국내 관광경찰 도입에 따른 지역사회 주도형 관광경찰 활동전략에 관한 연구

Tourists consider others in addition to crime rate when judging the security level of travel destination. They select travel destination by various information such as very sensitive political problem, social & economic problems, natural environment, terrorism information, and security related press releases and plan the travel schedule. In addition to this, potential selection of travel destination is related to how fast security problem and inconvenience can be measured. Due to such reason, many countries provide security service to respond to security problem and to remove inconveniences by establishing tourist police if security matter occurs during travelling. Such tourist police is charge of travel security service by implementing security focused tourist police activities and service-oriented tourist police activities in strategical aspect according to the situation of each country for safer travelling. However, these two strategies are made focusing on foreign tourists. Korea also introduces tourist police strategies of foreign countries by benchmarking. But foreigners feel difficult to find out such inconveniences and security threats of foreign tourists and without supports and help of community members of travelling area, these will not be solved actually. Therefore, community leading type tourist police strategy suggested by this article should be introduced. In particular, in an aspect that travelling is related to travelling satisfaction, the matters more directly related to the travelling should be solved with members in travelling area, in other words community members who are directly related to the matters of community. It`s because multiple inconveniences including security matter can be solved through community leading type tourist police activities. According to this, this study shows newly introduced tourist police system and tries to apply community leading type tourist police activities as a security strategy of tourist police. Also, this study suggested strategy and operational aspect of tourist police in each country and made a policy suggestion needed to community leading type tourist police activity by suggesting strategical characterization, understanding & cooperation system of community leading type tourist police, a plan to share the strategy of community leading type tourist police activity, and native cooperation strategy through the analysis of newly established tourist police.

한국 관광경찰의 업무범위에 대한 실증적 연구

이 연구의 목적은 시행된지 2년이 지난 한국의 관광경찰제도와 관련하여, 관광경찰의 업무범위와 관련된 내용을 분석하여 관광경찰의 나아갈 방향을 모색하고자 하는 것이다. 현재 운영되고 있는 관광경찰대의 업무범위 및 방향에 대한 심층면접을 통하여 자료를 수집하고 질적연구분석 프로그램인 NVivo 10.0을 이용하여 자료를 분석하였다. 실증분석결과 서울지방경찰청에서 주로 하고 있는 업무는 법집행과 순찰로 분석되었다. ‘순찰’은 관광경찰대의 설치 초기에 서비스지향적인 업무를 강조하면서 당연히 포함된 것이며 특정 관광지에서의 범죄예방 기능과 관련하여 당연히 수행하는 업무라 할 수 있다. ‘단속’과 연계하여 나타나는 것은 ‘실적’, ‘성과’, ‘건수’, ‘적발’ 등의 단어가 표현되었으며, 지리 안내 등과 같은 서비스적 측면에서의 활동과 대조되는 언급이 주로 나타나는 것으로 분석되었다. 범죄의 예방 측면에서 순찰기능은 당연한 것이나, 관광경찰대원들은 ‘단속’중심의 활동보다는 ‘서비스’ 중심의 역할을 더 중하게 인식하고 있어, 향후 관광경찰의 활동방향을 설정하는데 조직과 구성원간의 인식차이는 매우 중요한 부분이라 할 수 있다. This study was examined for working area focused on the tourist police in Seoul Metropolitan Police Agency. Seoul Metropolitan tourist police operates that is installed the first in korea. Though in-depth interviews, we collected and analyzed data on the purpose of the tourist police, operating direction, span of working area. The survey was conducted for tourist police officers in the Seoul Meropolitan Police Agency, and analysis of the data was carried out through a quantative research analysis program NVivo 10.0. Research result is summarized as follows. Main function of tourist police is law enforcement and patrol. First funciton of Tourist police is patrol for crime prevention in special area, for example, souvenir shop, scenic spot, tourist facilities, etc. And second function is law enforcement for crime prevention, order maintenance. Law enforcement of tourist police is related to actual result, performance, number of law enforcement. As an analysis result, tourist police officers have recognition that more important fuction is service(preventive patrol) rather than law enforcement. But, Seoul Metropolitan Police Agency emphasis on law enforcement rather than service-oriented policing. Therefore, We must have concern that reducement of disparity between tourist police officers and Police Agency is very important for possibility of future growth of tourist police. The study also includes the meaning of results, discusses the limitations of the study, and suggests tourist police.

한국의 관광경찰 발전요인에 관한 연구

Since the inauguration of President Mun Jaein, the core direction of government operations emphasizes economic growth and the future of the job, the tourism industry is also recognized as the driving force of the national growth industries. In order to ensure the safety of its tourists, the government launched the Seoul Tourist Police (101 people) on October 16, 2013, and is operating in Busan (35), Incheon (24), and the Tourist police agency in July 2014. The tourist police provide a variety of tourist policing services such as crime prevention, illegal activities, tourist inconvenience, tourist information, and tourism in Korea, where all tourists looking for a comfortable and enjoyable journey. These tourist police are expected to play a lot in the upcoming event of the Pyeongchang Winter Olympics in 2018. Also, due to the holding of the Pyeongchang Winter Olympics in 2018, tourist destinations across the country are expected to be more likely to be visited by foreign tourists, and the need for tourism police and police officers to promote various activities to ensure the safety of tourists is being raised. The purpose of this study is to provide a plan for the development of tourist police through the analysis of the importance and factors for the development of Korean tourism police, in order to be prepared for the daily use of foreign tourists visiting national tourist destinations. In order to perform the purpose of such research, the study conducted an analysis on the four factors of the 'political factors, the factors, the organizational factors, and the socio-cultural factors ' as a factor of the development of the tourism police. As a development measure, "to raise a long-term promotion system for tourism policy, to strengthen the Government's tourism Organization, to promote the role of tourism police in the police organization, Gyeongjeㆍ social ㆍ Cultural Factors" was presented mainly. 문재인 대통령 취임 이후 국정운영의 핵심방향이 경제성장과 일자리 내세움을 강조함에 따라 관광산업도 국가성장 산업의 동력으로서 그 중요성이 인식되고 있는 실정이다. 이에 정부는 관광객들의 안전을 보장하기 위하여 2013년 10월 16일 서울 관광경찰대(101명)를 출범하였고, 2014년 7월 부산(35명), 인천(24명)의 관광경찰대가 출범되어 운영 중에 있다. 이러한 관광경찰은 관광지의 범죄예방, 불법행위 단속, 관광불편처리, 관광안내 등 다양한 관광치안서비스를 제공하며, 대한민국을 찾는 모든 관광객들이 편안하고 즐거운 여행이 되도록 관광한국의 지킴이 역할을 수행하고 있다. 이러한 관광경찰은 앞으로 다가올 2018년 평창 동계올림픽 개최시에도 많은 역할을 할 것으로 기대하고 있다. 또한, 2018년 평창 동계올림픽 개최로 인하여 국내 전국의 관광지는 많은 외국인 관광객들이 방문할 개연성이 높을 것으로 예상되고 있으며, 이에 관광경찰과 경찰은 관광객들의 안전을 도모하기 위한 다양한 활동을 추진하여야 할 필요성이 제기되고 있다. 이에 이 연구는 외국관광객의 전국 관광지 방문의 일상화에 대비하기 위하여, 한국 관광경찰의 발전요인에 대한 중요성과 요인별 분석을 통하여 관광경찰의 발전방안을 제시하는 데 그 목적이 있다. 이러한 연구의 목적을 수행하기 위하여 이 연구는 관광경찰의 발전요인으로 ‘정치적 요인, 행정적인 요인, 조직적인 요인, 사회ㆍ문화적인 요인’의 4가지 요인을 개념 정의 및 요인분석을 실시하였으며, 발전방향으로서 ‘관광정책에 대한 중장기적인 추진체계 마련, 정부내 관광조직차원의 대응강화, 경찰조직내의 관광경찰의 역할증진, 경제ㆍ사회ㆍ문화적 요인’을 제시하였다.

관광경찰의 협력치안 구축 및 근무환경 개선에 관한 연구 -서울경찰청 관광경찰대를 중심으로-

Established in October 2013 in Seoul, Korean Tourist Police is taking center stage as a trustworthy guardian of Korean tourism which is attracting 15.5million foreigners annually. Following the trend of sharply-increasing number of foreign tourists, Korean Tourist Police was introduced to enhance the quality of Korean tourism, thereby providing safety and comfort to the tourists. A Study on was conducted by examining through advanced researches on Tourist Police as well as the survey data collected from auxiliary police officers assigned to Tourist Police. The goal of the research is to suggest a proposal of improvement in terms of constructing a cooperative-policing with government organizations and betterment of working condition. A Study on conducted a survey sampling Tourist Police officers and auxiliary police officers. The questionnaire was comprised of 15 questions related to ‘Cooperative-policing’, Working condition of Tourist Police and demographic factors. Descriptive statistics was used as our choice of studying method to examine samples, along with Multi-regression Analysis used to draw the significant factors. 2013년 10월 서울에서 발족한 관광경찰은 외래관광객 1550만명 시대를 이끌어 가는 한국관광의 든든한 지킴이로 각광받고 있다. 외국인 관광객의 급속한 증가 경향에 의해 도입된 관광경찰은 외국인 관광객들이 편안하고 안전하게 여행할 수 있도록 우리나라 관광산업의 질적 수준을 향상시키는 역할을 하고 있다. 본 연구는 창설 4년을 맞이한 관광경찰대에 대한 선행연구를 검토하고 서울지방경찰청 소속 관광경찰대원들을 대상으로 한 설문조사를 토대로 정책기관과의 협력치안 구축 및 근무환경 개선을 통해 향후 관광경찰에 대한 발전적인 방향을 제시하는 것에 목적이 있다. 본 연구는 서울지방경찰청 소속 관광경찰대 근무 경찰관과 의경 등 100명을 대상으로 한 설문조사를 실시하였다. 설문내용은 기존의 선행연구를 토대로 정책기관과의 협력치안, 관광경찰의 근무환경, 인구통계학적 특성 등 총 15문항으로 구성하였다. 분석방법으로는 설문 표본에 대해 검토하고자 기술통계분석을 실시하였고, 요인별 영향요인을 고찰하기 위해 다중회귀분석을 실시하여 결과를 도출하였다.

Research prospects for the role of tourist police in Korea

The study is to review the relationship between tourism and crimes in tourist areas, emerging issues related to convenient tourism for foreign visitors, and the necessity of tourist police. Some suggestions for research prospects related to tourist police are as follows. First, efforts to improve safety and security must be executed at the national level. Also, efforts by the central and local governments are needed to improve safety in areas frequented by foreign tourists. Secondly, police stations need to recognize that tourist police are needed. There must be a comprehensive analysis of necessary countermeasures to various situations that threaten tourist safety and security in specific tourist destinations. Thirdly, the division of labor between tourist police and local police should be clear. This is essential for the effective application of limited manpower and defining responsibilities. Fourthly, by making partnerships with local tourism business associations including hotel/motel, convention and visitor bureaus, and chambers of commerce, the tourist police unit should develop joint programs to prevent crime before it happens. Fifthly, tourists need to be informed and educated on crime prevention by creating websites, brochures/leaflets, and tourist crime bulletins. Lastly, areas patrolled by tourist police should be expanded. Tourism academics should become involved in these issues for further research on tourism and crime.

관광경찰제에 관한 법리적 검토

The purpose of this study is to analyze the tourist police system that has been in place since 2013 from a legal point of view, draw up its problems and present desirable policy improvement measures. Various prior studies on the tourist police have been carried out since the system was introduced, but this study can be differentiated from existing studies in that it attempts to analyze the system from a legal point of view. The problems of the tourist police system pointed out in the study are as follows: First, given the security situation in our country, the discriminatory policing of foreign tourists through the tourist police raises the legal problem of constitutional inequality. Second, requiring the general police to carry out the tourism safety activities for the development of the tourism industry runs counter to a series of ‘Entpolizeilichung’ development processes that systematically separate the emergency police administration from the general administrative office execution process. Third, it is against the principle of statutory reservation, that the general judicial police, who do not have the right to administrative control, intervene proactively in acts violating various administrative regulations in the tourism industry without substantial charges of crimes. Fourth, under the current law, the duty of the municipal police is to protect the residents and the national police is to protect the people, not foreign tourists. Fifth, under the constitutional system it is reasonable to regard the tourism policing as affairs of local government for promoting the welfare of the region and it is more efficient to conduct it in practice as an municipal office with administrative control and special judicial police authority. 이 연구는 2013년부터 시행 중인 관광경찰제도를 법적 관점에서 분석하고그 문제점을 도출하여 바람직한 정책개선방안을 제시하는데 그 목적을 둔다. 제도도입 이후 관광경찰에 관한 다양한 선행연구가 진행되었으나, 본 연구는법적 관점에서 제도분석을 시도한다는 점에서 기존 연구와 차별화될 수 있다. 연구에서 지적된 관광경찰제도의 문제점은 다음과 같다. 첫째, 우리나라의 치안상황을 고려할 때 관광경찰을 통한 외국인 치안우대의차별적 치안정책은 헌법적 문제점을 야기한다. 둘째, 관광산업의 발전을 위하여 부수적으로 수반되는 관광치안활동을 일반집행경찰이 수행하도록 하는 것은 급박한 위험방지 사무와 일반행정 사무수행과정에서의 부수적 경찰행정을 조직적으로 구분하는 일련의 탈경찰화 발전과정에 부합되기 어렵다. 셋째, 행정단속권을 보유하지 않은 일반사법경찰이 범죄의 상당한 혐의가 없이 관광산업의 다양한 행정법규 위반행위에 사전적으로 개입하는 것은 법률유보원칙에 반한다. 넷째, 현행법상 자치경찰의 직무는 주민보호, 국가경찰은 국민보호를 대전제로 하므로 외국인 관광객 보호를 포섭하기 곤란하다. 다섯째, 관광경찰사무는 지역의 복리증진사무로서 헌법체계상 국가사무가 아는 자치사무로 보는 것이 타당하고, 실무적으로도 행정단속권과 특별사법경찰권을 보유한 자치단체에서 수행하는 것이 보다 효율적이다.

관광경찰대 도입에 따른 구성원의 적응단계 구분에 관한 연구

본 연구는 국내 최초로 설치되어 운영되고 있는 서울지방경찰청 관광경찰대를 중심으로 관광경찰대의 도입과 적응단 계에 관한 인식을 조사한 것이다. 관광경찰대의 목적, 운영방향, 활동분야의 성격, 근무 환경에 대한 심층 면접을 통하여 자료 를 수집하고 분석하였다. 관광경찰대 경찰공무원들의 활동에 대한 인식은 향후 관광경찰대 설치에 많은 영향을 줄 수 있다. 조사는 서울지방경찰청 관광경찰대 소속 경찰공무원 16명을 대상으로 실시하였으며, 자료의 분석은 질적 연구 분석 프로그 램인 NVivo 10.0을 통해 진행되었다. 관광경찰대원들의 업무 경험에서 나타나는 인식을 착수기, 시행착오기, 숙련기, 관망기 로 구분하였으며, 각 단계별 차이를 분석하였다. 각 단계는 개인별․근무 기간에 따라 차이를 나타냈으며, 관광경찰대의 정착 과 완성도에 대한 견해도 차이를 나타내고 있음을 확인하였다. This study was examined for perception of introduction and adaptation stages focused on the tourist police in Seoul Metropolitan Police Agency. Seoul Metropolitan tourist police operates that is installed the first in Korea. Through in-depth interviews, we collected and analyzed data on the purpose of the tourist police, operating direction, the areas of activity, job characteristics, working environment. Awareness about activities of the tourist police members can have a significant impact on tourist police installations in the future. The survey was conducted for tourist police officers 16 people in the Seoul Metropolitan Police Agency, and analysis of the data was carried out through a qualitative research analysis program NVivo 10.0. Recognition was divided that Start step, Trial-and-error step, Skilled step, Completion step from the work experience of the tourist police and it analyzed the difference between each step. Each stage found difference in the individuals, working periods, also it was confirmed that difference of opinion about the settlement and completeness in the tourist police.

우리나라 관광경찰제의 현황과 미래지향적 제언

박근혜 정부는 2013년 10월 서울지방경찰청 외사과 산하에 서울관광경찰대를 창설했고 2017년까지 외국인 관광객 1,600만명을 유치하며 일자리 100만개를 새롭게 창출한다는 원대한 관광정책을 추진해 나가고 있다. 특히 외국 관광객의 유치는 국가의 외화획득으로 이어지게 되며, 이는 곧 국가경제의 활성화에 기여하게 될 것으로 예상된다. 2013년말 기준 우리나라를 찾은 외국인 관광객 수가 1,200만명에 달했으며, 향후 관광대국으로 받돋음하기 위해서는 더많은 외국 관광객을 유치해야 하는데, 무엇보다 중요한 것은 이들을 상대로 한 각종 범죄로부터 안전을 보장해 주는 일이다. 2013년 10월 16일 서울관광경찰대가 창설된 계기는 바로 한국을 찾았던 외국 관광객들이 한국 관광 시스템 전반에 대해 신뢰와 안전에 만족하고 훗날 다시 찾아오도록 하자는데 있다. 서울관광경찰대가 창설된 이후 사회적 이슈였 던 외국인 상대 콜밴 택시와 무허가 숙박업소등의 각종 바가지 요금문제, 무허가 가이드 문제, 가격표시제 문제, 언어불편 문제 등에 대해서 원스톱 서비스 제공을 통해 상당히 해소된 것을 본 연구를 통해 확인할 수 있다. 본 연구에서는 서울관광경찰대의 예산 확대, 관광경찰의 재교육 프로그램 개발, 관광경찰 업무와 승진, 관광경찰의 차별화, 관광경찰의 소속부서, 독자적인 홈 페이지 구축 과제, 문체부와 관광 경찰대 및 서울시청간의 협업과 관련된 미래지향적 제언들을 제시하였다. Park Geun-hye Administration established Seoul Tourist Police Squad under Foreign Affairs Division of Seoul Metropolitan Police Agency in October 2013. The government has established a challenging tourist policy to generate one million job opportunities by inducing 16 million foreign tourists by 2017. The attraction of foreign tourists will lead to more earnings in foreign currencies, facilitating national economy. By end of 2013, the number of foreign tourists visiting Korea reached 12 million. For the country to become a major tourist attraction in the future, more foreign tourists will have to be attracted. This necessitates safety from various crimes targetting foreign tourists. The goal of Seoul Tourist Police Squad, established on October 16, 2013 was to help foreign tourists in Korea to be satisfied in terms of reliability and trust in overall tourism system of the country and induce future visits. The establishment has solved social problems such as misbehaving call vans, overpriced services of unapproved accommodation facilities, unauthorized tourism guides, prices tags, and language issues through one-stop services to a significant extent. This study suggests future improvements such as more budgets for tourist police, development of re-education programs, duties and promotions, differentiation, relevant divisions, independent website building, and collaboration between the Ministry of Culture, Sports and Tourism, Tourist Police and Seoul City.

지역사회 경찰활동 적용을 통한 한국관광경찰대의 개선방안에 관한 연구

Foreign tourists visiting our country are increasing. Accordingly, diverse crime and inconvenient points of tourism are occurring. It may have the negative effect on the development of tourist industry of our country if this is neglected. The Tourist Police Force has been introduced in 2013 to prevent this. The current status for the Tourist Police Force being implemented in Seoul, Incheon and Busan and the current status in relation to the tourism of our country are checked and following 4 kinds of points at issue have been deducted in this research. First, the cooperation deficit with the regional community and related institutions, second, the incompletion for the selection criteria of Tourist Police Force, third, the insufficient manpower, finally, it is the uniformity of maneuver. The application for the community policing has been proposed as the plan to improve this. For further details, the improvement plan has been proposed by applying the Problem-Oriented Policing, Neighborhood-Oriented Policing and Strategic-Oriented Policing being the component of community policing. 우리나라에 방문하는 외래관광객이 증가하고 있다. 이에 따라 다양한 범죄 및 관광불편사항들이 발생되고 있다. 이를 방치하면 우리나라 관광사업 발전에 부정적 영향을 줄 수 있다. 이를 예방하기 위해 2013년도 관광경찰대를 도입하였다. 이 연구에서는 서울, 인천, 부산에서 시행 중인 관광경찰대에 대한 현황과 우리나라 관광관련 현황을 살펴보고 다음 네 가지의 문제점을 도출하였다. 첫째, 지역사회 및 유관기관과의 협력 부족, 둘째, 관광경찰 선발기준의 미비, 셋째, 부족한 인력, 마지막으로 대응의 획일화이다. 이를 개선하기 위한 방안으로는 지역사회 경찰활동의 적용을 제시하였다, 세부적으로 들어가 지역사회 경찰활동의 구성요소인 문제지향적 경찰활동, 이웃지향적 경찰활동, 전략지향적 경찰활동을 적용하여 개선방안을 제안하였다.

관광범죄 예방을 위한 전략 : 관광범죄 이론과 특성 분석을 통한 치안 활동

The safety issue of tourists has been one of concerns not only of tourists but also of the country. Therefore, many countries establish tourism police organizations or public safety consultative groups to secure safety of tourists and to continue to cultivate tourism industry. Nevertheless, there are not many studies on how organizations related to tourism safety should function and respond practically in local community. This study is intended to discuss what strategies public safety organizations should use in local tourism community in regards to problems about crimes and safety threats by applying theoretical models from the perspective of criminology focusing on precedent studies on crimes against tourists and tourism safety. For this, characteristics of crimes against tourists are analyzed in the individual, social and environmental categories, and crime prevention strategies of public safety organizations and consultative groups are presented. In the results of analysis, conflicts between tourists and local residents, tourists, and crimes against tourists threaten tourism industry, and as a result, they have a negative effect on safety environment of tourists. To solve this problem, safety of tourists should be guaranteed by tourism safety organizations and consultative groups, safety should be secured in local community, and balanced public security services should be provided to both local residents and tourists. Thus, tourism police organizations should communicate with local community smoothly, through which, safety issues in the local community can be handled promptly. 관광객들의 안전 문제는 관광객은 물론 국가의 관심사 중 하나였다. 이 때문에 많은 국가들은 관광경찰 조직을 창설하거나 치안협의체를 조직하여 관광객들의 안전을 보장하고, 관광산업을 지속적 으로 육성하는 전략을 진행해왔다. 하지만, 관광 치안 및 안전과 관련한 조직이 지역사회 내에서 실질적으로 어떻게 기능하고 대처해야 하는지에 대한 연구는 많지 않다. 본 연구는 관광범죄 및 관광치안관련 선행연구를 중심으로 범죄학적 관점에서 이론적 모델을 적용해 관광지역사회내 치안조직이 어떠한 전략으로 활동해야하는지 관광산업에서 발생하는 범죄와 안전 위협에 대한 문제점을 고려하여 논의하고자 하였다. 이를 위해 개인적, 사회적, 환경적 구분에 따라 관광범죄의 특성을 분석하고 치안조직 및 치안협의체의 범죄예방전략을 제시하고자 한다. 검토 결과, 관광객과 지역 주민 간의 갈등, 관광객 및 관광객을 향한 범죄행위 등은 관광산업을 위협하고 결과적으로 관광객의 치안환경에 부정적 영향을 미쳤다. 이를 해결하기 위해서는 관광치안 조직 및 치안협의체에 의해 관광객의 안전이 보장되어야 하며, 지역사회 내 안전을 확보하고, 원주민과 관광객의 균형있는 치안서비스 제공으로 관광객의 안전을 보장하는 역할을 수행하고 있음을 지역주 민과 관광객이 확인할 수 있어야 한다. 이를 위해, 관광경찰 조직을 중심으로 지역사회와의 소통이 원활하게 이루어지고, 이를 통해 지역사회 내의 안전 문제를 신속하게 대처할 수 있어야 한다.
