        협력적 거버넌스로 추진된 간판개선사업 특성

        This study proposes cooperative governance as a means of solving problems in the existing pilot signboard improvement projects. The pilot signboard improvement projects executed in Korea have so far been led mainly by the government, and such a “government initiated” passive project process does not attract remarkable attention from the community. Even though the intention of signboard improvement is to vitalize the local community and create an aesthetic feature in city, it is used as a mere cursory administrative project, and it also causes civil complaints. This is because there are problems in the fundamental structure of the signboard improvement projects that have not been solved, which in turn causes a vicious circle rather than the lack of ability of the government that fails to settle the conflicts between various stake holders. As projects have been conducted without consensus, which is the most important factor, the intended beneficiaries of the projects are ambiguous. For this purpose, the study extracted and examined study literature dealing with urban environment improvement projects and looked at statistics and research of the pilot signboard improvement projects. And the necessity of governance was researched by examining the limitations of pilot improvement projects based on previous studies. The high effectiveness of the signboard improvement project led by residents was confirmed through analyzing the four cases extracted. Thus, this study paid attention to the need of cooperative governance as a means of solving problems in the existing pilot signboard improvement projects, and it proposed significant performance analysis data of existing signboard improvement projects in order to find ways for highly efficient community initiated signboard improvement projects to be incorporated into future pilot signboard improvement projects.

      • The Effectiveness of Using Cooperative Learning and Project-Based Learning Techniques Among Learning Behavior, Learning Achievement, and Learners` Satisfaction in Management Information Systems for School Administration Course

        The purposes of this research were 1) to compare the students`` s learning behavior is pre-and post experiment by using cooperative learning and project based learning techniques, 2) to compare the learning achievement in pre-and post experiment by using cooperative learning and project based learning techniques, and 3) to study the learners`` s satisfaction after studies with cooperative learning and project based learning techniques. The sample group were 77 pre-service teacher in Computer Education of Nakhon Sawan Rajabhat University who attended MIS for school administration class. The research instruments were 1) MIS for school administration lesson plans ehich integrated cooperative learning and project based learning techniques and was confirmed by experts with high appropriated, 2) learning behavior evaluation form, 3) four opened questions learning achievement test, 4) learning satisfaction questionnaires, and 5) project evaluation form (RUBRIC). This research spent 12 weeks in conducting, and using one group pre-posttest quasi-experimental design; and using paired T-test, Mean, and Standard Deviation as statistically test. The finding of this research were: 1) There was different between pre-and posttest of the learning behavior at 0.05 level of significant, 2) there was different between pre-and posttest of the learning achievement at 0.05 level of significant, and 3) students satisfied at high rate level in cooperative learning and project based learning techniques.

        협동적 기초집단 형성에서 교사의 역할

        This study is to investigate teacher's role in establishing and maintaining the cooperative base group in a second grade classroom. According to teachers of small group cooperative learning classes, children and their parents tend to value winning a contest or competition more than collaborative problem-solving, and this tends to lead to conflicts among children, away from cooperation. The focus of present action research is how a teacher can help children move from competitive to cooperative base group, and what she can do for the transition. Second graders of this study were highly competitive at the beginning of their project work "Change"; with the introduction of additional project work "Polite addressing," however, they changed in two directions. They came to recognize the need for cooperation by way of division of labor, on the one hand; and, on the other, they moved from the dominance of ego-centric assertion to the recognition of importance of rational discussion. The flow of children's change, in other words, was from conflict in the group work, cooperation in small group work, cooperation in the whole class work, to cooperation in the base group, with the introduction of "Polite addressing" project. Teacher's roles also corresponded to this change of children. One of them was to help children recognize the cooperative relationship as more productive than the competitive one; the other was to help them master interpersonal skills for that relationship.

        The effects of the online team project-based learning on problem solving ability, cooperative self efficacy and cooperative self regulation in students of department of physical therapy

        Background: The purpose of this study is to investigate the effect of the online team project based learning on problem-solving, cooperative self-efficacy, and cooperative self-regulation of college students. Design: Single group pre-post design. Methods: The online team project based learning was conducted for a total of 92 college students for 8 weeks. A survey was conducted on problem-solving ability, cooperative self-efficacy, and cooperative self-regulation. In the online team project-based class, two projects were performed. It consists of video lectures and real-time video conferencing. Through the real-time video conference, the project was carried out based on discussion among learners and feedback was provided. Results: There was a significant difference in the change in problem-solving ability compared to before learning (p<0.05). As a result of the evaluation of cooperative self-efficacy, there was a significant difference (p<0.05). There was a significant differences in cooperative self-regulation compared to before learning (p<0.05). Conclusion: The online team project-based learning are effective in improving learners' problem-solving ability, cooperative self-efficacy, and cooperative self-regulation.

        AHP분석을 활용한 연계협력형 지역계획사업의 결정요인 분석

        Cross-regional and cooperative projects is a very useful regional development strategy to maximize the value of local assets. This study was conducted to analyze the determinant factors for cross-regional and cooperative projects. To achieve this goal, this study develops evaluation areas and criteria to analyze the determinant factors for cross-regional and cooperative projects using analytic hierarchy process. In the analysis of determinant factors for cross-regional and cooperative projects, the four issues were identified as followed: Socio-economic impact were evaluated as a significant determinant factors of cross-regional and cooperative projects; the institutional tools for environmental friendly land use and growth management should be established; the guidelines for government financial assistance in connection with cross-regional and cooperative projects should be required; the cross-regional and cooperative planning is included in national land planning system.

        NPD through Cooperation in IJV: Toward a New Approach from the Case of Renault Samsung Motors

        This paper examines one way of analysing the nature of cooperation processes through new product development (NPD) projects in automotive industry, in particular, in international joint venture setting. Building on the concept of strategic alliances, this study links strategic alliances and NPD together under the concept of cooperation, which is central to the research. It builds on the multi-project management research and extend it to a setting in which multiple firms are involved. It shifts the focus of NPD research in the automotive industry toward strategic alliances in order to shed light on the effective multi-project management between firms that share a platform. Partner companies not only provide an IJV with their own platforms for NPD projects, but also impose their embedded norms and practices that have been developed over time. This aspect makes the multi-project management in an IJV complicated and differentiated from that in a single firm setting. This paper also illustrates the evolution process of cooperation at the inter-company level. Cooperation is one of the central issues for any operative alliance. In practice, cooperation within an international joint venture (IJV) is idiosyncratic with multiple facets. To compound the issue, economic and non-economic incentives may distort cooperation by either encouraging or discouraging interactions. This variability in the manifestation of cooperation suggests the importance of observing interactions over time in order to deepen our understanding of the evolution of cooperation. Trust underpins the achievement of cooperation. Yet, theories of trust in the context of an IJV are relatively under-developed. Further research can illuminate under what circumstances do functions and the partner companies of an IJV develop trust that induces cooperation. Examination of trust and cooperation through complementary theories will produce a holistic analysis.         강원특별자치도 폐광지역 지자체 간 협력사업의 방향: 세출예산 및 협력의 우선순위 분석

        The abandoned mine areas of Gangwon State Government (Samcheok-si, Taebaek-si, Yeongwol-gun, and Jeongseon-gun) are areas where the regional economic downturn is rapidly progressing due to rapid population decline and lack of jobs. Cooperation between local governments is continuously being discussed as a way to solve the problem. This study analyzed the expenditure budgets of each local government sector and conducted a priority analysis on the need for cooperation in order to suggest a direction for discovering cooperation projects between local governments in abandoned mine areas. Expenditure budget analysis is based on the Ministry of Public Administration and Security's Local Government Budget Preparation and Operation Standards Annex 9 ‘Expenditure Budget Classification’ by function in the fields of culture and tourism, industry and small and medium-sized enterprises, land and regional development, social welfare and general administration, transportation and logistics, and health. The proportion of the total expenditure budget was calculated. In the priority analysis of the need for cooperation, the relative importance of cooperation projects areas and functional groups was measured using AHP. As a result of the analysis, the 'culture and tourism' and 'transport and transportation sectors' are areas with a high need for cooperation, but the proportion of expenditures is medium or low, and the 'industry and small and medium-sized businesses' and 'land and regional development' sectors are areas with a high need for cooperation. The need for cooperation and the proportion of expenditures are each at a medium level. In the field of ‘social welfare and general public administration’, the need for cooperation is low, but the proportion of expenditures is high, and in the field of ‘health and medical care’, the need for cooperation is low and the proportion of expenditures is also low. In the fields of ‘transport and transportation’ and ‘culture and tourism’, it can be strategically considered to increase the proportion of local government expenditures at the current level as the need for cooperation is higher than the proportion of expenditures. In the ‘Industry, small and medium-sized enterprises’, and ‘the land and regional development’ sectors, we should review the list of cooperative projects and prioritize projects that can strengthen regional competitiveness. In the field of ‘social welfare and general public administration’, we need to readjust the priorities for cooperation projects between local governments.

        전북지역의 ‘지역문화예술육성지원사업’ 현황과 개선 방안

        이 논문에서는 지역협력형 사업과 전라북도문화재단의 종합평가가 어떤 방식으로 이루어지고 있는 지 살펴보았다. 또한, 전라북도문화관광재단이 2018년에 시행한 ‘지역문화예술육성지원사업’의 현황을 살펴보고 성과 및 문제점을 파악하여 개선 방안을 모색하였다. 지역협력형 사업은 서울 중심으로 문예진흥기금 지원이 편중된 현실을 개선하고 서울에 비하여 상대적으로 낙후한 지역 문화예술계의 여건을 개선하고자 하는 목적을 갖고 있는 사업이다. 본 논문에서는 지역협력형 사업에 대한 전반적인 개념을 정리하고 전라북도문화관광재단에서 시행한 「2018년 지역협력형사업 종합평가 및 만족도 조사」 중 전문가 평가에 대한 전반적인 내용을 기술하였다. 또한, 지역협력형 사업 중 ‘지역문화예술육성지원사업’을 중심으로 수행현황 점검하여 성과와 문제점을 도출했다. 이를 기반으로 제언한 사업 개선 내용은 전라북도문화관광재단에서 예술가와 예술단체를 지원할 때 활용할 수 있을 것으로 판단된다. 이 논문은 전북지역의 ‘지역문화예술육성지원사업’의 문제점을 개선할 수 있는 방향성을 제시하고 전북지역만의 특색을 담은 문화를 육성할 수 있는 전략을 전망한다. 아울러 「2018년 지역협력형사업 종합평가 및 만족도 조사」에서 제시한 문제점들을 보다 면밀하고 비판적으로 점검한다. 이를 통해 추후 전라북도의 지역문화의 가치가 지역과 생활이라는 장소와 공간에서 실현되기를 기대한다. In this paper, we examined how the regional cooperative projects and Jeollabuk - do Cultural Foundation 's comprehensive evaluation are done. In addition, the Jeollabuk - do Cultural Tourism Foundation reviewed the present status of the 'Cultural Arts Promotion Support Project' conducted in 2018, and grasped the results and problems and searched for ways to improve it. The regional cooperative project is aimed at improving the reality that the support of the literary promotion fund is focused on Seoul and improving the situation of the local arts and culture which is relatively inferior to that of Seoul. This paper summarizes the overall concept of regional cooperative projects and describes the overall evaluation of experts in the "2018 Global Cooperative Project Overall Assessment and Satisfaction Survey" conducted by the Jeollabuk-do Cultural Tourism Foundation. In addition, out of the regional cooperative projects, 'performance of local culture and arts support project' was examined and its performance and problems were derived. Based on this, it is expected that the contents of the project improvement can be utilized in support of artists and art groups in Jeollabuk - do Cultural Tourism Foundation. This paper suggests a direction to improve the problems of 'local culture and arts development support project' in Jeonbuk area and proposes a strategy to cultivate a culture that is unique to Jeonbuk area. In addition, the problems presented in the "2018 Regional Cooperative Business Overall Assessment and Satisfaction Survey" will be examined more closely and critically. It is expected that the value of the local culture of Jeollabuk - do will be realized in the place and space of the area and life.

        고등교육 ODA 사업의 전문가 컨설팅 활용 사례 분석: 국제협력선도대학사업 스리랑카 사업단과 필리핀 사업단을 중심으로

        This study aims to discuss the impacts and challenges of ‘Expert-led Consulting’ on Official Development Assistance(ODA) programs in higher education represented by Leading University Projects for International Cooperation. Since 2012, the year the projects launched, Expert-led Consulting has been continuously carried out every year. Even though many researchers have emphasized the need of Expert-led Consulting as one of the means to improve the quality of ODA programs which are likely to be faced with unexpected problems, we have identified that it is difficult to find research results focusing on how Expert-led Consulting affects the results and contents of the programs. In this context, this study analyzed two cases(Sri Lanka project and Philippines project) which employed Expert-led Consulting in the process of program management, recognized as best practices among ODA projects in higher education in Korea, by applying ‘Theory of Change’ which has been widely used in planning, analysis, and evaluation in the areas of international development as one of the representative theoretical frameworks for results-based management. The methodology of this study is to review the relevant literature and conduct in-depth interviews with principle investigators of the projects and experts participating in consulting for the projects in order to identify how Expert-led Consulting has changed the contents and results of each project during the project period. As a result of this study, we found that : Expert-led Consulting influences deeply the direction and performance of ODA programs in higher education ; and the more positively a project team accepts and utilizes Expert-led Consulting, the more likely the team is to achieve positive results. This study also presented the roles and functions of Experts-led Consulting as an institution. It enables responding to urgent situations efficiently, restructuring of programs pursuant to changes, identifying underlying problems and obstacles, and so on. In contrast, the challenges of Experts-led Consulting are as follows: the difficulty of maintaining the same consulting group and identifying problems and obstacles of the projects accurately; the need of the networks and capacity of consultants to meet project teams’ demands; the scarcity of time to enhance mutual learning and understanding about the project between the project team and consulting group; and the problem of securing ODA experts with plentiful experience in the relevant sector.

        APEC 국제교육협력사업에 대한 성과평가 연구: 국제교육활동 참여자들의 인식을 중심으로

        This study conducted the international evaluation of the APEC educational cooperation projects initiated by the Korean government and drew out strategies and tasks for their sustainable implementation. To this end, eight projects implemented by the Institute of APEC Collaborative Education were selected for the evaluation which examined participants’ awareness of and the degree of participation in the eight projects as well as contribution to the intended outcomes of the projects. An online survey was conducted to participants of the eight projects and 283 experts and participants from 18 economies responded. The descriptive analysis found that the participants of ALCoB Cooperation Project reported the most positive perception of the awareness while the participants of the ALCoB Internet Volunteers showed the lowest degree of participation in and contribution to the intended outcomes of the project. Based on the results, several suggestions for further progress in Korea’s APEC educational cooperation were made. 본 연구의 목적은 한국 정부가 추진해온 APEC 교육협력사업에 대한 참여자들의 국제적 평가를 살펴보고, 향후 동 사업의 발전을 지속적으로 견인하기 위한 전략과 과제를 도출하는데 있다. 이를 위해 APEC 학생 교류 프로그램, 알콥 협력 프로젝트, 알콥 스쿨 네트워크, 국제 알콥 컨퍼런스, 국제교육협력봉사단 파견, 이러닝 연수 프로그램, 미래 교육 포럼, 알콥 워크숍의 8개 사업들을 중점적인 평가 대상 사업으로 설정하고, 이를 위해 온라인 조사를 통해 각 사업별 참여자들의 사업들에 대한 인지도, 참여도 및 공헌도에 대한 인식 조사를 실시하였다. 총 18개국의 283명의 전문가들과 사업 참여 유경험자들의 응답을 얻어 조사 결과를 분석한 결과, 인지도 측면에서는 알콥 협력 프로젝트가, 참여도와 공헌도 측면에서는 국제협력봉사단파견이 가장 양호한 평가를 얻었다. 이상의 결과를 바탕으로 APEC 교육협력사업의 실행을 위한 향후 전략 및 과제를 위한 몇 가지 제언을 하였다.
