스포츠도시 개념의 재고찰: 스포츠와 도시마케팅의 관계성과 시너지

본 연구의 목적은 한국 내 스포츠-시티노믹스에 대한 민·관 레짐의 급격한 붕괴가 예상되는 상황인식과 함께 기존문헌고찰과 스포츠도시화 사례에 대한 이해를 바탕으로 스포츠도시의 개념과 유형 및 전형을 파악하고 스포츠와 도시경영·마케팅의 시너지를 재고함으로써 스포츠 테마가 시티노믹스에서 가지는 의의와 스포츠도시화 경영전략을 재조명하고자하는 것이다. 이를 위해 본문의 1장과 2장에서는 도시경영·마케팅으로서의 스포츠-시티노믹스의 함의를 살펴보고, 스포츠-시티노믹스의 적용에 있어 도시정부의 도시경영 및 마케팅 역량의 중요성을 주요 해외사례들을 통해 짚어보았다. 특히 여러 문헌의 도시마케팅의 정의를 토대로 스포츠-도시마케팅의 개념을 제시하였으며, 해당 개념을 중심으로 스포츠-도시마케팅의 고객, 상품, 경쟁시장의 특성들을 사례와 함께 살펴보았다. 3장에서는 스포츠산업경영의 관점에서 ‘스포츠도시’와 ‘지속가능한 스포츠도시화’의 정의 및 그에 따른 함의를 제시하고 성공적인 해외 스포츠도시의 유형을 (1)도시경제재건형 (2)도시공동화대응형 (3)세계도시브랜드확장형의 세 가지 유형으로 정리하였다. 4장에서는 스포츠도시화 경영전략의 의의와 가치를 재조명하고자 도시경제재건을 위한 도시경영에서의 스포츠의 역할과 기능을 밝힌 기존의 문헌들을 고찰해 보았다. 마지막으로 본문의 각 장과 관련지어 도출된 결론과 제언이 제시되었다. The purpose of this study was to review the literatures related to city``s economic regeneration through sport and identify the types of sport cities. Also this paper includes the case studies of successful sport cities in order to reconsider the relationships and the synergies between sport and city marketing. To this end, Sport-Citinomics as a city management and marketing strategy and its implications were explored. The criticality of the city government’s organizing capacity to achieve successful sport city development was explained through various case studies. The concept of sport-city marketing was developed and utilized to understand the customer, product and market of the sport centered city marketing. The definition of sports city and its implication were proposed. Three types of sports city were identified thorough literature review. Lastly, Synergies between sports and city marketing were reviewed.
‘해양 도시 맞춤형 스포츠 교육 연계 모형’ 탐색: 부산지역을 중심으로

This study aims to explore ‘the maritime city-customized marine sport model connected with education’. To attain this goal, this study conducted in-depth interview and literature review with elementary school, middle school, and high school teachers of physical education, those interested in the marine sport association, professors, those interested in the city hall, and those concerned in the office of education. The results of analysis were gained as follows: first, the problems related with marine sport education can be largely divided into facility, instructor, and recognition issues. The current facilities for marine sport education were not adequate for purpose. These a suggested need to build ‘marine sport education centers’ chiefly oriented to serve marine sport education. Besides, there is no institute to cultivate instructors equipped with expertise; thus, it is needed to build ‘institutions to foster marine sport instructors’. Lastly, since there is so much negative recognition on marine sports of those concerned in schools, city hall, and offices of education and parents. It is needed for the offices of education to develop training programs targeting teachers as well as managers of schools and which also change the wrongful recognition on marine sports by conducting publicity and educational programs for the managers in the offices of education. Second, it was found that the problems lying in the connection with marine sport education are resulted from the uncertainty of role division in the city hall and the offices of education. This is the problem resulted from communication breakdown between the city hall and the office of education. It is necessary to provide clear role division for each of the institutions to realize marine sport education as physical education at schools and also provide institutional complementation based on the work cooperation among institutions. Third, according to the examination of the maritime city-customized marine sport model connected with education, it is needed to organize TF(Task Force) teams with marine sport experts from schools, offices of education, and the city hall and make plans. After this, each institute should be provided with their roles and then play them properly. They should help schools conduct marine sport education rightly, and in this process, the proper feedback is needed. 본 연구는 ‘해양도시 맞춤형 해양스포츠 교육 연계 모형을 탐색’하는데 그 목적이 있다. 이를 위해 초‧중‧고등학교의 체육교사, 해양스포츠 협회 관계자, 대학교수, 시청관계자, 교육청관계자를 대상으로 심층면담과 문헌고찰을 실시하였고, 이를 분석하였다. 그 결과는 다음과 같다. 첫째, 해양스포츠 교육을 둘러싸고 있는 문제점들은 크게 시설, 지도자, 인식으로 나눌 수 있었다. 현재 해양스포츠 교육을 위한 시설들은 적합하지 않았으며 이를 위해서는 해양스포츠 교육을 주목적으로 하는 ‘해양스포츠 교육 센터’가 필요한 것으로 나타났다. 그리고 현재 전문성을 갖춘 지도자 양성기관이 없는 실정이기에 ‘해양스포츠 지도자 양성기관’ 설립이 필요한 것으로 나타났다. 마지막으로 학교, 시청, 교육청 관계자들과 학부모들의 해양스포츠에 대한 부정적 인식이 팽배하기에 교육청에서는 학교의 관리자들을 비롯하여 교사들을 대상으로 연수프로그램을 만드는 것은 물론 교육청관리자들을 대상으로 홍보 및 교육 프로그램을 시행하여 해양스포츠에 대한 잘못된 인식을 변화시켜 나가야 하는 것으로 나타났다. 둘째, 해양스포츠 교육을 위한 연계의 문제점은 시청, 교육청의 역할분담의 불명확성 때문인 것을 알 수 있었다. 이는 시청과 교육청의 소통단절로 인해 생기는 문제로 학교체육으로서 해양스포츠 교육의 실현을 위해서는 각각 기관에 대한 명확한 역할제시와 기관간 업무협력의 제도적 보완이 필요한 것으로 나타났다. 셋째, 해양도시 맞춤형 해양스포츠 교육을 위한 연계모형을 살펴보면, 먼저 학교, 교육청, 시청, 해양스포츠 전문가들로 TF(task force)팀을 구성하고 계획을 수립한 다음, 각 기관의 역할을 제시하고 기관들은 이를 시행함으로써 학교에서 해양스포츠 교육이 이루어지도록 도와야 하며, 이 과정에서는 피드백 과정을 거치면서 시행되어야 하는 것으로 나타났다.
스포츠도시 유형화 및 사례분석을 통한 국내 스포츠도시 발전방향 연구

A number of global cities and local cities facilitate local economies and development by utilizing sports. However, their strategy is likely to be a short-term and one-time policy, which does not continuously strengthen their development. Therefore, the use of sports needs to be considered as more specific and longer term strategies for local development. This study examines the concept and role of sports city focused on cases of overseas sports cities, and successful and ideal cases of background and features of sports cities were analyzed to promote and lead the direction of improvement of sports cities in Korea. Consequently, strengthening a city’s sport capability and connecting it to local development need to be met to become a city into a successful sport city. To do so, it should premise recognition that sports cannot be treated separately from other urban policy area and it needs to invest in sports facilities, hosting sports events and competitions, and sports clubs based on the recognition for the importance of sports. Moreover, it needs a marketing strategy for branding and differentiation through sports of a city’s expertise. Finally, to make sports act as a catalyst to strengthen the process of an integrated city’s competitiveness, it requires a local government’s strong leadership and organization capacity of stakeholders.
고양시 글로벌 스포츠(플라잉디스크) 특성화도시 조성방안

본 연구는 고양시의 입지적 특성을 고려한 생활체육 활성화와 스포츠 도시 창출을 통한 지역사회 발전을 목표로 글로벌 스포츠 특성화도시 조성을 위한 실질적인 방안을 제공함에 목적이 있다. 도출한 결론은 첫째, 지역의 특색 있는 스포츠 이벤트 개발 및 지역 특성을 살린 스포츠 종목을 발굴하여 외부에 널리 홍보하고, 국내는 물론 외국으로부터 많은 참여자들이 지역을 방문할 수 있도록 하여 지역의 지명도를 높이고 이미지를 향상시키며 대내적으로는 주민들의 지역 정체성 확립과 지역 간 연대감을 조성하여 지역경제 활성화를 도모할 수 있는 글로벌 스포츠 특성화도시 조성 방안을 제안하였다. 둘째, 생활체육 저변확대의 파급효과를 가져올 수 있는 실질적 방안으로 시간·장소·용구의 제한을 받지 않고, 누구나 쉽게 할 수 있는 친환경 그린스포츠라고 불리는 플라잉디스크 스포츠 종목의 선택과 집중된 도입을 제안하였다. 셋째, 생활체육 저변확대 방안을 제안하였다. 스포츠 관련 시설 확충, 도시정부의 장단기 계획수립 및 이벤트 추진, 도시재건 수준의 스포츠 캠페인의 시도, 지도자 양성 등 다양한 방안을 제시하였다. 넷째, 글로벌 스포츠 특성화 도시 만들기를 목표로 스포츠산업 육성, 스포츠 산업 인프라 구축 및 스포츠 이벤트의 활성화와 스포츠 관련 산업 지원을 통한 스포츠특성화도시의 육성방안 제안하였다. 도시정부는 스포츠 대회 유치와 관중의 확보에만 집중하지 않고 행·재정의 지원 방안 등 차별화된 스포츠정책을 추진해야 할 것이다. The purpose of this study is to provide a plan for the creation of a global sports specialized city through the creation of a sports city in Goyang city. The conclusions are as follows. First, it proposed a plan to create a global sports-specialized city that can increase the popularity of the region, improve its image, and promote the revitalization of the local economy by developing sports events with regional characteristics and discovering sports events that make use of regional characteristics. Second, as a practical plan that can bring about the effect of expanding the base of sports for life, the selection and introduction of flying disc sports events that anyone can easily do were suggested. Third, plan to expand the base of life sports for all was proposed. And various measures were proposed, such as expansion of sports-related facilities, establishment of long and short-term plans and promotion of events, attempts at sports campaigns, and training of leaders. Fourth, with the goal of creating a global sports-specialized city, a plan for fostering a sports-specialized city was proposed.

This study is to suggest the strategy to develop Yeosu into marine city through EXPO 2012 YEOSU KOREA and city model for water sports. The subject of this study is Yeosu which is going to hold international marine event in 2012. The result of this study are as follows. First, Yeosu is going to be easy of access from other cities and implement SOC and should hold many kinds of water sports events throughout the EXPO period so that Yeosu makes their own image as a marine city and should develop a traditional water sports festival in the city. Second, after the EXPO to utilize the exposition ground and the facilities of SOC and facilities for leisure, Yeosu should construct leisure water cluster that is connected to tourism, sports, marine resources. The types of clusters that could be constructed in Yeosu are sports type, professional type, well-being and recreation type, experience type. Third, a possible future for water sports is a cruise ship industry, to share water sports facilities with neighboring cities of south coast, to attract water sports events, to change the structure of the exposition ground that integrates water sports as a leisure industry. Yeosu have to prepare some method to utilize the exposition ground after the EXPO. If Yeosu couldn` t utilize the exposition ground properly, the city may be confront with some problems. But through water sports, Yeosu will overcome those problems. And through city model for water sports that is suggested in this study, local government can develop their city with less budget.

The purpose of this study is to know the sports-for-all status and analyze the sports-related expenditure of sports-for-all participants. A questionnaire survey had been done with 300 Daejeon sports-for-all participants. Total 251 answers were collected and analyzed. The conclusions are as following. First, as of July 2011, there are 423,420 persons registered to the Daejeon Metropolitan City Sports-for-all Council in 3,685 clubs and 44 sports categories. There are 146 coaches consisting of 90 general coaches, 16 senior coaches, 24 square coaches and 16 sports coaches. The sports-for-all general account expenditure of Daejeon Metropolitan City in 2010 was \3,293,356,763. Among them, only 3.2% was spent in supporting the sports-for-all programs operation while 75% of the budget was spent on (1) the opening of various competitions, (2) participation in nationwide competition, and, (3) operation of sports-for-all coaches. Second, the total expenditure of Daejeon Metropolitan City sports-for-all participants was \ 644.5 billion a year. Most of this money was spent on small owner-operators in the base of regional economy such as manufacturing, service industry, wholesale & retail businesses and restaurants. One sports-for-all participant spent \ 1,522,290 a year in average. Third, when the expenditure of Sports-for-all Council and the sports-for-all participants of Daejeon Metropolitan City would be added, the annual expenditure becomes \647,861,388,563, which has a huge impact on the vitalization of regional economy.

본 연구는 생활체육 발전을 위해서 천안시를 대상으로 스포츠 인프라를 분석하고, 분석 결과에 따른 발전 방안을 제안하기 위한 목적에서 수행되었다. 이러한 목적을 달성하기 위해서 천안시 스포츠와 관련된 자료를 2019년 3월 1일 부터 30일까지 1개월간 수집하였다. 천안시의 스포츠 조직 및 구성을 살펴본 결과, 천안시청과 천안시 체육회, 천안시 장애인체육회에서는 지역적 특성을 반영하여 시민들의 스포츠활동을 위한 다양한 업무를 추진하고 있는 것을 확인할 수 있었다. 천안시는 지속해서 다양한 종목의 세대별, 지역별 공공체육시설을 확충하고 있는 것을 알 수 있었다. 또한, 천안시 체육회와 천안시 장애인체육회에서는 생활체육지도자를 고용하여 시민들에게 다양하고 질 높은 생활체육 프로 그램을 제공하고 있다. 사회체육 발전을 위해서는 전국의 모든 지자체가 체육 현황에 대한 정확한 실태를 파악하고 분석 하여 하드웨어 인프라뿐만이 아니라 인적인프라가 모두 균형을 갖추어진 정책이 마련되어야 하겠다. This study was carried out for the purpose of analyzing sports infrastructure in Cheonan city for proposing development plan based on the analysis results. In order to achieve this goal, data related to the sports of Cheonan City were collected for one month from March 1st to March 30, 2019. After looking at the composition of sports organization of Cheonan City, At the Cheonan City Hall, the Cheonan KSOC and the Cheonan City Disabled Sports Council, it was possible to confirm that various tasks for citizens' sports activities were being carried out by reflecting local characteristics. Cheonan City continued to expand public sports facilities by generation and region. In addition, the Cheonan KSOC and the Cheonan City Disabled Sports Council employ life sports leaders to provide diverse and high-quality sports programs to citizens. For the development of sports, all local governments should identify and analyze the exact status of sports. In addition, a balanced policy should be in place for both the hardware infrastructure and the personal infrastructure.
프로스포츠 연고도시 정착기간에 따른 도시성장과 프로스포츠 활성화간 연관성 분석 - 한국 프로축구, 프로농구, 프로배구 연고도시를 중심으로 -

The study, which focuses on professional soccer, professional basketball, and professional volleyball in Korea, analyzes the connection between city growth and vitalization of professional sports according to the period of settlement of professional sports in their home cities. The empirical analysis shows that vitalization of professional sports exercised a positive influence on city growth while city growth exercised a negative influence on vitalization of professional sports. However, different home cities brought different results. For the home cities for professional basketball and professional volleyball, vitalization of professional sports never realized regardless of period of settlement. For the home cities for professional soccer, vitalization of professional sports appeared in the home cities of created soccer teams. Thus, it is confirmed that city conditions and team performance are more crucial than the effect from the period of settlement in vitalizing professional sports. 본 연구는 한국 프로축구, 프로농구, 프로배구를 중심으로 프로스포츠 연고도시 정착기간에 따른 도시성장과 프로스포츠 활성화간 연관성 분석을 실시하였다. 실증적 분석결과, 프로스포츠 활성화는 도시성장에 정(+)의 영향을 미치는 것으로 나타났고, 도시성장은 프로스포츠 활성화에 부(-)의 영향을 미치는 것으로 나타났다. 그러나 연고도시별로 상이한 결과가 나타났다. 프로농구와 프로배구 연고도시의 경우, 정착기간과 상관없이 프로스포츠가 활성화되지 않았으며, 프로축구 연고도시의 경우, 창단 구단의 연고도시에서 활성화가 나타났으며 연고정착기간에 따른 효과보다는 도시여건 및 구단성적이 프로스포츠 활성화에 중요요인으로 작용함을 확인할 수 있었다.
속초시 산악스포츠관광에 대한 주관성 연구: Q-방법론적 접근

Purpose: Sokcho, in Gangwon-Do, is one of tourism cities in South Korea as a mountain and marine tourism destination. Its popular tourism destination, however, does not reach far, and it is unclear whether its mountain tourism resources are enough to make Sokcho city anything more than just another interchangeable mountain sports tourism destination. This paper aim was to identify types of users of mountain sports tourism based on their subjectivity. Methods: In this study, Q-methodology was adapted to explore how mountain sports tourists’ subjectivities toward this mountain sports destination and how they interpret those depictions. The authors used Q-statements to collect types of travel experiences in Sokcho city and analysis to identify the most popular tourism destination. Respondents who had in the last 3 years visited the Sokcho tourism destination and stated their statements were recruited on/off line. Total of 32 Q-samples were extracted from the visitors of Sokcho city. Results: In this study, the perception for the activation of mountain sports tourism in Sokcho, which is recognized by mountain sports tourists, was identified. Through Q-analysis, it was found that mountain sports tourists had the three types of perceptions of - 'support of organization(type I)', 'strengthen of mountain sports tourism products(Type II)', improve of infra and service for mountain sports tourism(Type III)'. Conclusion: Implications suggest that a competitive advantage for a mountain sports tourism destination in Sokcho city involves developing mountain sports tourism products and strategies that appeals to policy and market segments based on this subjectivity to tourism behaviors.
장애인체육 행정전달 체계 개선을 위한 시군구장애인체육회 설립지원방안 탐색

이 연구의 목적은 대한장애인체육회의 신규 시군구장애인체육회 설립을 위한 지원방안을 모색하고자 하였다. 우리나라 장애인체육 행정서비스 전달체계 개선을 통한 장애인체육 진흥과 발전에 이바지할 수 있는 기초자료를 제공하는데 의의를 두고 있다. 연구대상으로는 미설립된 72개 기초자치단체가 소속된 해당 광역시도 단위의 시도 및 시군구장애인체육회 실무자로 선정하였으며, 신규 시군구장애인체육회 설립에 대한 저해요인과 필요사항을 파악하고자, 대한장애인체육회의 협조를 받아 전국 17개 광역시도 중 미설립된 기초자치단체(72개)가 포함된 10개 광역시도 내 광역시도 및 시군구장애인체육회 실무자들을 대상으로 2024년 7월부터 8월까지 2개월간조사를 통해 총 383명의 응답을 확보하였다. 자료처리방법으로는 SPSS 24.0 version과 Microsoft Excel 2016을 이용하여 빈도분석, 기술통계분석, 매트릭스 분석을 통해 최종 결과를 도출하였다. 그 결과 신규 시군구장애인체육회 설립에 대한 저해요인(10개)과 필요사항(10개)에 대한 우선순위를 도출하였으며, 그다음으로 신규 시군구장애인체육회 설립의 도출된 저해요인과 필요사항을 토대로 매트릭스 분석을 통해 시각화한 결과, 최우선 추진과제(4개), 우선 추진과제(3개), 향후 개선과제(2개), 향후 개선 고려과제(1개)로 나타났다. 마지막으로 본 연구결과에서 도출된 결과는 신규 시군구장애인체육회 설립을 위한 기초자료로 활용됨과 동시에 해당 결과에 따른 사업화는 향후 신규 시군구장애인체육회 설립에 대한 가능성을 제고 할 수 있는 마중물로 활용될 수 있을 것으로 사료된다. The purpose of this study was to explore support measures for the establishment of new City/County/District Disabled Sports Associations by the Korea Paralympic Committee (KPC), providing foundational data that can contribute to the promotion and development of disabled sports through the improvement of the administrative service delivery system for disabled sports in South Korea. The research subjects were selected from practitioners of the Metropolitan and City/County/District Disabled Sports Associations affiliated with the 10 metropolitan governments, which include the 72 basic local governments where City/County/District Disabled Sports Associations have not yet been established. In order to identify the barriers and needs related to the establishment of new associations, and with the cooperation of the Korea Paralympic Committee, a total of 383 responses were collected over a two-month period from July to August 2024 from practitioners in the relevant metropolitan and local associations within these 10 regions. The data were processed using SPSS 24.0 version and Microsoft Excel 2016, and analyzed through frequency analysis, descriptive statistics, and matrix analysis to derive the final results. As a result, the priorities for the barriers (10 items) and needs (10 items) regarding the establishment of new City/County/District Disabled Sports Associations were identified. Furthermore, based on the identified barriers and needs, a matrix analysis was conducted to visualize the results. The analysis identified the following: Top Priority Tasks (4 items), Priority Tasks (3 items), Future Improvement Tasks (2 items), and Future Improvement Consideration Tasks (1 item). Finally, the results derived from this study will serve as foundational data for the establishment of new City/County/District Disabled Sports Associations. Additionally, the commercialization of these results can serve as a stepping stone to enhance the possibility of establishing new City/County/District Disabled Sports Associations in the future.
