        주택재개발사업에 있어서 공공의 역할에 대한 연구

        This study analyzes the role of public authorities in relation to housing redevelopment projects. To do so, it carried out a comparative analysis between Korea’s public management system and Japan’s partnership system with a view to suggest the role of public and the direction in which public management system should orient itself. This study confirmed that while the role of the public in Korea’s housing redevelopment system so far has revolved around the establishment of plans and approvals, it is switching into a different form that supports housing redevelopment associations with the introduction of the public management system. However, the role of public authorities in support of housing redevelopment projects focuses on securing fairness and preventing illegality and does not assist residents to take part in the public-guided redevelopment plans or coordinate conflicting interests and opinions among the interested parties. On the other hand, the study found that the Japanese urban renewal project emphasizes the role of public authorities in assisting residents to reflect their opinions in urban renewal project and induces mutual agreement between interested parties prior to the launch of a fully-fledged project based on the partnerships. It is easy to note that the role of public sector found in such partnerships works as a propellant in the smooth adoption and implementation of urban renewal project. Based on the aforementioned comparative analysis, the study concluded that the role of public authorities is to support the private authorities to enhance its efficiency regarding housing redevelopment projects. To do so, the study suggests development of a public management system to help reinforce cooperative functions between local governments and residents so as to ensure that the local governments can accommodate residents’ ideas and opinions and play a role in mediating between different stances taken by stakeholders.

        국내 대기업 사회공헌 담당자들이 인식하는 사회공헌 활동의 기대 효과와 PR의 역할에 대한 질적 고찰

        이 연구는 기업의 사회공헌 활동을 위한 PR의 역할과 그 주요 효과를 탐색해 보고자 국내 100대 기업 내 14개 기업 소속 16명의 사회공헌 담당자들과 심층 인터뷰를 진행하였다. 사회공헌 담당자들은 사회공헌 활동의 주요 기대 효과로 브랜드 관리와 위기관리를 들어서 사회공헌 활동을 통한 명성 관리 효과를 가장 주요하게 인식하고 있었다. 사회공헌 활동을 위한 PR의 역할은 ‘주요한 경영적 역할’, ‘커뮤니케이션 역할’, ‘사회공헌 활동의 하위 기능’, ‘관련 없음’의 네 가지로 구분되었는데, 이러한 상반된 인식의 기저에는 PR을 과정으로 이해하는 입장과 PR을 내/외부로 알리는 커뮤니케이션으로 국한해서 이해하는 입장 차가 있었으며 사회공헌 활동을 대외적으로 알려야 하는 당위성에 대한 의견 차도 확인 가능했다. 이 연구는 사회공헌 활동의 기대 효과와 PR의 역할을 국내 대기업 소속 사회공헌 담당자들의 언어로 규명함으로써 그들의 입장과 시각에 대한 실무적 이해를 높이고 사회공헌 활동과 관련한 PR이 나아가야 할 방향을 제시했다는 데 의의가 있다. In-depth interviews with 16 CSR managers representing 14 companies on the 2015 Korean Large Company 100 list were conducted to explore the role of public relations in corporate social responsibility (CSR) activities and CSR effects. CSR managers perceived that public relations plays a significant role in brand management and crisis management related to CSR. They identified four roles regarding the relationship between public relations and CSR: significant management role, communication role, subfunction of CSR activities, and no role. These different perceptions result from CSR managers’ different understandings of public relations. Some understood public relations as a process, while others regarded public relations as a publicity function targeting internal and external publics. Finally, this study is meaningful in that it explores the role of public relations in CSR activities by investigating the practical perceptions of CSR managers.

        공공성 확보를 위한 도시재생사업에서 공공의 역할

        The study aims to advise role-sharing between the public and the private and a role of the public to secure the publicity for successful urban regeneration projects through investigation about the problem and limitation of domestic urban regeneration projects. As a result, in foreign urban regeneration projects, the public is taking a role for a process simplification by an arrangement of the law and the system, infrastructure and service facility expansion, and an encouragement of private capital investment by financial support. In addition, the public is engaged in an environmental improvement of the citizen’s residence, a guideline for customized urban planning for each region, the publicity in the private projects through an incentive program, and a diversification of main body of the project through the private-public partnership, and the adjustment of interests between the bodies. Therefore, the public should share a role with the private properly to have the best effect of private capital and creativity and build diverse policy to make reasonable division of the profit for the successful urban regeneration projects with the publicity. 본 연구는 국외 도시재생사업의 고찰을 통해 국내 도시재생사업의 문제점과 한계를 살펴보고 성공적인 도시재생사업을 위한 공공과 민간의 역할분담과 공공성 확보를 위한 공공의 역할을 제시하는 것을 목적으로 한다. 국외 도시재생사업에서는 공공이 법․제도의 정비를 통한 절차의 간소화, 기반시설 및 서비스시설의 확충, 보조금 지원 등을 통한 민간자본 투자 유도, 서민층 주거환경의 개선 및 지역특성에 맞는 도시개발가이드라인의 작성, 인센티브 제도를 활용한 민간 개발사업의 공공성 확보, 민관 파트너십을 통한 사업주체의 다양화 및 사업주체 간 이해관계의 조정․중재 등의 역할을 수행하고 있다. 따라서 국내 도시재생사업을 실행함에 있어 공공이 민간부문과의 역할분담을 통하여 민간이 자본력과 창의성을 최대한 발휘할 수 있도록 적극 지원하는 한편, 개발이익의 합리적 배분을 도모하고 공공성을 확보할 수 있는 다양한 정책을 전개함으로써 성공적인 도시재생사업을 창출해야 할 것이다.

        디자이너의 사회적 역할 제고를 위한 출판디자인 교육 사례연구

        Each and everyone of the people who form the society have a given social role. Generally, we look forward to the role according to the social norm that ordains how the role should be performed by the individual who is performing the social role. The social role and the expectation that follows are no exceptions to the design and the designers. Since the most radical dimension of design is the activity field which confirms human life, the corresponding social role is given, and people look forward to the given role. The starting point of recognition of a design's or a designer's social role is education. The design education until now was trapped in the structural logic which is called education of technique by the separation of majors due to the medium's characteristics. Looking back at the design history, Laszio Moholy Nagy has put the emphasis of design's emotional part on the purpose of education for the whole person that reason and emotion is harmonized and tried to recover the emotional capacity on design, and having the core importance on educational theory, Hochshule fuer Gestaltung Ulm in Germany made practical use of design's social, historical interconnections. These kind of design educating methods took on the role of a stimulator that made one to critically approach the role which design plays in the modern society. Based on these backgrounds, this study emphasized the improvement of the design and the designer's social role on the basis of four educational cases that I deduced by the results from the publication design class on the spot of design education. In addition, the direction of design education for the improvement of social role is proposed as the conclusion.

        사회복지전담공무원의 역할수행 방향 모색

        본 연구는 사회복지전담공무원의 향후 역할수행 방향성을 모색하기 위한 것이다. 이를 위해 전담공무원의 정체성과 전문성을 검토하였고, 역할과 업무를 정리하여 보았으며, 역할수행 방향성을 검토하였다. 이를 통해 앞으로의 역할수행은 전문성을 최대한 활용할 수 있는 공공복지영역의 전문가로 발전해야 함을 제시하였다. 역할수행을 구체적으로 실현할 수 있는 방안으로 역할변화 필요성 공유, 합리적인 역할분담, 소득유지와 대인서비스 분리 고려, 조직환경적 개선, 인력관리방안 개선, 이해관계자의 역할 충실, 시군구와 읍면동내 전문적 역할 강화 등을 제언하였다. 본 연구는 정책환경의 변화를 고려할 때, 전담공무원의 역할에 있어 변화가 필요하고 바람직한 역할수행 방향 설정이 필요함을 제시하였다. 연구결과는 전담공무원의 미래진로 및 관련 쟁점사항에 대한 정책적, 실천적 함의를 제공할 것으로 기대된다. The purpose of this study is to explore direction of the role of public social workers in the future. To do this, I reviewed the identity and professionalism of public social workers, arranged the role and tasks, examined direction to perform the role. The role of the future should be developed as a specialist in the public welfare field that can make full use of professionalism. Also, I suggested that sharing the necessity for a role change, reasonable division of roles, considering separation between income maintenance function and personal service function, organizational and environmental improvements, improving human resources management, faithfully performing the role of stakeholders, strengthening professional role in Si-Gun-Gu(community) and Eup-Myeon-Dong(district) to achieve the desired role. Considering radical change in the policy environment, I proposed that it is important to utilize professional role of public social workers. The results of this study are expected to provide policy and practical implications for the future career path of the public social workers and related issues.

        공공쟁점 토론학습에서 논쟁성의 실천적 의미: 쟁점의 논쟁성과 사회과 교사의 역할 지향성 관계

        It has been emphasized that controversy is critical attribute in definition of issues and a important criteria for selection of contents on issue-centered education. Considering that controversy is build up in social context, We should explore the degree of controversy of public issues. This study tries to comprehend about a practical meaning of controversy on public issues-centered classroom discussion. In order to comprehend about a practical meaning of controversy, this study analyzed the correlation between the degree of controversy on public issues and the orientation of social studies teacher`s role. It was made an analysis data of questionnaire of 201 Korean social studies teachers` in 89 middle or high school. The following is the conclusions. The first, while the highest rate of social studies teachers` role type of ‘Balance’ about given all issues, it is revealed that Korean social studies teachers have the flexible orientation of role type in issues-centered discussion. The teacher`s ‘Balance’ role try to openly introduce all perspectives on the issues. But the more ‘Denial’ role type social studies teacher come out, the less ‘Balance’ role type social studies teachers exist. There is negative correlation the ‘Denial’ role type social studies teacher between ‘Balance’ role type social studies teachers. The second, the more controversial issues are discussed, the less distorted practice of public issues-centered classroom discussion is done. Because the higher rate of ‘Privilege’ teacher`s role reveal when the lower controversial issues are discussed in the classroom. There is high negative correlation between the degree of controversy and rate of ‘Privilege’ teacher`s role type social studies teacher. Even though there are some opposite position or anxiety on higher controversial issues-centered classroom discussion, this study come to conclusion. The higher degree of controversial public issue were discussed, the more authentic classroom discussion.

The higher degree of controversial public issue were discussed, the more authentic classroom discussion. 쟁점 중심 교육에서 논쟁성은 쟁점의 정의에 내포된 핵심 속성으로 언급되거나, 내용선정 준거로서 강조된다. 논쟁성이 사회적으로 구성되며 상대적이라는 점을 고려한다면, 공공쟁점 중심 교육의 실천과 관련하여 쟁점의 논쟁성의 정도, 즉 논쟁도에 주목할 필요가 있다. 쟁점 중심 토론수업 실천에서 공공쟁점의 논쟁도가 어떤 의미를 갖는지를 탐구하고자, 사회과 교사 집단에 나타난 공공쟁점의 논쟁도와 이들의 역할 지향성 간의 관계를 분석하였다. 총 89개교에 재직하는 201명의 중등 사회과 교사를 대상으로 설문조사를 하여 자료 수집을 하였다. 분석결과를 정리하면, 다음과 같다. 첫째, 쟁점을 둘러싼 다양한 관점을 학습자들에게 소개하고 공정하게 다루려는 이른바 ‘균형’ 역할 지향성 사회과 교사가 높은 비중을 차지하나, 사회과 교사의 역할 지향성은 각 쟁점에 따라 유연하게 나타난다. 그러나, 공공쟁점에 대한 논쟁성을 수용하지 않는 ‘거부’ 역할 지향성 교사의 비중이 높은 쟁점일수록 ‘균형’ 역할 지향성 교사가 낮은 비중으로 나타났다. 둘째, 논쟁도가 낮은 쟁점을 다루는 사회과 수업일수록 왜곡된 토론학습 실천 가능성이 높다고 할 수 있다. 논쟁도가 낮은 쟁점에 대하여 사회과 교사는 자신이 선호하는 입장과 관점을 학습자에게 수용하도록 하는 이른바, ‘특권’ 역할 지향성이 더욱 뚜렷하게 나타났기 때문이다. 사회과 교사 집단에서 나타난 공공쟁점의 논쟁도와 각 쟁점을 다루는 토론수업에서 사회과 교사의 ‘특권’ 역할 지향성 간에 높은 부적 상관관계가 나타났다. 따라서, 논쟁도가 높은 공공쟁점으로 내용선정하는 것에 대한 우려와 반대가 있을 수 있음에도 불구하고, 논쟁도 높은 공공쟁점을 중심으로 한 토론수업일수록 진정성 있는 공공쟁점 중심 교육을 실천할 가능성이 높다는 것이다.

        일본의 민관협력에 의한 공공건축 조성방식 사례 연구

        The purpose of this study is to draw implications for revitalizing public-private partnership system that can reduce the financial burden of the government and utilize the creative know-how of the private sector by analyzing the cases of public building construction projects by public-private partnership method in Japan. In this study, first of all, I looked at the current state of public-private partnership policy in Japan and then selected 8 representative projects as an analysis target. Next, in order to grasp the specific situation that is aimed at securing publicity and revitalizing private participation, I analyzed the role sharing between public and private sectors in the maintenance and management of public buildings, and examined the conditions for private revenue facilities. As a result of the analysis, the following implications were drawn. First, the methods of public building construction by public-private partnership in Japan are largely divided into BTO method based on the PFI method, and the method of installing public facilities and private revenue facilities based on the term leasehold rights system. Second, measures were taken to mitigate the burden of the state and local governments in establishing public facilities. Third, the public has delegated to the private sector actively about the role that the private sector can play, expanding the role of private sector widely from design to operation in the public building construction projects. Fourth, in order to actively participate in private sectors and promote regional revitalization, private profit-making projects are widely accepted, but consideration has been given to guarantee a certain level of publicity.

        종교적 `공공성`의 개념과 의미 고찰

        공공성 개념은 종교뿐만 아니라 정치, 사회, 경제, 행정 등 다양한 분야에서 논의되고 있다. 종교분야의 공공성의 의미는 종교인이나 종교기반 기관의 사회참여로 인식되는 경우가 대부분이다. 그러나 공공성 개념은 ‘공적인 것’과 ‘사적인 것’을 구분하는 경계 설정에 있어서 몇 가지 논란을 야기한다. 공공성의 개념과 의미를 명확히 이해하기 위해서는 공(公)과 사(私)에 대한 개념적 논쟁의 단계를 고려할 필요가 있다. 본 연구에서는 선행연구를 통해 종교적 공공성의 개념을 다음의 단계로 접근하였다. 첫째, 종교의 사회참여를 공공성으로 보는 개념이다. 이 단계에서는 보편적 가치와 대비되는 종교적 근본주의의 사회정치적 역할을 공적 역할이나 공공성과 동일시 할 때, 근본주의와 대립되는 영역이 사적 영역으로 귀속됨으로 인해서 두 영역 사이에 갈등과 모순 그리고 대립이 불가피하다는 문제가 제기되었다. 둘째, 사회학적 관점에서 공공성은 자연 발생적으로 주어지는 것이 아닌 다양한 행위 주체자들의 역동적인 정치과정이 만들어낸 정치적·사회적 산물이며 구성물이라는 견해다. 이 견해는 역사적 맥락, 사회체계, 권력의 사회적 관계에서 다양한 방식으로 정의될 수 있는 공공성 개념의 다차원성을 관통하는 일반적이고 본질적인 정의를 제시했다는 점에서 의의가 있으나 공공성에서 ‘공’의 개념이 갖는 특수성과 상대성으로 인해 첫째 단계에서 밝힌 공적인 것과 사적인 것 사이의 갈등과 모순을 해결할 수 있는 보편적인 대안을 제시하지 못하는 데 한계가 있다. 셋째, 공과 사의 변증법적 대립을 통한 초월적 공공성의 획득단계이다. 공공성은 단지 공적인 것과 사적인 것의 경계를 넘어서는 초월성과 전체성의 발현을 통해 발현될 수 있다. 본 논문은 사회 정치적 산물로서의 사회학적 차원에서 정의된 공공성 개념과 종교의 공공성을 구별하고 ‘초월성’을 서양 근대 종교의 공공성의 본질적인 요소임을 밝힌 데 의의가 있다. The concept of publicness is being discussed in a variety of fields such as politics, social studies, economics, administration as well as religion. And in many occasions, the meaning of publicness in religion is regarded as social participation of religionist or religious organization. However, the concept of publicness leads to a few controversies between "something public" and "something private". Therefore, in order to understand the concept and the meaning of publicness, we need to consider phases of conceptual controversy concerning "public" and "private". In this vein, this study approaches the concept of religious publicness through the following stages in the light of the previous studies. First, the social participation of religion itself is to be deemed as publicness. In this stage, when the socio-political role of religious fundamentalism which is contrasted with universal value is identical with public role or publicness, the part which is against fundamentalism gets to belong to private part, so that conflict and contradiction between them become inevitable. Secondly, in the perspective of sociology, publicness is not something given naturally but political and social outcome and constituent made through political dynamics of actors. This is meaningful in terms of proposing a general and fundamental definition which penetrates multidimension of publicness concept defined with various ways in the context of history, social system, power and society relations and so on, But, due to specialty and relativeness of ‘justness’of publicness, it has the limitation of not suggesting universal alternative which can solve conflict and contradiction in the first discussion. Thirdly, there is the stage of achieved publicness through dialectical confrontation of "public" and "private". Publicness can be exercised through transcendency and wholeness beyond the boundary of "public" and "private". This study tells social publicness as an outcome of socio-politics from religious publicness, and also suggest transcendency is the fundamental element of the publicness of modern religion in the West.

        시민들의 정부정책과 역할에 대한 인식이 정부신뢰에 미치는 영향

        The study conducted an empirical analysis of the public's attitude toward government expenditure, role, awareness of government policies, and confidence in public officials. The sample is citizens' response based on Administrative Awareness Survey conducted by the Korea Institute for Public Administration in 2016. The sample size that used for analysis is 996. The perception of the government's role and the public's perception of the group of public officials had positive impacts on the government's confidence. The more positive the public rated the government for corporate support and the usage of regulations, corporate protection and legislation and reduction of government expenditure, the more positive the public is confident in the government. The better public officials' work capacity and awareness of public positions, the more confidence they have in the government. However, the more the government is in charge of welfare equality, and the more the need for government expenditure on basic services such as environment, health, security, defence, and education, the more negative the public is confident in the government. The perception of government expenditure on the pension and culture sectors and the public's perception of economic and environmental policies were not statistically significant in explaining the government's confidence.
