민관협력파트너십을 통한 가족친화마을만들기의 성공적인 추진을 위한 과제 - 울산시 북구사례를 중심으로

가족친화마을만들기사업은 작은 정부의 지향이라는 논리와 지방자치제의 실시 속에 주민참여의 확대와 거버넌스의 실현이라는 측면에서 필요한 사업이다. 주민들의 자발적인 참여를 통해 주민들이 쾌적하고 편안하게 살아갈 수 있는 삶의 터전 조성, 아름다운 경관조성, 공동체 형성 등이 성공적으로 추진되기 위해서는 가족친화 마을만들기 활동에 대한 전면적인 점검이 필요하다. 따라서 본 연구에서는 울산시에서 가족친화마을만들기사업 공모를 통해 선정된 사업(북구 엠코타운의 공동육아프 로젝트)의 추진과정을 심층 분석하였다. 이를 통해 가족친화마을만들기사업의 성공 적인 추진을 위해서는 어떤 문제점이 있고 이에 대한 개선과제는 무엇인가에 대해 제시하고자 하였다. 본 연구는 사례분석을 중심으로 한 연구이므로 계량적 분석에 의존하기보다는 질적 분석을 중심으로 연구하고자 하였다. 현장감 있는 목소리를 반영하기 위해 가족 친화마을만들기사업을 담당했던 사업 집행 담당자들을 대상으로 한 심층면담과 사례지역의 유관기관 관계자 및 마을활동가에 대한 면담을 통해 가족친화마을만들기 사업의 현황분석과 실제 운영상의 문제점을 찾아보고자 하였다. 본 연구는 민관협력 거버넌스로 추진되는 가족친화마을사업의 성공적인 정착을 위한 정책적인 과제를 사업 추진과정 단계별로 제시하고 있다. 따라서 유사 사업을 추진하고자 하는 자치단체에 정책적인 근거자료로써 활용가치가 있을 것으로 판단된다. The family-friendly town development project is regarded as necessary for expanding participation of residents and realization of governance in pursuit of small government and implementation of local self-government system. It is necessary to thoroughly examine activities of the family-friendly town development project in order to successfully promote building a living environment in which residents may live pleasantly and comfortably through their voluntary participation, creating a beautiful landscape, and forming a community. Therefore, this study deeply analyzes the process of the project selected through public offering of the family-friendly town development project in Ulsan city (the joint child-care project of Buk-gu emco-town). Through the analysis, this study tries to point out the problems for the successful implementation of the family-friendly town development project and what should be made to solve the problems. This study focuses on case studies and therefore, relies more on qualitative analysis rather than quantitative analysis. To reflect realities, through in-depth interviews with project managers responsible for the family-friendly town development project and interviews with related officials and village activists in the case region, we tried to analyze the status of the family-friendly town development project and figure out problems due to actual operation of the project. This study proposes the policy tasks required for successful settlement of the family-friendly town project that is performed by public-private partnership according to project execution phases. Therefore, this study may be considered to be worth being used as a reference for policy making to the self-governing organizations that want to promote similar projects.
