group, the member countries agreed enforce the Trade Policy Review Mechanism (TPRM) as soon as possible to multiply the transparency and unterstanding about the trade policy, system and customs fo the countries, thereby facilitating the multilateral trade functions. With this trend, multilateral observation and regulations were intensified and bilateral trade pressure of developed countries for fair trade is still in force. So it seems that the application of the internal systems inconsistent with the international trade laws will be greatly affected. The result of UR negotiation will make a great influence on the Korean trade systems in the future. As the current trade management system adopted the transit of international trade situation to the utmost in the year when it was legislated, it is on the level of great advance. But foreseeing the result of UR negotiation now in progress, we can not expect that the revision of trade management systems including some special regulatons will be inevitable. The betterment of our trade Management systems should be revised and supplemented by reviewing the related regulations and systems that are scheduled to establish through the WTO regulations. Furthermore, its enforcement and operation should be opening to public and consistent for the lift up our public confidencd of trade policy. Facing the change of international trade environment in a positive and affirmative way, our country should set up a position that can meet the current problems which may happen at times.

      • 貿易政策史에 관한 硏究

        Foreign trade policy is the one which a nation frames so that foreign trade may help the people in the economic life. As everybody knows, foreign trade policy has been framed from the theory of free trade or protective trade. Every nation adopts either of the theories according to the individual situations. For all ages, the theory of free trade has been adopted by high-developed nations and the theory of protective trade, by underdeveloped nations. Owing to the worldwide prosperity after the World War Ⅱ, the theory of free trade was adopted by both high-developed nations and underdeveloped nations. And the theory contributed much to the development of world economy. After the oil shock in the 1970's, however, almost all nations in the world have been turning to the protective trade policy for their own economic interests. We can't tell easily which is appropriate between the two foreign trade Policies (the free trade policy and the protective trade policy). The estimation will be made only from the historical viewpoints. In the writer's opinion, the free trade system is considered appropriate for the economic interests of the world. It enables a nation to increase exports with its underground natural resources and abilties.

      • 스넥코너에서 채취한 튀김기름의 신선도에 관하여

        대구 시내 전역에 산재해 있는 튀김 음식점과 스넥코너등에서 튀김중인 기름에 대한 변패도를 알아 보기 위해 여름철과 겨울철 두 계절에 또 튀김물의 종류별로 시료 186개를 채취하여 산가, 과산화물가, carbonyl가 및 TBA가를 측정한 결과는 아래와 같다. 1. 산가, 과산화물가, carbonyl가 및 TBA가는 각각 2.2, 47, 19, 0.7로 나타났다. 2. 여름철로가 겨울철을 비교해 본 결과는 산가, 과산화물가, carbonyl가는 여름철이 높았으나 TBA가는 두 계절이 비슷하였다. 3. 튀김물의 종류에 따른 기름의 변패도는 오뎅, 핫도그, 닭, 야채, 도나스 순으로 나타났다. In order to investigate the degree of changes in quality of frying oils to be used atsnack corners and street stalls in Taegu area. acid value (AV), peroxide value(POV), carbonyl value (COV), and TBA value were measured. 95 samples insummer and 91 samples in winter were collected from oils fried for fish cake, hotdogs,chicken, vegetable and doughnuts. The mean value of AV, POV and COV on the fryingoils collected in summer were higher than those in winter, while TBA value of oilsin summer ·was similar to that in winter. According to the kinds of fried food, thedegree of the change in quality of frying oil was high in order of fish cake, hotdog,chicken, vegetable ana doughnut.

        도시재생사업 건설단계의 참여주체별 위험인지 체크리스트 개발

        최근 활발히 진행되고 있는 도시재생사업과 같은 대규모 복합개발사업은 사업기간이 길고 다양한 사업주체들이 참여한다. 이러한 특성 때문에 사업추진 과정상 많은 위험요인들을 내포하게 되고 이를 관리하는 것은 사업의 성패에 큰 영향을 미친다. 그러므로 도시재생사업에서 위험을 인지하고 대응하는 일련의 위험관리 과정은 정확하고 체계적으로 수행되어야 한다. 위험관리과정에서 위험인지단계는 다양한 위험요인을 인지하고 그 위험의 성격을 규정하는 첫 단계이며, 위험을 인지하는 기법 체크리스트는 가장 보편적이고 실용적인 방법이라고 할 수 있다. 따라서 본 연구에서는 도시재생사업의 개발단계에서 사업주체들의 업무를 분석하고, 위험요인을 도출하여 사업주체별로 위험을 분류하는 체크리스트를 제안하였다. 이러한 주체별 위험인지 체크리스트는 실무자가 쉽게 위험을 파악할 수 있는 도구로써, 도시재생사업과 같이 다양한 사업주체들이 자신은 물론 다른 사업 참여자들의 위험을 인지하는데도 효과적일 것이라고 기대된다. The mixed-use development project like urban regeneration project has been enforced with long period and participation of various stakeholders. For this character, lots of risk could be occurred during the process of project and the project's success or failure depends on the risk management. So the process of identifying and responding to risks in urban regeneration projects should be followed systemically. The risk identification phase is the first step to identify risk factors and define risk's character. One of the risk identification methods, the checklist, is the most practical and well-known one. This study suggests the check list that devide risks classified by stakeholders through analizing tasks of stakeholders and drawing risks. This kind of checklist which handles risk factors classified by stakeholders is an easy tool to identify risks and expected to be effective to find risks for various stakeholders and themselves in the urban regeneration projects.
