Japanese Imperialism intended to collect basic materials necessary for ruling its colonies through various investigation projects around the occupation by force. One of their ruling policies was historic spot investigation projects through the whole Joseon. One of the tasks laid stress on by Japan during colonialization of Joseon was to create an ideology justifying its overseas expansion policy. In particular, Japanese Imperialism intended to justify its colonialism by bringing out heteronomous features of Joseon history. Therefore, Pyeongyang area occupied the most important area in the historic spot investigation project related with Nakrang Troops. Year 1916 was the biggest turning point for historic spot investigation in Joseon under the rule of Japan. Rules on Preserving Historic Spots was established through improving law and Historic Spot Preservation Society was newly organized. However, in 1924, large-scale investigation disappeared as Dept. of Historic Spot Investigation was abolished due to a curtailed budget. In this circumstance, historic spot investigation confronted a big change after Manchu Incident in 1931. In 1931, a private organization, Joseon Historical Spot Research Institute was established with donation of those interested by the efforts of Guroita Gatsumi(黑板勝美) who thought about the necessity of new investigating body. In particular, historic spot investigation in Pyeongyang area was performed by Pyeongyang Research Center, a local research center of the society. In addition, local historic spot research institutes were established in regions related with historic spot investigation. Pyeongyang Scenic Spot Preservation Society established in Pyeongyang in 1912 was one of them. They not only functioned as local executing departments supporting historic spot investigation of the central institute but also tried to establish a museum with outcomes of these activities. On the other hand, it is considered that they contributed to the economic development of regions through developing historic spots under the social background of prosperous overseas trip.
