본 연구의 목적은 산모신생아도우미서비스 제공기관에 대한 평가지표 개선방안을 제시함으로써 사회서비스의 품질관리와 제공인력의 안정적 취업, 서비스의 효과성을 향상하는 데 있다. 2010년 보건복지부에서는 양적 측면에서 서비스 제공기관 및 제공인력은 증가되었으나, 질적인 서비스 수준을 확보하기 위해 산모신생아서비스 제공기관에 대한 평가를 실시하였다. 획일적이고 투입중심의 합법성 위주 확인평가 지표 및 평가과정은 서비스의 품질관리를 담보하기에 미흡한 점이 많은 지표로 나타났다. 그러므로 본 연구에서는 2010년도 산모신생아도우미 서비스 제공기관의 평가가 갖는 문제점을 보완하기 위해 수혜자가 아닌 고객으로서의 이용자의 가치를 극대화할 수 있는 평가지표의 추가, 제공인력 및 제공기관 담당관리자에 대한 전문성 확보, 공공성 높이기 위한 운영지원, 사회서비스의 사회화를 위한 노력, 홍보, 양질의 서비스 확보를 위한 기관 내부역량 강화, 제공기관의 서비스 목표 중 이용자뿐만 아니라 제공인력의 지속적인 노동활동에의 지원 등의 내용을 대안으로 제시하였다. This thesis is aiming at improving the quality of their social services, sustainable employment of their workers and their social services effectiveness by showing the advanced evaluation index to the organizations providing neonates delivery care service. In an attempt to maintain the highly qualified social service level, the organizations providing neonates delivery care service were evaluated by the Ministry of Health and Wealth(MHW) in 2010, even those organizations and hired personnel have been increasingly served in a quantitative point of view. However, a number of indications show that the currently mechanical and throughput based check evaluation index and its process, simply focusing on the legitimacy, are not enough to keep its social service highly qualified. Therefore, as part to solve the current evaluation index problems on the organizations providing neonates delivery care service, this essay suggests the following alternatives : 1. Adding the evaluation index so as to maximize the value of its service end-users, recognizing them not beneficiary but customers. 2. Establishing the more specialized personnel in the organizations and highly skillful workers for this service. 3. Consulting to enhance social publicity management in the organizations. 4. Endeavoring and advertising the social services generalized and naturalized in the society. 5. Strengthening the internal competency of organizations in order to supply more qualified services. 6. Helping end-users and service workers to feel social service entirely satisfied and to continue their works, respectively.
