        현행 주민소환제도의 운용에 대한 평가와 개선 과제

        In general, any organization or organization that operates as a specific task or member will agree with the fact that transparency and accountability increase when the monitoring or supervisory procedures are conducted in multiple stages. Despite the many positive aspects of the current representative democracy, negative aspects have also been found in securing accountability of elected representatives. As a result, the method of direct participation of residents in the operation of local administration has been continuously discussed, and various systems for participation of residents are prescribed. In order for the local autonomy system to provide a substantial foundation, it must be promoted in terms of the activation of residents' autonomy. To this end, local autonomy must be made an essential part of resident participation, and through such a process, the value can be realized when resident participation is institutionalized. In particular, residents' self-government as a constitutional principle is not only a representative resident participation, but also a direct democratic resident participation suitable for the democracy of local autonomy, so direct participation of residents in the local autonomy system compensates for the defects of the representative democracy and the people. It is responsible for the practical realization of sovereignty. The direct participation of residents in these local administrations provided an opportunity for active and practical participation of the residents in local issues, and laid the foundation for increasing the efficiency and transparency of local administrations in various fields such as systems and policies. It is also undeniable that it has led residents to increase their sovereignty awareness and participation in increased administration up to the present, and has contributed greatly to the development of local democracy. However, as the decentralization and local autonomy expanded systematically, the authority of elected officials, such as the heads of local governments and local councils, was strengthened. Questions have been continuously raised about the system for the containment and monitoring of actual residents. As part of this, the Resident Summoning System controls the illegal or unfair acts of the heads of local governments and local councils who are elected local officials and local officials, abuses of duties, or abuse of authority, and expands direct participation of residents, so that the policies and administrative treatment of residents' residents In order to increase the democracy and accountability of local government administration, promote the welfare of residents, and overcome the limitations of representative democracy so as not to contradict the intention, the Act on Resident Summons was enacted in 2006 and was enacted in July 2007. Has been implemented since. The resident recall system has a very important meaning in the democratic political process as a mechanism for controlling local administration by direct participation of residents along with the referendum system. Therefore, the Resident Summoning System is inseparable from the representative system, and is particularly meaningful in that it is a necessary system for supplementing the problems of the representative system and internalizing the local government system. 일반적으로 특정 업무나 구성원으로 운영되는 단체나 조직 등은 감시 또는 감독절차가 여러 단계별로 이루어지게 되면 투명성과 책임성이 높아진다는 사실에 대해서는 누구나 공감할 것이다. 현재의 대의민주주의는 여러 긍적적인 측면에도 불구하고, 선출된 대표자의 책임성을 확보하는데 있어서 부정적인 측면도 제법 발견되고 있다. 그 결과 지방행정의 운영에 있어서 제도적으로 주민이 직접참여 하는 방안이 지속적으로 논의되었고, 주민참여를 위한 다양한 제도를 규정하고 있다. 지방자치제도가 실질적 기반을 마련하기 위해서는 주민자치의 활성화라는 측면에서 추진되어야 한다. 이를 위해서는 지방자치는 주민참여를 본질적 요소로 하여야 하며, 그러한 과정을 통하여 주민참여가 제도적으로 정착하는 경우에 그 가치가 실현될 수 있는 것이다. 특히 헌법원리로서의 주민자치는 대의제적 주민참여뿐만 아니라 지방자치의 민주성에 걸맞은 직접민주제적 주민참여를 불가결한 내용으로 하기에, 지방자치제도에서 주민직접참여는 대의민주제가 안고 있는 결함을 보완하고 국민주권을 실질적으로 실현하는 역할을 담당한다. 이러한 지방행정에 대한 주민의 직접참여는 지역 문제에 주민들의 능동적이고 실질적인 참여를 마련하는 계기가 되었고, 제도 및 정책 등 여러 분야에서 지방행정의 효율성과 투명성이 점점 강조되는 기반을 마련하였다. 또한 현재에 이르기까지 주민들의 주권의식 향상과 높아진 행정에의 참여를 유도했고, 지방의 민주주의 발전에 많은 기여를 했다는 것은 부인할 수 없는 사실이다. 하지만 제도적으로 지방분권화와 지방자치가 확대되면서 지방자치단체장, 지방의회의원 등 선출직 공직자의 권한이 강화됨에 따라 그들의 자의적 권한행사와 비효율적・비합리적인 운영 등으로 선출직 공직자에 대한 책임성 문제가 대두되었고, 그들에 대한 실질적인 주민들의 견제와 감시를 위한 제도에 의문점 등이 지속적으로 제기되고 있다. 이에 일환으로 주민소환제도는 선출직 지방공직자인 지방자치단체의 장 및 지방의원의 위법・부당행위, 직무유기 또는 직권남용 등을 통제하고 주민의 직접참여를 확대함으로써 주민대표의 정책이나 행정처리가 주민의사에 반하지 않도록 지방자치행정의 민주성과 책임성을 제고하고, 주민복지의 증진을 도모하며, 대의제 민주주의의 한계를 극복하려는 것을 목적으로, 주민소환에 관한 법률이 2006년 제정되어 2007년 7월부터 시행되고 있다. 주민소환제도는 주민투표제와 더불어 주민의 직접참여에 의한 지방행정의 통제장치로서 민주주의 정치과정에서 매우 중요한 의미를 갖고 있다. 그렇기에 주민소환제도는 대의제와 불가분의 관계에 있는 것이며, 특히 대의제의 문제점을 보완하고 지방자치제도의 내실화를 위한 필요한 제도라는 점에 그 의의가 있다.

        지방자치법상 주민직접참여제도의 발전과정과 개선방안

        지방자치에 대한 민주적 정당성은 주민의 선거를 통해 선출된 지방의회 및 지방자치단체장에 의한 간접적인 방법으로도 확보될 수 있지만, 주민들이 지역의 현안을 직접 결정하는 직접적인 방법을 통해서도 가능하다. 특히, 지방자치의 실질적 기반을 마련하기 위해서는 주민직접참여를 본질적 요소로 한 제도적 기반은 필수적 일 것이다. 우리나라의 주민직접참여제도의 법제화는 1994년 주민투표제도, 1999년 조례제정개폐 청구제도와 주민감사청구제도, 2005년 주민소송제도, 2006년 주민소환제도가 지방자치법에 도입되었고, 주민직접참여제도를 구체화한 법률은 2004년 주민투표법, 2006년 주민소환법이 제정되었다. 이후 여러 차례의 개정을 통해 주민의 참여확대를 위한 법적 근거와 제도적 기틀을 마련해 오고 있다. 하지만 이러한 발전과정에도 불구하고 주민직접참여제도는 형식적ㆍ소극적으로 운영되고 있는 실정이다. 이는 지방자치법과 관련 개별법의 개정연혁에서 본 바와 같이 주민직접참여제도와 관련된 대부분의 개정은 타법개정에 따른 수동적 개정에 그치고 있고, 주민직접참여제도의 문제점으로 비판받고 있는 사항들에 대해서는 제대로 반영하지 못하고 있다. 지방자치에 있어서 주민직접참여의 확대를 통한 주민통제와 주민자치의 실현은 최대의 과제이며, 지방자치제도의 성패와 관련된 중요한 문제이다. 따라서 주민직접참여제도가 활성화되기 위해서는 각 제도별 문제점을 개선하는 것뿐만 아니라, 지방자치법상 주민자치회를 신설하거나, 주민의 알권리 보장을 위한 정보공개 확대, 주민투표 및 주민소환 등의 제도에 온라인 청구방식 도입 등 새로운 주민참여제도의 도입가능성도 적극적으로 검토해야 한다. 이를 통해 지방행정에 대한 주민의 직접 참여를 확대하고, 지역사회에 대한 참여와 관심을 독려함으로써 지방자치가 한층 더 성숙해질 수 있도록 노력해야 할 것이다. Democratic legitimacy of local autonomy is carried out through indirect methods by local councils and heads of local government elected by residents and direct methods by which residents directly determine local concerns. In particular, institutional infrastructure with direct participation of residents as an essential element is indispensable for local governments to prepare a substantial infrastructure. The legislation of the Korean resident participation system introduced the residents referendum system in 1994, the residents claims for regulations system and the resident inspection claims system in 1999, the residents lawsuit system in 2005, and the residents recall system in 2006. The residents referendum law in 2004 and the residents recall law in 2006 were enacted as the laws that embody the direct participation system of residents. Since then, the Local Autonomy Law and related individual laws have been revised many times to establish legal grounds and institutional frameworks for expanding the participation of residents. However, in reality, the direct participation system of residents is formally and passively managed despite such development process. This is because most of the revisions related to the direct participation system for residents, as seen in the history of revisions to the Local Autonomy Law and related individual laws, have been passively revised due to the revision of the percussion law. The facts that are criticized as problems of the public participation system are not properly reflected. Realization of resident control and resident autonomy through the expansion of direct participation of residents in local autonomy is the biggest issue and an important issue related to the success or failure of the local autonomy system. Therefore, in order for the direct participation system of residents to be effective, in addition to improving the problems of each system, it is necessary to establish a new residents' association under the Local Autonomy Law. In addition, new resident participation systems such as the expansion of information disclosure to guarantee the rights of residents and the introduction of an online billing system for systems such as referendum and recall of residents should be actively considered. In this way, efforts must be made to further mature the local government by expanding the direct participation of the residents in the local administration and encouraging the participation and interest in the local community.

        An An alysis of Differences in Perceived Social Value of Community Gardens as Urban Green Spaces between Participating and Non-participating Residents

        Background and objective: The purpose of this study is to determine the difference in the perceived social values of community gardens as urban green space between participating and non-participating residents. Methods: From December to March 2021, a survey was conducted on community gardens that targeted both participating and non-participating residents. For data analysis, frequency analysis, independent samples T-test and regression analysis were performed using SPSS 21.0. Results: First, there were differences between residents participating in GCG activities and non-participating residents intheir perception of community gardens, as well as their perception of expected conflicts. To resolve expected conflicts, bothgroups responded that efforts through communication were necessary, but participating residents highlighted the need fortrust with the administration; while non-participating residents suggested improving the physical environment. Second, bothgroups recognized the social values of the community garden as important, and generally evaluated the value of leisure andrecreation to be high. However, there was a difference between the groups when it came to the importance of each categoryof social values; participating residents ranked the categories in the order of symbolic value, value of the commons, andecological value, while for non-participating residents, the priority of social values was ranked in the order of ecological value>symbolic value = the value of the commons. From this difference, it can be noted that the focus on the perception of spatialvalues could change from the physical aspect to the cognitive aspect depending on whether residents participated or not. Third, both groups answered that it was necessary to expand opportunities for participation to promote social values. However, participating residents prioritized institutional support over expanding opportunities for participation, whilenon-participating residents recognized the diversification of programs as an equally important means of social valueenhancement as the expansion of opportunities for participation, placing more importance on the physical conditions for theirparticipation activities. The value of the commons was found to be a factor influencing the satisfaction with relevant projects. Conclusion: In conclusion, both participating and non-participating residents recognized the community garden asimportant as a space for realizing social values. Therefore, to realize social values in community gardens and successfullypromote relevant projects, specific practical measures and strategies are needed to expand the physical value of communitygardens, reduce differences between groups in their perception of social values through transparent and opencommunication and active participation, and enhance cognitive value through institutional support.

        The purpose of this study is to examine the concept of ecotourism, to examine the characteristics of ecotourism in terms of nature, economy and social culture, and to examine the importance of residents' participation. there are two major negative impacts of the living Environment. (1) Air pollution by the smoke of factory and automobile fuel. (2) Water pollution in lakes, rivers, and seas from domestic wastewater and oil spills from vessels. If ecotourism development is not well planned or executed incorrectly, it may cause ecological destruction. The natural environment problems of ecotourism sites have a great influence on the perception and interest of the natural environment, and it is important to help the individual to form a desirable perception and attitude toward the natural environment. When tourism is developed and tourism development is in progress, the development of infrastructure such as accommodation, convenience facilities, and recreational facilities is basically carried out on the destruction of the natural environment. Residents are passive or improvised in responding to suddenly entering external forces, which results in the deterioration of their local communities and the loss of traditional culture. The success or failure of tourism depends on the participation and cooperation of local residents in the promotion and progress of ecotourism development. In order to have sociocultural sustainability, the satisfaction of local residents with tourism was the most important indicator. The economic satisfaction of local residents with ecotourism directly affects local tourism support. The active participation of local residents in ecotourism plays an important role not only in the conservation of the natural environment of the community, but also in maintaining the identity of the community, improving the image and providing a quality tourism experience. Resident participation is defined as the actual involvement of local residents in the process of actual participation of residents, including planning, policy implementation, decision making on business participation, and business promotion, while promoting decisions or plans that may affect the residents. Participation factors include participation in the organization of ecotourism, recommendation of participation in ecotourism, communication of positive experiences of ecotourism, cooperation in development, and comment on ecotourism development. As a method of resident participation, participation in NGOs, suggestions for problems/ improvements, participation in volunteers, referendums, in local residents' autonomous organizations, dialogue with public officials, suggestions of information and opinions to local governments, etc.

        국토계획법상 지구단위계획수립 관련 주민참여 제고방안(提高方案)에관한 연구 : 주민제안의 현황 및 제도적 활성화를 위한 개선방안을 중심으로

        행정에 있어서 주민참여란 공익적 관점에서 주민이 중앙 및 지방자치단체를 포함한 정부의 의사결정과정에 직접 또는 간접으로 참여하여 정책과정에 영향을 미치는 것을 말한다. 1991년 지방자치제의 부활 이후 학계에서도 주민참여 활성화에 관한 여러 선행 연구들이 있어 왔다. 행정계획의 수립 및 결정절차에 있어서 주민의 권익보호를 위한 논의들 역시 지속적으로 개진되었지만 안타깝게도 주민의 실질적 참여는 이뤄지지 못하고 있는 것이 현황이다. 본 연구자는 행정계획과 관련하여 주민참여가 저조한 현실 속에서 방법론 탐색의 일환으로 작은 단위 행정계획인 지구단위계획의 수립에 있어 주민참여를 제고할 수 있는 실효적인 방안들을 고민해 보고자 한다. 주민제안과 관련하여 제도적 차원의 개선책을 모색해 보는 것이 실질적인 주민참여 활성화를 위한 의미 있는 시도라는 생각으로 본고 연구에 천착하게 되었다. 위와 같은 연구 목적을 기초로 지구단위계획의 운용 현황 및 문제 점에 대한 분석을 진행한 결과 현행 지구단위계획 수립지침은 주민의 입안 제안 및 그 변경을 제안하는 규정들과 관련하여 대외적 구속력(규범력)이 부여될 필요가 있다는 결론에 도달하였다. 또한 주민 제안의 수용 여부에 있어서 행정주체의 자의적 판단을 막고, 일방 적인 거부 결정을 방지할 수 있는 통제책의 마련 역시 긴요한 과제로 선정하였다. 이를 위하여 본 연구자는 행정주체의 주민 제안 수용 여부에 대한 회신 기한 연장을 위한 수립지침 개정과 함께 상기 주민 제안 관련 규정들을 현행 훈령에서 법규명령인 시행령으로의 승격하여 제정 및 운용하는 방안을 제시해 보았다. 수립지침 중 주민 제안에 대한 행정주 체의 타당성 평가, 절차, 세부 기준 등이 객관적으로 작동할 수 있도록 검증 및 평가의 규정 마련이 필요한 바 이를 신속하게 도입할 필요가 있으며, 이 역시 시행령 형식으로 제정 하여 규범력을 갖추어 운용할 필요성이 있다고 본다. 수립지침 상 주민 제안의 활성화를 사실상 어렵게 하는 구조적 문제점은 제도적 지원 방안의 관점에서 모색될 필요가 있다. 이를 위하여 본 연구자는 공동체의 활성화와 환경의 보전 등을 위한 주민의 입안 제안의 경우 비용 지원의 근거 규정을 마련하고, 전문가 조력의 상시화, 주민의 위원회 참여 기회 보장 등 주민 제안의 제도적 관점에서 본 개선 방안들을 제시해 보았다. 본고를 통해 지구 단위계획수립에 있어 주민제안 활성화에 관한 논의가 조금 더 구체화되고, 기타의 개발계획 등 행정계획에서 주민참여를 제고할 수 있는 실천적 방법론에 대한 고민과 검토 작업 들이 이어지기를 기대해본다. Residents participation in administrative affairs means that residents directly or indirectly participate in the government s decision-making process, including central and local governments, from a public interest perspective, affecting the policy process. Since the revival of the local autonomy system in 1991, there have been several prior studies in academia on revitalizing residents participation. Discussions on the protection of residents rights and interests have also been continuously held in the process of establishing and determining administrative plans, but unfortunately, the actual participation of residents has not been made. I wants to consider effective measures to enhance residents participation in the establishment of a small-unit administrative plan, a district unit plan, as part of the search for methodology amid the low participation of residents in administrative planning. In connection with the residents proposal, I decided to pursue the study with the idea that seeking institutional improvement is a meaningful attempt to revitalize the participation of residents. The analysis of the current status and problems of the district unit plan based on the above research purposes led to the conclusion that the current district unit plan guidelines need to be given external binding force in relation to residents proposals and regulations to change them. In addition, it was also selected as an important task to prepare controls to prevent arbitrary judgments by administrative entities and to prevent unilateral rejection decisions in the acceptance of residents proposals. To this end, I proposed a plan to promote, enact, and operate the regulations related to the proposal of residents from the current order to the enforcement ordinance, along with revising the establishment guidelines to extend the deadline for responding to the residents proposals. Among the establishment guidelines, it is necessary to quickly introduce regulations for verification and evaluation so that administrative entities feasibility, procedures, and detailed standards for residents proposals can be objectively operated. Under the establishment guidelines, structural problems that make it virtually difficult to revitalize residents proposals need to be sought in terms of institutional support measures. To this end, this researcher proposed improvement measures from the institutional perspective of residents proposals, such as the provision of cost support, regularization of expert assistance, and guaranteeing opportunities for residents to participate in the committee. Through this study, I hope that discussions on revitalizing residents proposals will be more concrete in the establishment of district unit plans, and that other practical methodologies such as development plans can enhance residents participation.

        주민참여예산제도의 정착 방안에 관한 연구- 문헌연구를 중심으로 -

        This paper examined the settlement plan of the resident participation budget system, focusing on literature research. Specifically, the significance, status, previous studies, characteristics, and domestic and foreign cases of the resident participation budget system were analyzed. Through this, the problems and improvement plans of the resident participation budget system were presented. The problem with the residents' participation budget system is that residents' interest and participation in the residents' participation budget system is low, and information to strengthen residents' expertise is insufficient. In addition, there are issues of representation when selecting the resident participation budget committee, restrictions on the scope of the budget operating the resident participation budget system, lack of connection with other resident participation organizations and financial systems, and public officials' perception. Suggestions for improvement measures for these problems are as follows. When forming a member of the Resident Participation Budget Committee, strengthening representation through participation of various classes, expanding the scope of residents' participation in the entire budget process, securing participation space for residents not only offline but also online space, strengthening diversity and expertise in budgetary education for residents, listening to opinions from various stakeholders, link to the direct participation system of residents, supporting related ministries, encourage different classes to participate based on regional characteristics, and strengthening policy solidarity between metropolitan council and primary local governments. 본 논문은 문헌 연구를 중심으로 주민참여예산제도의 정착 방안에 대해 알아보았다. 구체적으로 주민참여와 주민참여예산제의 의의, 현황, 선행연구, 특성, 국내외 사례 등을 분석하였다. 이를 통해 주민참여예산제도의 문제점과 개선방안을 제시하였다. 주민참여에산제도의 문제점은 주민참여예산 제도에 대해 주민의 관심과 참여도가 낮고, 주민의 전문성을 강화할 정보제공이 미흡하다. 그리고 주민참여예산위원회 선정 시 대표성 문제, 주민참여예산제도를 운영하는 예산 범위의 제한, 타 주민참여기구 및 재정 제도와의 연계 부족, 공무원의 인식 문제 등이 있다. 이러한 문제점에 대한 개선방안을 제안하면 다음과 같다. 주민참여예산위원회의 위원 구성 시 다양한 계층의 참여를 통한 대표성 강화, 예산 전 과정에서 주민참여의 범위 확대, 오프라인 공간뿐만 아니라 온라인 공간까지 확장하여 주민의 참여공간을 확보, 주민참여예산 교육의 다양성과 전문성 강화, 다양한 이해 관계자들의 의견 청취, 주민 직접 참여제도의 연계, 관계부처의 지원, 지역 특성에 따라 다양한 계층의 참여 유도, 광역자치단체와 기초자치단체 간 정책연대 강화 등을 제안하였다.

        공동주택 공동체 주민참여와 영향력관계 : 서울특별시 아파트 거주주민을 중심으로

        본 논문의 목적은 공동주택 공동체 주민참여와 영향력관계를 분석하여 주민조직 참여증진 방향을 규명하는데 있다. 연구방법은 법·제도적 방법에 설문지를 이용한 통계적 방법을 병용하였다. 분석결과를 요약하면 다음과 같다. 첫째, 주민조직에서 영향력이 가장 큰 비공식조직인 부녀회를 중심으로 주민참여를 증진하는 것이 타당하다. 둘째, 공식조직인 입주자대표회의의 역할과 책임의 중요성을 시사한다. 셋째, 참여증진을 위해 등위집단인 부녀회나 동호회 등 자생조직들과 원활한 의사소통이 필요하다. 넷째, 정부나 지방자치단체의 참여증진과 공공성 강화를 위한 조정자 역할수행이 필요하다. 다섯째, 공동체 주민참여는 참여유형이 영향을 미치지 않으므로, 참여증진은 주민들의 자발적 참여가 아주 중요하다. 본 연구는 주민참여와 영향력관계를 규명하였다는 점, 부녀회나 입주자대표회의와 같은 영향력 있는 주민조직을 중심으로 참여증진 방향을 제시하였다는 점에서 연구가치가 있다. 1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study was to identify the method of promoting apartment dwellers' participation in the resident organization by analyzing the relationship between resident participation in the apartment community and its influence. (2) RESEARCH METHOD In the research method, the statistical method using the questionnaire research was employed as well as the legal and institutional method. (3) RESEARCH FINDINGS As a result, the following findings could be summarized: First, it is valid to promote resident participation with a focus on the women's meeting, the inofficial organization of the greatest influence in the resident organization. Second, it is necessary to take note of the importance of the role and responsibility of the occupant representative meeting, the official organization. Third, it is necessary to have smooth communication with vlunatry organizations such as coordinate groups such as women's meeting and like-minded association and so on in order to promote resident participation. Fourth, both national government and local government should perform a role as the mediator for promoting resident participation and reinforcing publicity. Fifth, it is very important that residents should have voluntary participation as the type of participation has no effect on resident participation in the community. 2. RESULTS This study has its academic significance in that it identified the relationship between resident participation in the apartment community and its influence and in that it claimed that residents should promote their participation in the influential residential organization such as the women's meeting and the occupant representative meeting.

        주민참여의 효과성 개선을 위한 도시재생 프로세스에 관한연구

        (Background and Purpose) Urban regeneration in various countries in recent times has emphasized the importance of residents’ participation and collaborative governance. Instead of being a public utility unilaterally led by the government, urban regeneration is a business that is jointly promoted by the central and local government departments, residents, social organizations, enterprises, and many other stakeholders. Although the importance of residents' participation has been recognized by countries around the world, it is a permitted behavior within limits instead of being a right of residents in the past power-oriented government structures. Moreover, the relationship between managers and residents is antagonistic. As a result, it is still insufficient in terms of the effect of residents' participation in urban regeneration. In this context, this study aims at analyzing the process of urban regeneration cases and putting forward the improvement directions for the effectiveness of residents' participation. (Method) First, the nature of the participants in the regeneration business and the definition of collaborative governance are investigated through theoretical investigation. Further, previous research on collaborative governance and the effectiveness of residents' participation are taken as the basis, in which the effectiveness of residents' participation is divided into the degree of residents' participation and the environment of residents' participation. Second, the ladder theory of residents' participation and the factors that affect residents' participation are examined and analyzed using the previous research, and the framework of case analysis is completed. Third, the framework of case analysis is used to compare and analyze cases. (Results) Based on the results of the comparison and analysis of three cases, it can be understood that residents can participate in all stages of the procedure in terms of the degree of residents' participation, but only British residents can designate the project implementation site. Moreover, the collaborative governance of diverse subjects, local decentralization, and residents' autonomy play a significant role in residents' participation in the environment. (Conclusions) The highest effectiveness of British residents' participation is embodied among the three countries. However, the effectiveness of participation in Germany and China is not higher than that in the UK because of the low public awareness of residents. To perfect the effectiveness of residents' participation, an improvement in the degree of residents' participation and the environment for residents' participation is necessary. To perfect the degree of residents' participation, the design of procedures and various ways of participation that residents can take part in at all stages is necessary. In addition, the formation of a cooperative governance situation for diversified subjects is necessary to perfect this.

        This study aims to analyzes the Relationship Between Community Consciousness and Residents’ Participation in Tourism Development. Starting in 2004, the Rural Tourism Development Project, which has been promoted in Korea, is taking a bottom-up approach that values the participation of residents. And Resident’s Participation is also an important criterion for selecting business sites. As the farming community becomes more modern, the community consciousness is declining. But Community consciousness is an important factor for the sustainable maintenance of rural villages. And if community members share a sense of homogeneity, they can identify problems that communities have, and they can solve them with responsibility. Community consciousness can be called the basic infrastructure of residents’ participation. Rural tourism feature different characteristics from other tourist areas in that the residential space of local residents is the destination of the tours. As a result, the influence on tourism development is directly affected, so the attitude of local residents is an important success factor unlike other tourism developments. The study analyzed the community consciousness and participation in Tourism Development, which is a significant success factor in rural areas. The survey which included 200 residents of the DMZ Peace Village Site, was concluded that the member’s perception and ttachment among Community Consciousness affected the Residents’ Participation, and that Economic Influence among tourist development attitudes affected the Residents’ Participation. It based on the results in rural tourism development for the residents’ participation should be considered with a plan to enhance the economic life satisfaction and promote the economic impact on the area.

        도시재생 주민참여 사업에 관한 실태연구:주민참여프로젝트팀과 사업화지원비를 중심으로

        This study aims to capture foreign and domestic urban regeneration projects through residents’ participation and to draw measures for residents’ participation in each stage of urban regeneration projects. The first aim is to obtain detailed items on urban regeneration residents’ participation projects based on prior research and a theoretical review. Second, a survey was conducted on residents who participated in urban regeneration community participation projects, and the result of the analysis of the survey used the T-test and Importance-Performance Analysis (IPA) for the average comparison between groups. Third, based on the analysis results, the government presented suggestions on the status and operation of urban renewal residents’ participation projects. The survey was conducted through self-filled surveys from August 12, 2019 to December 10, 2019, targeting residents’ who had participated in a resident participation project as well as Team and Pilot project cost in urban regeneration projects. As a result, it is judged that the legal support system, government project cost, assistance organizations, participation in basic surveys and planning, and various support programs in the maintenance area affect the competitive advantages of project. It is necessary to increase the participation rate of local governments through partnerships with residents. 본 연구는 국내외 도시재생 주민참여 사업에 관해 주민참여사업의 각 단계별 실태를 분석하는 것이다. 연구의 목적은 첫째로, 선행연구 및 이론고찰을 통해 도시재생 주민참여 사업에 관한 세부항목을 구성하는 것이다. 둘째, 도시재생 주민참여 사업에 관한 참여한 주민을 대상으로 설문조사를 실시하고 설문조사에 대한 결과분석은 집단 간 평균비교를 위한 독립성 검정(t-test)과 중요도 및 만족도 분석(IPA, Importance-Performance Analysis)을 활용하였다. 마지막으로 주민참여 사업에 대한 관심의 증가와 더불어 사회적ㆍ행정적 환경변화에 부응하는 다양한 주민참여 방법이 제시되고 있는 시점에서 도시재생뉴딜에서 주민참여방법에 대한 연구를 통해 도시재생전략의 방향을 제시하고자 한다. 연구는 주민참여프로젝트팀과 사업화지원비 참여주민들을 대상으로 2019년 8월12일부터 12월10일까지 개별면접조사 및 이메일 조사를 통해 설문조사를 시행하였다. 분석결과, 유지영역에 속한 법적지원체계, 정부사업비 지원, 중간지원조직 운영, 기초조사와 계획수립 시 참여, 다양한 지원프로그램에 대해서는 경쟁우위에 있다고 판단된다. 또한 이에 대한 지속적인 지원 및 관리가 필요하고 집중영역에서 사업체가 아닌 주민과의 파트너십을 통해 지자체 참여에 대한 만족도를 높이는 전략을 통해 도시재생뉴딜의 경쟁력을 확보할 수 있을 것으로 사료된다.
