        통합공공임대주택 예비입주민의 주거서비스 요구 및 이용 의향

        With the upcoming move of integrated public rental housing, it is necessary to evaluate the potential residents of integrated public rental housing due to the significant differences in class compared to existing rental housing residents. Therefore, this study aimed to investigate the demands and intentions of potential residents of the integrated public rental housing pilot project complex for using housing services. To collect data, a survey tool was developed to identify housing service needs based on previous studies. Subsequently, an online survey was conducted, yielding 289 effective responses. The results indicated a high demand for basic living services, scoring 3.16 out of 4 points, followed by demand-tailored services at 2.78 points and life convenience services at 2.72 points. The demands of the majority of the detailed programs in basic living services averaged more than 3 points, and the highest demand was for “creating a safe environment.” The respondents were generally willing to use and pay for the services, suggesting the feasibility of offering certain levels of service in integrated public rental housing. The results of this study can be used as basic data for establishing operational plans for housing services in integrated public rental housing in the future.

        통합국정평가제도의 필요성과 구축방안

        In Korean government. various evaluation systems are being managed by many departments and agencies causing a lot of problems. Therefore. it is demanded to establish the Integrated Public Service Evaluation System(IPSES) that organically connects and integrates many evaluation systems operated disjointedly and increases synergy effects by linking to the other government management innovations. The basic directions for establishing IPSES include the guarantee of autonomy, the assurance of accountability, the enhancement of transparency. and the maximization of performance and strengthening of competitiveness. The basic principles of IPSES are the decentralization of control by the central government. the strengthening of evaluation capacity. the disclosure of the results of self evaluation, and the principle of rewards on performance. In order to realize the IPSES in practice, "The Basic Government Evaluation Act" needs to be enacted that integrates and coordinates many government evaluation systems that are disjointed. the existing control-oriented evaluation methods should be changed to self-evaluation method. and the integrated performance management system based on performance management plan and review mechanism needs to be established. In addition. it is necessary to reinvent the overall government evaluation infrastructure including the government evaluation committee that is mandated to plan and coordinate government-wide evaluation. the general evaluation council that confirms and reviews the results of self-evaluation. and the self-evaluation committees that directly evaluate policies and programs in each department.

        The integrated public services evaluation system based on the Integrated Public Services Evaluation Act being enforced on and after April 1, 2006 has to contribute to strengthening national competitiveness finally, and for this goal public services the evaluation need to be carried out to improve effectively efficiency, effectiveness and accountability. In order to achieve the goal of public services evaluation it has to place emphasis on efficiency and effectiveness evaluation, strengthen the representation of evaluation indicators, the evaluative capacity and rank of the Self-Evaluation Committee in local governments and public agencies, and the developing efforts of evaluation indicators characteristic of each agency, improve the lenient tendency of evaluation, and attach importance to increasing the linkage between evaluation and performance management through the disclosure and utilization of evaluative results.

        중앙행정기관의 자체평가 내실화를 위한 평가역량강화 방안

Therefore, it can be demanded to establish the Integrated Public Service Evaluation System(IPSES) that organically connects and integrates many evaluation systems operated disjointly and increases synergy effects by linking to other government management innovation. The purpose of this study is to suggest the enhancement of evaluation capacity for improving self-evaluation and then to find out the operational implications of self-evaluation in the central government in Korea. For these the study can identify realities and problems of the self-evaluation systems in Korea and advanced countries.

        한국과 일본의 중앙정부 정책평가제도 비교연구

          Generally, The policy evaluation is to reflect the results of central government evaluation in the planning and development of policy. The purpose of this paper is to get the lessons from the Comparative study of Policy Evaluation System from Korean and Japanese Government(GPEA), to attain the goal of Koreas New policy evaluation system, IPSES(Integrated Public Service Evaluation System) more efficiently.   I want to know the relative states of these two systems purpose, operation, result utilization according to comparative subject with critical standards of general evaluation system - performance management, autonomy, utilization.   In performance management, these two systems are pretty similar, but Japanese system is rather autonomously practiced than Koreans for system execution, and Korea has broader boundaries of usage for utilization of the evaluation result. Therefore, for IPSES, the strategy which could make direct links of performance and evaluation is needed. Secondly, diverse system about evaluation methods and evaluation standard should be presented. And autonomy should be given for self evaluation process to choose adequate evaluation methods and evaluation standard among the diversities. Finally, for utilization, cyber evaluation system which could bring more active usage of evaluation result and incentives for the department with higher application should be provided.

        「정부업무평가 기본법」의 논리와 과제

          The Rho Moo-hyun Government in Korea has recently introduced so called integrated evaluation system(IES) by enacting and enforcing the Framework Act on Public Service Evaluation(FAPSE). The IES is designed to conduct various fields of cental evaluations under the initiative of the Public Service Evaluation Committee of the Prime Ministers Office to avoid evaluation overlapping and expect synergy effects of evaluations through organic linkage among them. This article examines the reform of evaluation system and discusses related policy questions, with specific focus on practical utility and nonnative validity of IES. It employs as an analytical framework conditions for evaluation success including (1) evaluation plausibility, (2) evaluation utilization, (3) evaluation capacity, and (4) evaluatee cooperation. The paper clarifies the features of IES and suggests some policy implications for ensuring its efficacy.

        보건의료복지 네트워크를 통한 통합적 지원에 관한 질적 연구

        본 연구는 서울특별시 북부병원 301 네트워크 사업에 참여한 이용자들의 경험을 통해, ‘보건-의료- 복지’ 네트워크를 통한 통합적 지원의 의미와 운영의 구체적인 맥락을 탐색한 연구이다. 이를 위해 일 반적 질적연구 방법을 적용하여, 총 10명의 연구 참여자와의 심층면접을 통해 얻어진 자료를 주제분석 하였다. 분석 결과, 이용자들은 301 네트워크 서비스 참여 이전 가난과 질병의 악순환으로 삶의 의지 를 상실하였으나, 서비스 참여를 통해 ‘치료-케어-생활안정’의 통합적인 지원을 받을 수 있었고 이를 통해 종국에 그들의 삶의 의지가 재생성되는 경험을 하였다. 이러한 경험의 기저에는 다전문직의 팀의 구성, 병원 내외의 연계 체계의 구축, 치료 지원금 확보를 통한 치료연계 체계 구축, 조정 수준의 자원 연계 등의 운영전략과 조건이 작동되고 있었다. 연계의 전략과 조건이 잘 갖추어진 ‘보건의료복지’의 통합 지원의 시도는 우리나라 보건복지 지원 체계의 한계를 보완할 수 있다는 가능성을 보여주었기에 관련 사업의 확장을 주장하였으며, 이를 위해 연계체계의 더욱 공고한 안정화와 제도적 측면의 개선을 제언하였다. The purpose of this study was to explore the implications of the integrated support through the 'health - medical - welfare' network and the specific context of the operation through the experiences of the users who participated in the 301 network project of Seoul northern municipal hospital. To do this, In-depth interviews were carried out with 10 research participants. The data was analyzed by general qualitative research methods. As a result of analysis, users lost their willingness because of living in a vicious cycle of poverty and illness before participating in 301 network services, but through the participation of the service, they were able to receive the integrated support of ‘cure-care-life stability'. These experiences ultimately led to the regeneration of the will of their lives. At the basis of this experience were operating strategies and conditions such as the formation of a diverse professional team, the establishment of a linkage system within and outside the hospital, the establishment of a treatment linkage system through the acquisition of treatment subsidies, and the linkage of resources at mediation level. As the attempt to integrate 'health, medical and welfare' with well-coordinated strategies and conditions showed the possibility of complementing the limitation of the health welfare support system in Korea, the extension of the related business was suggested. For this, it suggested the more stable stabilization of the linkage system and the improvement of the institutional aspect.
