        홍수기 농업용 저수지의 홍수조절용량의 평가

        We investigated flood control capacity of 484 agricultural reservoirs with storage capacity of over 1 million $m^3$ in South Korea. In general, agricultural reservoir secures flood control capacity by setting up limited water level during flood season from late June to mid-September. The flood control capacity of an agricultural reservoir during flood season can be divided into stable flood control capacity during non-flood season, stable flood control capacity associated with limited water level, and unstable flood control capacity associated with limited water level. In general, the flood control capacity significantly (P < 0.001) increased with reservoir capacity irrespective of type of spillway. The unstable flood control capacity accounted for about 20 % of reservoir capacity in the uncontrolled reservoirs. The study reservoirs showed flood control capacity of 0.60-65 billion (B) $m^3$ and stable flood control capacity of 0.43-47 B $m^3$, depending on the upper and lower limited water levels during the flood season. The stable flood control capacity of the gated reservoirs (0.29-0.33 B $m^3$) was about two times than that of reservoirs with uncontrolled spillways (0.14 B $m^3$). The ratios of stable flood control capacity to reservoir capacity for agricultural reservoirs range from 21 to 23 %, similar to that for Daecheong multipurpose dam. Moreover, the reservoirs with over 100 mm ratio of flood control capacity to watershed area accounted for 38 % of total gated reservoirs. The results indicate that many agricultural reservoirs may contribute to controlling flood in the small watersheds during the flood season.

        포항지진 발생 주변지역 지질특성에 따른 저수지 취약성 해석

        A total of 594 reservoirs (17%), which are managed by KRC, equipped with earthquake-resistant facilities whereas remaining ones did not. In addition, reservoirs were placed without the effect of geological structures (i.e., fault and lineament). Therefore, development on technique for alleviating the potential hazards by natural disasters along faults and lineaments has required. In addition, an effective reinforcement guideline related to the geological vulnerabilities around reservoirs has required. The final goal of this study is to suggest the effective maintenance for the safety of earth fill dams. A radius 2 km, based on the center of the reservoir in the study area was set as the range of vulnerability impacts of each reservoir. Seismic design, precise safety diagnosis, seismic influence and geological structure were analyzed for the influence range of each reservoir. To classify the vulnerability of geological disasters according to the fault distribution around the reservoir, evaluation index of seismic performance, precise safety diagnosis, seismic influence and geological structure were also developed for each reservoir, which were a component of the vulnerability assessment of geological disasters. As a result, the reservoir with the highest vulnerability to geological disasters in the pilot district was analyzed as Kidong reservoir with an evaluation index of 0.364. Within the radius of 100km from the epicenter of the Pohang earthquake, the number of agricultural infrastructure facilities subject to urgent inspections were 1,180 including reservoirs, pumping stations and intakes. Four reservoirs were directly damaged by earthquake among 724 agricultural reservoirs. As a result of the precise inspection and electrical resistivity survey of the reservoir after the earthquake, it was reported that cracks on the crest of reservoirs were not a cause of concern. However, we are constantly monitoring the safety of agricultural facilities by Pohang aftershocks.

        A Study on the Utilization Plan for Functionally Lost Reservoirs: Focused on Daegu and Gyeongbuk

        Purpose: Korea has a climate with significant seasonal variation in precipitation. There were often difficulties in the agricultural season due to the lack of rainfall. Since ancient times, many reservoirs have been built for irrigation facilities. This study aims to suggest utilization plans by analyzing the size, pop-ulation of the surrounding area, the surrounding ecological grade, and accessibility for the functionally lost reservoirs. Method: Researchers analyzed 155 reservoirs with loss of function and low utilization among reser-voirs in Daegu and Gyeongbuk. The reservoir size was classified based on the total storage amount of 50,000m3, and the surrounding area's population was based on 10,000 people. The ecological grade around reservoirs was based on the ecological and natural map of the Ministry of Environment, and the accessibility was classified based on road networks connected around reservoirs. Results: As a result of analyzing the functionally lost reservoirs by size, 10 places belonged to the 'upper' group, and 145 places belonged to the 'lower' group. By surrounding area's population, 28 places belonged to the 'upper' group, and 127 places belonged to the 'lower' group. By surrounding ecological grade, 93 places belonged to the 'upper' group, and 62 places belonged to the 'lower' group. By accessi-bility, 59 places belonged to the 'upper' group, and 96 places belonged to the 'lower' group. Conclusion: The 8 reservoirs can be used as water-friendly reservoirs with easy access. The 3 reservoirs can be used as leisure types with sufficient size. It would be able to use 11 ecological experience type sites and 79 ecological preservation type sites, considering nearby conditions. The 48 reservoirs can be used to supply electricity to nearby households. The 6 reservoirs can be used as an emergency type for drought. In this study, the utilization types of reservoirs were classified according to various conditions. However, as these are only a rough guide for the direction of reservoir use, further research is needed to refine the utilization plans or find alternatives according to the characteristics of each reservoir.

        조직확장기의 Internal Reservoir와 External Reservoir의 임상적 비교

        Lately, tissue expanders with external injection reservoir have introduced, but in fact this technique was abandoned because of the fear of infection. But nowadays, the usage of external reservoir increased due to the conception of rapid tissue expansion and accumulation of operative technique and postoperative management. In this paper, I compared advantages and disadvantages of the external reservoir with those of the internal reservoir through the clinical experiences of 113 cases from October, 1987 to May, 1991. Among 113 cases, we used internal reservoir in 35 cases and external reservoir in 78 cases. The summaries of results were as follows ; 1. The minor complication rate of internal reservoir was 14.3%(5/35 cases)and of external reservoir was 14.1%(11/78 cases). 2. In major complications including leakage, infection, wound dehiscence and partial necrosis, the complication rate using external reservoir was 13.9%(10/78 cases)and 14.3%(5/35 cases) with internal reservoir. 3. The infection rate using external reservoir(4/78 cases)was not significantly different than internal reservoir(2/35 cases). 4. Advantages of external reservoir were reduction of operation time, ease of injection into the reservoir, drainage of blood from reservoir opening site to skin and lack of inadvertent puncture of expander. 5. Disadvantages of external reservoir were more shameful external appearance and requiring dressing often until second operation. 6. Because of more advantages and not significantly different complication rate than internal reservoir, rapid tissue expansion with external reservoir will be more widely used in the field of plastic and reconstructive surgery.

        현장조사 관개 기준에 따른 농업용 저수지 운영 분석

        The drought risk has been increasing recently due to climate change causing the extreme climate to be more frequent. In order to supply agriculturalwater stably under drought, it is necessary to operate an agricultural reservoir in response to drought. To this end, it is crucial to establish appropriatedrought response operation rules considering weather conditions and reservoir status. In the reservoir operation simulation, the supply amount differsfrom the actual reservoir supply for many reasons, including maintaining water levels for supply and accommodating farmers’ requests. So, for a morerealistic reservoir operation simulation, it is necessary to reflect the reservoir operation rules of the actual water management site. Therefore, in thisstudy, through a survey, the standards for limitation of agricultural water supply applied to agricultural reservoirs in Korea were investigated, and thecriteria for drought response reservoir operation (DRO) were established based on the survey. Then, the DRO was applied to the irrigation period fornine subject reservoirs. The applicability was evaluated by comparing the DRO result to the operation result of HOMWRS (Hydrological OperationModel for Water Resources System). The reservoir drought index, storage rate, and daily supply were compared for evaluation. From the result, DROshowed more stable operation results in most cases against drought as it has fewer days of water supply limitation and a somewhat reservoir storagerate which can be utilized for prolonged drought.

        사례분석을 통한 유수지 복합화 계획 방향 연구 -서울시 사례를 중심으로-

        (Background and Purpose) A water reservoir is a space that can be potentially used as a local resource, and complexities have been attempted by creating a parking lot through cover; recently, more active complexes, such as building construction, are being pursued. Reservoirs maintain the original disaster prevention facility function and prioritize preparing for future expansion in response to future climate change; however, the complex has progressed while trying to utilize the water reservoir as a public land resource in line with social demand. This study thus analyzed the planning trend of the mixed use of reservoirs to respond to local publicity within the institutional standards established for its maintenance as a disaster prevention facility and to seek ways to improve the mixed-use development of water reservoirs. (Method) We examined the concept of reservoir, flow of mixed-use, and institutional conditions through prior research, literature search, and legal review for nine cases. Through this, the location of the reservoir, physical structure, introduction program, and size of the facility, which are judged to have influenced the mixed-use development of the reservoir, were collected and analyzed. Based on the collected data, the background of the characteristics of mixed-use planning of the reservoir was reviewed along with the institutional reservoir conditions. (Results) The water reservoir has expanded the allowable range of possible uses for construction in response to social demands, but the introduced programs tend to be somewhat uniform. Public dormitory construction was promoted in response to social demand, but it failed due to opposition from residents, suggesting that it is necessary to closely investigate and analyze not only social demand, but also the needs of residents. Structurally, all cases of mixed-use development use a partial cover method; the upper and lower parts are separated and utilized to maintain the disaster prevention function. However, to accommodate the increasingly diversified and expanding social needs on a limited scale, it is necessary to find a physical improvement plan that can efficiently utilize the space, such as organically using the upper and lower levels of the reservoir. In addition, most reservoirs are adjacent to rivers and have potential as waterfront spaces and intermediaries, but they are currently cut off by arterial roads. (Conclusions) It is necessary to find a way to efficiently utilize idle land to meet urban demands, while increasing the disaster prevention capability of the reservoir in response to climate change. To this end, it is necessary to closely examine the institutional standards, the needs of the local community and residents, the physical development plan to use the space efficiently and organically within the limited standards, and the linkage with the waterfront space.

        주암호 복내 저수구역내 침수 자생식물의 질소 및 인 모니터링

        Research Article : BACKGROUND: Eutrophication occurs occasionally in reservoirs around lake in summer and early autumn. Lakeside macrophyte which is one of internal pollutants effects on water quality when it is submerged during rainy season. To improve water quality of water supply source in Boknae reservoir around Juam lake, characteristics of nutrient(N, P) uptake and release by submerged plants were investigated. METHODS AND RESULTS: In order to establish the management plan of submerged plants in Boknae reservoir around Juam lake, water level, rainfall, flooding and non-flooding areas, biomass of dominant plants, contents of nitrogen and phosphorus were investigated during 7 months(August, 2010 through February, 2011). Dominant plants were Miscanthus sacchariflorus(MISSA) and Carex dimorpholepis(CRXDM) in Boknae reservoir. Total plant area of Boknae reservoir in August, 2010 was 987,872 m2. In Boknae reservoir, flooding occurred from August until February caused by rainfall during rainy season. The total amounts of nitrogen and phosphorus uptakes by MISSA were 247 and 22 kg/total reservoir area, respectively. By CRXDM, the total amounts of nitrogen and phosphorus uptakes were 11,340 and 1,231 kg/total reservoir area, respectively. The total amounts of nitrogen and phosphorus residues by MISSA were 34 and 11 kg/total reservoir area, respectively. By CRXDM, the total amounts of nitrogen and phosphorus residues were 491 and 68 kg/total reservoir area, respectively. CONCLUSION(S): Total amounts of nitrogen and phosphorus releases in Boknae reservoir were 12,212 and 1,324 kg/total reservoir area, respectively. The results demonstrate that total nitrogen and total phosphorus in water were strongly influenced by submerged plants. Therefore, management plan for submerged plants during rainy season will be needed to improve water quality of water supply source in Boknae reservoir around Juam lake.

        중산간 농업용 만운저수지의 수질환경특성

        Manun Reservoir, located in Andong district, has the capacity of 2 million tons in irrigation water supply with the drainage area of 23.8 km². Manua Reservoir is over fifty year old, and shallow in depth. The ratio of drainage area (DA) to reservoir surface area (SA) as an effective physical parameter on water quality was 56.1 and was higher than those of other agricultural reservoirs. The ratio of reservoir storage (ST) to SA in Manun Reservoir was 4.79, and the mean depth was below 8 m. Both ratios of DS/SA, total area (TA)/ST and ST/SA in Manua Reservoir were relatively higher than those in other agricultural reservoir and natural lakes in Korea. These physical parameters in Manun Reservoir, however, had a eutropic potential significance. Average of COD, TN, and TP in Manun Reservoir were 11.1 mg/L, 1.426 mg/L, 0.093 mg/L, respectively. In the inflow stream of Manun Reservoir, the TN (1.426~3.809 mg/L) was higher than those in reservoir. Only Lyngbya spp. was dominant in phytoplankton for this study period, and Gymnodinium spp., Peridinium spp., and Cryptomonas spp. were dominant in zooplankton. According to the Carlson`s trophic status index, Manua Reservoir was eutrophic in 1996, 1997, and 1999, and hypertrophic in 1998.

        당진 합덕제의 운영과 농경유산으로서의 가치와 의미

        Hapdeok Reservoir was one of the three great a reservoir of the Joseon Dynasty. In this paper, the operation method of Hapdeok Reservoir was analyzed. It also analyzed the value of agricultural heritage of Hapdeok Reservoir. Hapdeok Reservoir has a history of 1,000 years. And this Hapdeok Reservoir was used until the 1960s. With the completion of the Yedang Reservoir, its function as a repair facility has been suspended. The researchers conducted seven on-site surveys to prepare this paper. Other literature surveys were conducted at the same time. On this basis, we analyzed various issues such as the tradition and function of Hapdeok Reservoir. First, the Hapdeok Reservoir was run by the Yeonje Irrigation System organized by the farmers here. The Yeonje Irrigation system was organized in the mid-18th century and lasted until the 1960s. The organization's roles include sluice gate management, distribution of water, and the organization's operation. The Yeonje Irrigation system was disappeared when the Yedang Reservoir was completed. Second, the economic foundation of Hapdeok Reservoir is farmland in the reservoir. The land was very large. The Yeonje Irrigation system received a fee for the use of the previous answers from the farmers who had cleared the reservoir. This money was used for wages and administrative expenses In the middle of Deuk Rites, which has been organized by the Yeonje Irrigation system, is a tradition during the late Joseon Dynasty. The story of the ritual for rain has also been handed down since the late Joseon Dynasty. This traditional culture is our own folklore related to reservoirs, and its value is high. The Dangjin Hapdeok Reservoir has turned this area into a fertile granary by supplying agricultural water to surrounding reclaimed land. Because of the existence of Hapdeok Reservoir, Dangjin Plain has become one of the most popular rice producing areas in Korea. In this regard, the Hapdeok Reservoir is very valuable as a cultural heritage. Therefore, it was selected as a reservoir that brought about the increase in food production and social development of mankind from international organizations. Hapdeok Reservoir is a Irrigation system that has helped increase agricultural productivity and support the lives of residents. 이 글은 조선시대 3대 제언의 하나로 손꼽히는 ‘당진 합덕제’의 운영방식과 농경유산의 가치에 주목한 연구이다. 1천년의 역사를 이어온 합덕제는 예당저수지가 준공되는 1960년대 초까지 사용된 수리시설이다. 본고에서는 7차례의 현지조사 자료와 각종 사료 검토를 통해 기존의 연구에서 미진한 세 가지 측면에 대하여 집중적인 분석을 실시, 다음과 같이 새로운 사실을 조명하였다. 첫째, 합덕제는 몽리구역 농민들의 자치조직인 연제수리계가 운영의 주체가 되었다. 여기에서는 지역주민들의 증언을 토대로 연제수리계의 조직과 수문의 관리, 그리고 매년 방죽의 운영과 물대기 관행 등을 살폈다. 18세기 중엽 합덕읍민들에 의해 발족된 연제수리계는 예당저수지 완공으로 합덕제가 소멸되는 1960년대 초까지 수리공동체로 기능했다. 둘째는 합덕제의 경제적 토대가 된 ‘제내답(堤內畓)’의 실체와 성격이다. 여느 수리시설과 달리 합덕제는 몽리구역의 주민들로부터 수세(水稅)를 징수하지 않는 특유의 방식으로 운영되었다. 그것이 가능했던 이유는 방죽 내에 개간된 상당한 면적의 제내답에서 도조(賭租)를 받아 수리계 역원의 보수 및 제반 비용을 해결했기 때문이다. 셋째는 합덕제와 관련된 민속의례와 구전설화의 양상을 살폈다. 해마다 연제수리계에서 주관해온 둑제, 가뭄 극복을 위한 기우제는 조선후기의 전통을 계승해온 신앙의례로서 수리시설과 관련된 상징적인 민속이다. 특히 홍주목사가 치제했던 기우제와 겨울철 합덕방죽의 결빙상태, 즉 ‘용갈이[龍耕] 현상’을 통해 풍흉을 점치는 관행은 지난날 합덕제가 지역사회에서 차지하는 비중이 얼마나 지대했는지를 말해주는 하나의 지표이다. 당진 합덕제는 주변의 간척지에 농업용수를 원활하게 관개해줌으로써 척박한 땅을 비옥한 곡창지대로 바꾸는 견인차 역할을 했다. 합덕제가 존재했기에 당진의 소들강문평야는 한국의 대표적인 미곡생산지로 발돋움할 수 있었다. 그 유산의 가치가 인정되어 2017년 10월 ‘세계관개시설물유산’에 등재되었다. 국제관개배수위원회(ICID)로부터 인류에게 비약적인 식량증산과 사회발전을 가져온 역사적인 관개시설물로 선정, 주변지역의 농업생산력 향상과 주민들의 삶의 질을 증진시키는데 기여한 수리시설 유산으로 평가된 것이다.

        저수지 특성 그룹화에 따른 미계측 저수지 저수량 예측

        우리나라의 저수지는 지자체와 한국농어촌공사의 관리로 이루어지고 있다. 지자체에서 관리하는농업용 저수지의 97% 정도가 미계측 저수지로 저수지에서 공급되는 용수량을 간접적인 방법에 의해 추정하고 있는 실정이다. 미계측 저수지의 신뢰성 있고 정확한 용수공급량 산정이 필요하다. 본연구에서는 미계측 저수지의 저수량 예측을 위해 관측자료가 있는 저수지 200개를 선정하였다. 저수지별 TANK 모형의 매개변수 신뢰성을 평가하기 위해 NSE와 ROV 분석 결과 좋음 이상으로 판정된101개 저수지를 선별하였다. 101개 저수지의 물리적 특성과 TANK 모형의 매개변수 추정 결과를대상으로 그룹화를 실시하였다. 101개 저수지는 총 6개의 그룹으로 결정되었고 그룹별 대표 값을제시하였다. 그룹별 TANK 모형의 매개변수를 적용하여 계측된 저수지를 미계측 저수지라 가정한후 관측유입량과 모의유입량을 비교·분석하였다. The reservoir in Korea is managed by the local government and Korea Rural Community Corporation. About 97% of agricultural reservoirs managed by local governments are ungauged reservoirs, and the water supply amount from the reservoirs is estimated by an indirect method. Reliable and accurate water supply amount a calculation of ungauged reservoirs is required. In this study, 200 reservoirs with observation data were selected for the prediction of the water supply amount in the ungauged reservoir. To evaluate the reliability of the parameters of the TANK model for each reservoir, 101 reservoirs that were judged as good or more than among the NSE and ROV analysis results were selected. The physical properties of 101 reservoirs and the parameter estimation results of the TANK model were grouped. The 101 reservoirs were estimated into a total of 6 groups, and representative values were presented for each group. After applying the parameters of the TANK model for each group, the gauged reservoir was assumed to be an ungauged reservoir, and then the observed and simulated inflows were compared and analyzed.
