        미래 안보환경 변화를 고려한 지역예비군 최적화 운영에 관한 연구

        1968년 창설된 예비군은 사회적⋅정책적 변화에 순응하면서 법령 및 제도 개선, 조직⋅편성 최적화 등 지속적인 변화를 통해 오늘에 이르고 있다. 그러나 국방개혁 추진에 따른 상비전력의 감축, 작전환경 변화, 작전 수행에 필요한 예비군 자원의 감소는 지역예비군 운영개념에 대한 재정립을 요구하고 있다. 본 연구는 지역예비군의 현상을 진단하고 변화되는 미래 안보환경 변화를 고려하여 지역예비군 최적화 운영방안을 도출하기 위해 지역예비군에 대해 운영체계, 작전지속지원체계, 법과 제도 세 가지 측면에서 분석하고 개선해야 할 소요를 도출하였다. 운영체계에서는 작전환경에 맞는 지역예비군의 임무와 미래를 대비한 조직⋅편성 정비 그리고 교육훈련을 통한 전투력 유지 및 발전에 대해서 제시하였고 작전지속지원체계에서는 장비 및 물자의 현대화, 급식지원체계의 시스템 보완을 제시하였다. 마지막으로 법과 제도에서는 지역예비군을 운영 및 건설하고 재정립된 임무를 고려한 법령 개정방안을 제시하였다. The Republic of Korea Reserve Forces (ROKRF), established in 1968, continue to function through continuous changes such as improving laws and systems and optimizing organizations while complying with social and policy changes. However, the reduction of standing forces, changes in the operating environment, and the reduction of reserve forces required to carry out operations require the re-establishment of the concept of operation of regional reserve forces. In this study, we aimed to diagnose the phenomenon of regional reserve groups and derive an optimized operation plan for regional reserve groups in consideration of changes in the future security environment, operation support system, and law and order system. The operating system presented the mission of establishing local reserve forces suitable for the operating environment, organization, and organization maintenance for the future as well as maintenance and development of combat power through education and training. Finally, in the law and order system section, a plan to revise laws was proposed in consideration of the task of operating and constructing regional reserve forces and re-establishing them.

        미래 육군의 예비전력 부대구조 개편 방안 연구

        This article is to suggest for some policy recommendation to reorganize the Republic of Korea Army’s reserve forces of the future. First, the ROK Army’s reserve forces command as rear combat support units during the wartime shall compose of full-fledged reserve brigades, mobilized reserve brigades, reserve combat supporting brigades and reserve logistic and escorting brigades. Second, standing force deploying each province as area defensive division will be reorganize due to phase-based reorganizing plans to meet the preparedness for the future war scenarios. There are some policy suggestions for three phrases. First, current province-based ROK Army infantry division will absorb local reserve units by operating non-stand duty resever forces by 2025. Second, ROK’s standing army and its reserve forces of low-level of battalion units have to emerged one integrated ROK Army hybrid battalion between standing forces and reserve forces by 2030. Third, a core of ROK Army’s reserve units reform from division level to brigade-level with agile, robust and flexible capabilities by 2040 with moduling functional restructure, not traditional concept of structure of ROK Army three-echelon units. Third, standing army force can be role of conducting rapid reaction force and 100% of manpower should be secured. Remaining reserve unites, such as division-subordinated units will be mixed with standing forces with appropriate radio of manpower. This article sets up certain period of ROK Army’s reorganizing of its reserve force for duration between 2030 and 2040 and major study area limits only ROK Army’s reserves forces.

        육군 지역방위작전 체계 발전방안

        The purpose of this paper is to identify the problems of regional defense operations units and to suggest a method of regional defense operations considering the posterior regional operations environment. In summary, First, the units for regional defense operations are divided into active units and reserve forces. Eventually, active forces are also organized as reserve forces, which is expected to limit the use of combat power. Therefore, it should be improved to maintain a high level of combat power by improving the percentage of full army units. The mission should clearly distinguish between active and reserve forces. Second, it is necessary to change the concept of regional defense operations, which is to carry out civilian, military, and military combat operations in units of battalions. The civil defense, military, and military combat operations should be planned by the local defense division, To this end, it is necessary to coordinate the formation of the solidarity and to organize the entire battalion and one city, county, and district. Third, the Unified Defense Support Headquarters operated by Eup, Myeon, and Dong should be integrated into city, county, and county. Fourth, in order to overcome the difficulties of the commander of the regional defense operation unit, it is necessary to remove the basis of the budget for the upbringing support of the local governments specified in the reserve army establishment law and reflect the budget for the reserve army in the defense budget.

      • 예비군지휘관의 HRD(인적자원개발) 교육훈련모델에 관한 탐색적 연구

        This study is a study on the HRD (Human Resource Development) of the regional reserve military commander (hereinafter referred to as the reserve military commander) based on the elite reserve power among the contents of the Korean military’s Defense Reform 2.0 considering the recent rapid change in the security environment. The purpose was to present an education and training model to strengthen the job competency of reserve military commanders, who are key personnel in reserve forces equivalent to the standing power of the Korean military. The research method of this study referred to the latest data related to reserve power generation seminars in 2020, analysis of public office leadership education and training in Korea, other thesis related to reserve and reserve commanders, and best practices. First, the HRD (Human Resource Development) education and training model was proposed to re-establish the duties and roles of reserve forces capable of responding to new threats to the security environment, second, coordinate the duties and roles required by reserve forces commander. This study suggests policy alternatives in the category of reserve power operation beyond the existing perspective of reserve power management and is expected to contribute to the development of the Korean military reserve power policy.

        지역방위작전 간 지역예비군 작전소요 산정 발전방안 연구

        The purpose of this study is to develop a computational model to determine operational requirements for regional reserve forces during both wartime and peacetime operations. For this purpose. tactical consideration factors(METT+TC: Mission, Enemy situation, Terrain and weather, Troops and support available, Time available, Civil considerations) were considered for the analysis of the effects of environmental factors on regional defense operations, and this constitutes for this study. For example, as to the aspect of mission, it was proposed that the use of regional reserve forces ought to be shifted from a static defense concept which concentrates on the control of key areas such as choke points and check points to a concept of highly mobile reserve distributed to points where they were most needed. And it was also proposed that the shift of duty ought not to be implemented in consideration of the characteristics of regional defense operations during wartime and peacetime. The criteria for determination of the operational requirements for of the regional reserve forces were computed using the number of important national facilities, the number of reserve forces resources, and the area by administrative unit. This computational model showed a total of 1,458 regional reserve companies for operational requirements. In the future, the desired size of the regional reserve force unit can be computed by using the standardized number of members. once the structure of the regional reserve force unit is established.
